KotaSAS station becomes first ECRL stop to complete system installation

KUANTAN: The East Coast Rail Link (ECRL), the nation's mega rail project, is set to enter a new chapter tomorrow (May 30) with the completion of system installation works at the KotaSas central station here.
KotaSAS station is the first along the 665km alignment, which comprises 20 stations, to reach this significant milestone.
Notably, the station was also the site of the project's groundbreaking ceremony on Aug 9, 2017, which was officiated by then Prime Minister Datuk Seri Najib Razak.
In a media invitation, China Communications Construction (ECRL) Sdn Bhd (CCC-ECRL), the project's engineering, procurement, construction and commissioning (EPCC) contractor, described tomorrow's event as the project's first article assessment ceremony for its communication, information and signalling systems.
"It marks the successful completion of communication, information and signalling systems at the ECRL KotaSas station for the operation of passenger and cargo trains.
"These systems serve as the 'brain and central nervous system' of the ECRL project, playing a vital role in ensuring safe and efficient train operations," the statement said.
Malaysia Rail Link Sdn Bhd (MRL) chief executive officer Datuk Seri Darwis Abdul Razak and CCC-ECRL managing director Deng Bo are expected to attend the event.
The communication, signalling and telecommunications systems are among three critical components required to prepare the ECRL stations for testing and commissioning, scheduled for June next year. Construction began in May last year.
The first six-car ECRL Electric Multiple Unit (EMU) train for passengers and the first Electric Locomotive (E-Loco) unit for freight are expected to arrive in Malaysia by year-end.
The ECRL project, which traverses Kelantan, Terengganu, Pahang and Selangor, linking Kota Baru to the Gombak Integrated Transport Terminal, is slated to begin operations in January 2027. Its extension from Gombak to Port Klang is expected to be operational by January 2028.
On May 6, Transport Minister Anthony Loke said construction of the ECRL had reached an overall progress of 82.45 per cent.

BUSINESS KUALA LUMPUR, July 21 (Bernama) -- The Consumer Credit Bill 2025 was passed in the Dewan Rakyat today to protect the interests of credit consumers in the country. Deputy Finance Minister Lim Hui Ying said the bill was enacted to address significant gaps in the unregulated industry, particularly businesses that target vulnerable credit consumers who are susceptible to exploitation. The bill also aims to standardise the regulatory framework in the currently diverse consumer credit landscape in Malaysia. The bill was unanimously approved after debate by 24 members of parliament. Under the Consumer Credit Act 2025, the Consumer Credit Commission (CCC) will be established to regulate credit businesses that currently operate without a licence or specific monitoring. 'The Consumer Credit Act 2025 will be framed as a master act that is complementary to existing acts under the administration of authorities, regulators and supervisors, and does not duplicate the functions or roles of existing ministries and agencies. 'This includes the Ministry of Housing and Local Government (KPKT), the Ministry of Domestic Trade and Cost of Living (KPDN), the Malaysia Cooperatives Commission, Bank Negara Malaysia (BNM) and the Securities Commission Malaysia (SC)," she said when winding up the debate. She explained that the integrated regulatory approach will be implemented in phases by taking into account the readiness of the industry and the capabilities of the CCC which will be enhanced from phase to phase. For Phase 1 preparations, she said, KPKT as the regulatory and supervisory authority will ensure that licensed money lenders comply with the aspects of credit consumer protection introduced through the act.

KUALA LUMPUR: Cahya Mata Sarawak Bhd 's unit Cahya Mata Cement Sdn Bhd has awarded a RM673 million contract to Sinoma Industry Engineering (M) Sdn Bhd to build a new 6,000-tonnes-per-day clinker line at its Mambong Integrated Plant in Kuching. Cahya Mata said in a filing with Bursa Malaysia today that the project is expected to more than double its subsidiary's annual clinker capacity from 900,000 tonnes to 1.9 million tonnes. "It would also improve the group's cost efficiency and eliminating the need for future clinker imports, which will significantly reduce the carbon footprint in the company's cement production," it said. "The project shall commence in August 2025 and is expected to commence production of clinker by April 2027 and be fully commissioned by June 2027," it said. Meanwhile, Cahya Mata group managing director Datuk Seri Sulaiman Abdul Rahman Taib said the Mambong Clinker Line 2 is a key step in strengthening Sarawak's cement supply chain, boosting capacity, reducing import reliance and ensuring future demand reliability. "Beyond production, it reflects Cahya Mata's commitment to building a modern facility that positions us as possibly the greenest cement producer in the region," he said. Cahya Mata said the facility will feature state-of-the-art technologies to improve environmental performance and energy efficiency, including a waste heat recovery system capable of generating up to six megawatt of power and an advanced dust filtration system designed to reduce dust emissions to more than half of the current regulatory limit. The Clinker Line 2 will also employ high-efficiency equipment to reduce energy use and carbon dioxide emissions, while incorporating locally sourced alternative raw materials and fuels to further limit reliance on fossil fuels. "At peak construction, the project will create up to 500 jobs and generate spillover benefits for local businesses, especially in the Padawan and Kuching area," it said. - Bernama

With the enactment of the act, KPKT will receive an additional legal mandate to regulate syariah-compliant businesses for both sectors, namely the regulation of loans with pawnshops. KPDN will also amend several provisions in the Hire Purchase Act 1967 to strengthen consumer protection and modernise existing provisions. Commenting on the maximum interest rate charged by credit businesses, Lim explained that the government will not set any interest rate cap in phase 1. 'We will not set (interest rates) in phase 1… however, we must collect data in phase 1 and 2,' she said. In phase 2, which is expected to start in 2028, the regulatory functions currently held by the KPKT and KPDN will be transferred to the CCC. This includes money lending, pawnshop business, hire purchase and credit sales activities. Meanwhile, phase 3, targeted to begin in 2031, will focus on the regulatory consolidation of all consumer financial activities under one centralised entity after a comprehensive review by the government. — BERNAMA
