Southern Tier resident seeks answers in Chautauqua County cold case
CHAUTAUQUA COUNTY, N.Y. (WIVB) — Questions are being raised about the possibility of an accused murderer being responsible a cold case from 1978 that took place in Chautauqua County.
There are over 20 unsolved cases in Chautauqua County involving women who have gone missing or were murdered.
'There's a lot of work to be done, a lot of files to be read,' said Chautauqua County Sheriff Jim Quattrone. 'It's slower than we would like it to be, but it is important for us to give the loved ones of these victims — offer them some hope, not giving them false hope, but let them know that they're not forgotten and that we're seeking justice.'
Southern Tier resident DJ Abram is making it his mission to figure out what happened in one of those cases that occurred almost 50 years ago. Abram helps run the Facebook page 'Who Killed Beth Ann Patterson Brown?' Brown was murdered in 1978 in Brocton, N.Y., after leaving a popular town bar.
Abram said the community deserves answers, not only for this cold case, but for the other cases in the county.
'There's somebody walking around who's responsible for this and it's heartbreaking for the families,' he said.
Police have not confirmed to WIVB News 4 if they're looking into whether accused killer Richard Fox has any connection to Brown's case. Abram said Fox did grow up in the area where Brown's murder happened.
Fox is accused of murdering two Buffalo women whose bodies were found in 2021 near the Chautauqua County Rails to Trails bike path. He's also a person of interest in a case in Niagara Falls, where police discovered human remains in a basement in the Falls.
'He was around 14, 15 at the time. Being that this happened in the middle of the night, being near a bar, I can't imagine a 14, 15-year-old would be hanging around a bar,' Abram said. 'It was a very brutal murder. Is it possible? It certainly is possible, but it doesn't seem likely in my mind.'
Last year, Congressman Nick Langworthy helped secure $100,000 in federal funding to help Chautauqua County crack these cold cases.
'I was honored to secure $100,000 for the Chautauqua County Sheriff's Office as part of last year's appropriations process to support their Abducted, Missing, Murdered, and Unidentified Women's Initiative,' Langworthy said. 'This funding is about more than numbers — it's about justice, remembrance, and action. We owe it to the women who have vanished, to those whose lives were stolen, and to their families, to ensure their stories are not forgotten, their cases are fully investigated, and that every effort is made to deliver the answers and accountability they deserve. I salute Sheriff Quattrone for his vision in opening a cold case effort to bring just to these families and victims.'

DR Congo bans reporting on ex-President Kabila
The Congolese government has banned the media from reporting on the activities of former President Joseph Kabila and interviewing members of his party. This comes after Kabila returned to the Democratic Republic of Congo last month amid heightened tensions between himself and the government, led by his successor, President Félix Tshisekedi. The authorities are pushing to prosecute Mr Kabila amid accusations of treason and alleged links to the M23 rebels which have been fighting the army - something he has previously denied. Breaches of the ban could result in suspension, said the head of DR Congo's media regulator, Christian Bosembe. Responding to the announcement by the regulator, known as the the Supreme Council of Audiovisual and Communication (CSAC), an M23 spokesperson said the media outlets in parts of the country under its control would not abide by the ban. There has been no immediate response from Kabila, however, the secretary of his party, Ferdinand Kambere, rejected the ban, describing it as "arbitrary" on X. Kabila was last week seen in the eastern DR Congo city of Goma, which is under M23 control. He has been highly critical of the government after the senate voted to lift his immunity over his alleged support of the M23 group. DR Congo's neighbour, Rwanda has been accused of backing the rebel group, but Kigali denies this. Kabila, who has not yet been charged with any crime, launched a scathing attack on the Congolese government last month, describing it as a "dictatorship". A government spokesperson at the time rejected Kabila's criticism, saying he had "nothing to offer". Reacting to the announcement by the CSAC, activist and president of the African Association for the Defence of Human Rights, Jean-Claude Katende, said the ban constituted an "abuse of power", according to local media. Since returning to DR Congo after two years of self-imposed exile, Kabila's party has been posting his activities online, which include visiting civil society groups and local religious representatives in Goma. Where do Oklahoma Sooners land in ESPN's latest FPI? The Oklahoma Sooners are looking to bounce back after a poor 2024 season that saw them go 6-7. Now, in 2025, Year 4 under head coach Brent Venables and Year 2 in the Southeastern Conference is a pivotal season for both the present and the future of the program. OU plays in the loaded SEC and isn't among the favorites to compete for the conference title in 2025. However, ESPN's latest Football Power Index believes Oklahoma will be much better