Malaysia receives commendation for leading 9th ANDEX Meeting
KUALA LUMPUR: The Immigration Department of Malaysia (JIM) was commended for its central leadership role as host and chair of the 9th Annual Meeting of the Asian Network for Document Examination (ANDEX), held in Kuala Lumpur yesterday and today (May 13-14).
International Organisation for Migration (IOM) regional director for Asia and the Pacific, Iori Kato acknowledged the Malaysian government, as well as the Korea Immigration Service for its exemplary stewardship in the previous term.
He said that this year's meeting reaffirmed the indispensable leadership of national immigration authorities in driving regional cooperation, enhancing information-sharing frameworks, and leveraging platforms like the Data Exchange Solution for Counter-smuggling (DESC).
'DESC was designed to provide the data needed for coordinated, route-based responses to disrupt migrant smuggling networks,' he said in a joint release by JIM and IOM.
The statement noted that JIM led the conclusion of the 9th ANDEX Annual Meeting, held in a hybrid format in collaboration with IOM, 13 member countries and 11 observer countries.
'The two-day event brought together over 100 delegates from national immigration agencies, enforcement bodies, international organisations and development partners.
'The meeting aimed at advance collective action against transnational organised crime, with a particular focus on migrant smuggling through travel document fraud and irregular migration,' it said.
Among the key outcomes was the formal endorsement of two new member countries, Kazakhstan and Mongolia, which officially joined ANDEX, reflecting the network's growing inclusivity and regional significance.
'Both countries were recognised for their contributions to information sharing and commitment to collaborative border governance.
'Additionally, delegates were invited to a hands-on site visit at the Kuala Lumpur International Airport to observe Malaysia's document screening practices in frontline and secondary inspections. The study visit aimed to deepen peer learning through practical exposure to immigration operations,' the statement read.
Meanwhile, JIM Foreign Worker Division director Ayub Abd Rahman, who is also ANDEX Chair, emphasised Malaysia's commitment to supporting the ANDEX network.
'Let us continue building on this meeting's momentum and translate our discussions into concrete action at national and regional levels. Malaysia remains dedicated to promoting information exchange and capacity-building to protect our borders and people,' he said.
Established in 2013, ANDEX is a state-led, non-binding forum coordinated by IOM's Regional Office for Asia and the Pacific.
It brings together travel document examination experts across Asia and the Pacific to exchange information, identify trends, and strengthen technical capacity to combat irregular migration and identity fraud.
With a broadened mandate and growing membership, ANDEX remains a vital platform for collective action and shared learning.

Rescued foreigners were promised jobs
GEORGE TOWN: The three foreign men rescued from wrongful confinement during a police raid on an apartment here on Tuesday had been promised employment — but were never given jobs. Northeast district police chief Assistant Commissioner Abdul Rozak Muhammad told the New Straits Times that the victims had been held for periods ranging from four months to a year. "Yes, their legs were chained, but not around the clock. There were times when the caretaker removed the chains upon request. "They also remained silent throughout their confinement, which is why neighbours were completely unaware of the situation," he said. Rozak added that one of the men had secretly hidden a mobile phone and managed to contact a relative in Indonesia for help — a move that led to their rescue. He said investigations were ongoing. The victims — aged between 28 and 52 — were found in good health and rescued following a report lodged by a 47-year-old foreigner, who claimed his friends were being held against their will. The raid, conducted on Tuesday, led to the arrest of three Malaysian men aged between 40 and 56, along with a 40-year-old foreign woman believed to have been guarding the victims. Rozak said that two of the suspects were expected to be charged in court tomorrow. Meanwhile, residents at the apartment complex said they were shocked to learn about the incident. Some, who spoke to the NST on condition of anonymity, said they had no idea anyone was being held captive. A resident living a few floors above the unit said there was nothing unusual to indicate something was wrong. "We didn't hear anything suspicious — no shouting or signs of distress. "We only found out what happened when we saw it on social media," he said. Another resident, who lives just a few doors away, said they only realised something was amiss when police officers arrived on Tuesday afternoon.

Singaporean Fined RM9,100 for Road Rage Incident in Johor
PETALING JAYA: A Singaporean citizen has been ordered to pay RM9,100 in fines after appearing before the Johor Bahru Magistrate's court for his involvement in a road rage incident. The defendant, 40-year-old human resources manager Cheng Kuan Poh Colin, faced the court on Thursday (June 12) and entered guilty pleas to both criminal charges brought against him. According to The Star, the first offense involved causing damage to a Malaysian-registered continental vehicle belonging to Ng Yeow Meng. The incident occurred at Jalan Sutera Tanjung 8/4, Taman Sutera Utama, during the afternoon of June 7 at approximately 2.39pm. The second charge related to an act of public indecency, where Cheng was accused of spitting at the 32-year-old victim's face during the same confrontation. During the court proceedings, Magistrate A. Shaarmini ensured the defendant fully comprehended the charges, which were presented to him in Mandarin before he confirmed his guilty plea. Defense counsel Norfarahin Mohd Yazid appealed for reduced penalties, explaining her client's family circumstances. She informed the court that Cheng serves as a caregiver for his elderly, bedridden parents and has no prior criminal record. 'My client's monthly income is S$2,000 (approximately RM6,595) in his role as a human resources manager, and this represents his first encounter with the legal system,' the lawyer argued. The magistrate imposed a RM4,300 fine for the property damage charge, with an alternative sentence of six months imprisonment if unpaid. For the second offense, a RM4,800 fine was ordered, also carrying a six-month jail term in default of payment.
