Two-wheelers are top traffic offenders in city; over 30 lakh challans issued in 2024

Mumbai: Two-wheeler riders were the biggest traffic offenders in the city in 2024. Over 30 lakh challans were issued to two-wheelers for various violations, with cars coming a distant second (9.2 lakh challans), police data shows.
Public transport drivers did slightly better. Autorickshaw drivers were given 7.6 lakh challans, kaali-peeli taxi drivers 2.4 lakh and public bus drivers around 46,000.
Experts said two-wheeler numbers are exploding in the city. Out of 50 lakh vehicles in the city, 30 lakh are two-wheelers. "We often find motorcyclists jumping signals, riding in the wrong direction and cutting lanes. In a few instances they have rammed into our personnel while trying to evade legal action," said a senior police official.

jay Govale, vice-president with the NGO United Way Mumbai, said a high number of challans doesn't necessarily mean that violations have increased. "It could mean enforcement has stepped up," he said, highlighting that two-wheeler riders and pillions form a large share of crash-related fatalities. The NGO has collaborated with RTOs at Thane, Andheri and other locations to train learners in defensive driving.

Among overall violations that local police stations came across in 2024, the most frequent were riding without helmet (13.4 lakh challans) and parking offences (12.8 lakh challans) that underscore the parking crisis in the city. Experts have recommended putting conditions on the purchase of new vehicles and improving public transport.
Police data also shows that auto/taxi drivers received 4.66 lakh challans for refusing to ply.
Auto union leader Shashank Rao said drivers of illegal autos indulge in maximum violations and such vehicles should be taken off the road. "We work with the authorities to identify illegal autos and unscrupulous drivers plying without uniforms and badges," said Rao. Union leader Thampy Kurien had a different take on why the number of challans for 'refusing to ply' were high.
"In many instances, traffic cops threaten to fine auto drivers Rs 500 for 'illegal parking' when the driver is inside the vehicle waiting for a passenger.
After the driver's pleas, the policeman reduces the charge to 'refusal' and fines the driver Rs 50."
Transporters demanded that enforcement through phones should be stopped and the use of surveillance cameras or sensor-based enforcement should be mandated. Police data shows 68% of total challans issued by the department in 2024 remained unpaid with dues reaching a staggering Rs 382 crore in fines.

The Goa Zonal Office of the Enforcement Directorate (ED) in Panaji has filed a prosecution complaint before a special PMLA court in Mapusa in a money laundering case against Rohan Harmalkar, Mohammad Suhail and three other accused in an alleged multi-crore land grabbing scam in Goa. It was filed on July 31 under the provisions of the Prevention of Money Laundering Act (PMLA), 2002. In a press statement, the ED said it initiated the investigation on the basis of two FIRs registered by the Goa Police on charges of forgery, cheating and criminal conspiracy, involving fraudulent transfer and sale of immovable properties in Bardez taluka in North Goa. The ED said its investigation revealed that the accused persons, led by Harmalkar, in active connivance with others, fraudulently acquired multiple immovable properties by forging documents such as wills, inventory proceedings, genealogical records and sale deeds. 'These properties were then projected as untainted and sold to third-party purchasers, thereby laundering the proceeds of crime. During the course of the investigation, searches were conducted at premises linked to the accused persons under section 17(1) of PMLA, resulting in seizure of voluminous incriminating documents, digital evidence, and freezing of numerous bank accounts,' the ED said. Maharashtrawadi Gomantak Party (MGP) leader and businessman Rohan Harmalkar was arrested by the ED on June 3 for allegedly hatching a conspiracy to illegally appropriate land through forged title deeds and selling several properties unlawfully. Harmalkar had unsuccessfully contested the 2022 Goa Assembly election as an Independent candidate from the Cumbarjua constituency after he was denied a ticket by the BJP. He joined the MGP in 2024. He was arrested after the ED carried out multiple raids on April 24 and 25 under the PMLA. 'The investigation revealed that he played a central role in orchestrating the forgery, coordinating the fake documentation, and receiving substantial financial consideration in cash and through banking channels,' the ED said. Last week, the ED attached immovable properties, with an estimated total value of over Rs 212 crore, that allegedly constituted direct proceeds of crime as part of the money laundering probe. Mohammad Suhail, who is also alleged to be a 'mastermind' in the land grabbing scam, was arrested in June by the Goa Police's crime branch. The Goa government formed a Special Investigation Team (SIT) on June 15, 2022, to investigate cases of illegal land transfer and land grabbing. The SIT probed 44 FIRs involving more than 100 properties and made over 75 arrests. In its report, the Commission of Inquiry, which was appointed to probe the cases, detailed how government records had been tampered with in a 'systematic and organised' manner and forged sale deeds with Portuguese-era calligraphy were inserted into the records, allegedly 'in connivance with the staff of the Directorate of Archives and Archaeology'.

The Enforcement Directorate on Wednesday (August 6, 2025) conducted searches at multiple premises in the national capital region and Uttarakhand as part of a money laundering probe linked to a global cyber fraud ring in which Indian and foreign nationals were duped of funds worth crores of rupees, official sources said. The raids are being conducted under the Prevention of Money Laundering Act (PMLA) and are covering at least 11 premises located in Delhi, Noida, Gurugram and Dehradun, the sources said. Fraudsters based in these cities were "cheating" Indian and foreign nationals by impersonating as police or investigating agency officers and they "extorted" money by threatening them with consequences of arrest, they said. The fraudsters also impersonated as Microsoft and Amazon technical support service agents to "cheat" the victims. The agency found that the monetary assets of the victims were converted into cryptocurrencies and transferred to the accused. The accused generated about Rs 260 crore in the form of Bitcoins in multiple crypto-wallets, which were further liquidated into cash through conversion into USDTs through multiple hawala operators and individuals based in the UAE, according to agency sources. The money laundering case stems from FIRs registered by the CBI and the Delhi Police.
