Bengaluru: The Karnataka government has instructed officials to use Kannada extensively for administrative purposes across all state departments and district administrations, warning that disciplinary action will be taken against those who fail to comply. Chief Secretary Shalini Rajneesh issued a circular in this regard on Tuesday.
'Despite several circulars issued to administer in Kannada, the Kannada Development Authority has been reporting that the instructions are not being followed.
In this context, it has been reiterated that the instructions must be followed compulsorily, and disciplinary action will be taken against those who violate them,' the circular said.
It said Chief Minister Siddaramaiah, while pointing out that despite instructions for notings on files in government correspondence to be in Kannada, they are not being implemented effectively, has directed that 'if the notes and correspondence in the files are not in Kannada, such files should be returned and an explanation should be sought.' 'It is the duty of all officers and employees to implement the language policy in the administration to the fullest extent and at all levels.
Therefore, it is reiterated once again that all officers and employees of the government, corporations, boards, local bodies, universities, and aided organisations should strictly implement the instructions given in the already issued government orders,' it added.
The circular further pointed out that during recent Karnataka Development Programme (KDP) meetings, some Deputy Commissioners and Zilla Panchayat Chief Executive Officers issued agendas and presented departmental information in English, a violation reported by the Kannada Development Authority.It reminded officials that under the Karnataka Official Language Act, 1963, Kannada is the administrative language of the state. Applications and letters received in Kannada must be replied to in Kannada, and government office nameplates should be displayed in Kannada.
The circular reiterated that proceedings of the Legislative Assembly, official correspondence, calling attention notices, and government orders—including those related to appointments, transfers, and leave—must be issued
in Kannada.

Karnataka's Minister for Energy KJ George New Delhi: In a major development, Karnataka's Minister for Energy KJ George refuted any connection between recent Income Tax department raids at a prominent tech park in Bengaluru and the state's smart meter initiative or the Bangalore Electricity Supply Company (BESCOM) and said that they were 'a routine regulatory exercise' related to IT filings and had nothing to do with any government project. In a firm statement issued via his official social media handle, the minister termed the allegations circulating in a section of the media as 'completely baseless, misleading, and politically motivated.' 'There is no connection whatsoever between the smart meter project or BESCOM and the Income Tax department's raids,' George said. 'I strongly condemn this attempt to mislead the public and draw false links to the Energy Department.' This comes after the Income Tax Department conducted surveys from July 28 to 30 at multiple locations connected to George and real estate tycoon Jitu Virwani of the Embassy Group, including Golflinks Software Park Private Limited in Bengaluru. KJ George Issues Statement: In view of the misinformation being circulated regarding myself and the companies under my chairmanship, purportedly in connection with the #SmartMeterInitiative and the #EnergyDepartment of the Government of Karnataka, we wish to issue the following clarification: The recent interaction with the #IncomeTax Department was a routine regulatory exercise solely pertaining to the verification of our companies' income tax filings. There is no connection whatsoever to any government project or department, including the #SmartMeter program or the #EnergyDepartment. Our teams extended full cooperation to the authorities during this scheduled compliance review, consistent with our long-standing commitment to transparency and adherence to the law. We categorically reject and strongly refute any speculative or misleading claims suggesting otherwise. We urge all concerned to exercise discretion and refrain from spreading or endorsing baseless allegations. BJP's Allegation: To recall, in March this year, the Bharatiya Janata Party alleged a massive Rs 15,568 crore scam in Karnataka's smart meter procurement process. The saffron camp accused the Siddaramaiah-led Congress government of favouritism and irregularities in the tendering process. Echoing this stance, Golflinks Software Park clarified in an official statement that the survey conducted under Section 133A of the Income Tax Act was routine in nature and 'has no connection to public officials, state government departments, BESCOM contracts, or smart meter-related matters.'

A federal appeals court late on Friday affirmed a lower court's decision temporarily barring US government agents from making immigration-related arrests in Los Angeles without probable cause. Rejecting the Trump administration's request to pause the lower court's order, the three-judge appeals panel ruled that the plaintiffs would likely be able to prove that federal agents had carried out arrests based on peoples' appearance, language and where they lived or worked. President Donald Trump called National Guard troops and US Marines into Los Angeles in June in response to protests against the immigration raids, marking an extraordinary use of military force to support civilian police operations within the United States. The city of Los Angeles and other Southern California municipalities joined a lawsuit filed in June by the American Civil Liberties Union accusing federal agents of using unlawful police tactics such as racial profiling to meet immigration arrest quotas set by the administration. A California judge last month blocked the Trump administration from racially profiling immigrants as it seeks deportation targets and from denying immigrants' right to access to lawyers during their detention. In Friday's unsigned decision, the judges of the U.S. Court of Appeals for the Ninth Circuit largely rejected the administration's appeal of the temporary restraining order. The judges agreed with the lower court in blocking federal officials from detaining people based solely on 'apparent race or ethnicity,' speaking Spanish or accented English, or being at locations such as a 'bus stop, car wash, tow yard, day laborer pick up site, agricultural site, etc.' The Department of Homeland Security and US Immigration and Customs Enforcement did not immediately respond to requests for comment outside business hours. Los Angeles Mayor Karen Bass called the order a victory for the city. 'The Temporary Restraining Order that has been protecting our communities from immigration agents using racial profiling and other illegal tactics when conducting their cruel and aggressive enforcement raids and sweeps will remain in place for now,' she said in a statement. Mohammad Tajsar, senior staff attorney at the ACLU Foundation of Southern California, welcomed the ruling in statement: 'This decision is further confirmation that the administration's paramilitary invasion of Los Angeles violated the Constitution and caused irreparable injury across the region.'

Bengaluru, Aug 2 (PTI) Two individuals were arrested by the Central Crime Branch for posting obscene messages and 'issuing rape and death threats" to former Mandya MP and actor Ramya, Bengaluru Police Commissioner Seemant Kumar Singh said on Saturday. The arrests were made based on a complaint filed by Ramya earlier this week. Addressing reporters, Singh said 11 more individuals have been identified for their direct involvement in posting 'abusive content online" and will be arrested soon. Ramya, aka Divya Spandana, met the Commissioner on July 28 to file a complaint against 43 social media accounts for sending her obscene messages, along with 'rape and death threats". The online abuse began after she shared a news report on July 24 about the Renukaswamy murder case proceedings in the Supreme Court, in which she demanded justice for the victim's family. Kannada actor Darshan is a prime accused in the case. Following a verification process, the CCB, along with the social media monitoring team, identified 13 accounts that were actively involved in the abuse, Singh said. The two arrested individuals hail from neighbouring districts, he added. When asked whether the accused were fans of actor Darshan, the Commissioner said that aspect was still under investigation. 'CCB and cybercrime police are actively working on the case," he said. Meanwhile, Ramya took to 'X' on Saturday to thank Karnataka Home Minister G Parameshwara, the Bengaluru Police Commissioner, and the entire CCB team for their swift action. 'The Bangaluru city police have taken a firm stand against misogynistic aggression. Legal action has been initiated," she posted. The message is clear, Ramya said. 'It is difficult to escape the hand of the law when it comes to protecting women's dignity and ensuring their safety in our city."