than they were a year ago. According to ESPN's Neil Paine, "The FPI is a predictive rating system that estimates each FBS team's strength (in points per game relative to the national average) on offense, defense and special teams, making adjustments for starters lost, recruiting talent and other personnel changes. Those numbers are then plugged into the schedule, and everything is simulated 20,000 times to track each team's odds of winning its conference, making the playoff and advancing through to the national title." Oklahoma came in at No. 17 in ESPN's FPI. While that's a very good mark, it actually puts them tenth in the SEC, speaking to the overall strength of the league. The offseason additions of GM Jim Nagy, OC Ben Arbuckle, QB John Mateer, and RB Jaydn Ott, along with Venables taking command of the defense, have put the Sooners in a position to show marked improvement in 2025. Other moves like adding offensive analyst Kevin Wilson and LB coaches Nate Dreiling and Wes Goodwin to the staff and retaining DT David Stone are under the radar, but they could pay big dividends as well. However, the Sooners play what's been billed as college football's toughest schedule. They play eight of the top 20 teams in the FPI. In fact, OU's only game against Power Four competition that doesn't see them face a team in the FPI's top 20 is against Missouri. Additionally, FPI projects that the Sooners will have the ninth-best defense in the country in 2025. That defense was the only reason Oklahoma didn't lose even more games a year ago, and despite losing Danny Stutsman and Billy Bowman Jr. to the NFL Draft, that unit has a chance to be good again this year. FPI thinks that two Oklahoma games are among the biggest games of the entire season. The first is on October 11th, when the Sooners take on the Texas Longhorns in the annual Red River Rivalry matchup. Texas ranked No. 1 in the FPI. The other is on November 15th, when OU travels to face the Alabama Crimson Tide, who are ranked No. 3 in the FPI. The Sooners have a chance to be one of the most improved teams in Power Four in 2025. However, Venables and Co. will have to navigate an absolutely brutal schedule if they want to have a chance to make the College Football Playoff. Manhunt continues for father accused of killing daughters near Washington campground
The manhunt continued on Wednesday for 32-year-old Travis Decker, who is accused of killing his three young daughters near a campground in Washington, with officials saying he could be "anywhere within the nation." Paityn Decker, 9; Evelyn Decker, 8; and Olivia Decker, 5, were killed after they left home for a "planned visitation" with Decker at approximately 5 p.m. on Friday, according to the Wenatchee Police Department. At approximately 3 p.m. on Monday, officials located Decker's vehicle unoccupied near the Rock Island Campground in Chelan County, Washington, police said in a press release on Tuesday. Additional law enforcement officers responded to the scene and found the bodies of the three girls, but "Decker was not located," police said. A $20,00 reward has been offered for any information leading to Decker's arrest, police said during a press conference on Tuesday evening. Local officials are working with the FBI, the Department of Homeland Security and the U.S. Marshal's Office in their search for Decker. "We will not rest until we have located him," Chelan County Sheriff Mike Morrison said during the press conference. "He can be anywhere within the nation, so that's why we have our federal partners on scene helping us bring in additional resources." MORE: 3 young sisters found dead after being reported missing in Washington, police searching for father Decker, who is homeless and has been living in his vehicle or at various motels or campgrounds in the area, is currently wanted for three counts of first-degree murder and one count of first-degree kidnapping, police said. He is a former member of the military with "extensive training," but it is unknown whether he is currently armed, officials said. "Travis, if you're listening, this is your opportunity to turn yourself in, do the right thing, do what you need to do and take accountability for your actions. We're not going to rest, and we're going to make sure we find you. You will be brought to justice, those young ladies deserve it," Morrison said. Prior to discovering the girls' bodies, police said visitation had been a part of the family's parenting plan, but Decker went "outside the parameters of it which is not normal and cause for the alarm." On Tuesday, officials revealed the mother of the girls, Whitney Decker, contacted police on Friday with a civil complaint, saying there were concerns of Decker being "financially stressed recently" and gave authorities information on the his vehicle. In a statement provided to ABC News, Whitney Decker said she was "concerned" about the safety of her children and that she "just wants the girls back home safe and sound." Detectives later learned Travis Decker and his daughters did not arrive at a "planned 5K running event" on Saturday. At the time, the investigation had not met Amber Alert criteria, officials said, but an Endangered Missing Persons Alert had been issued through the Washington State Patrol. Before the discovery of the girls' bodies, officials said they were granted arrest warrants for Decker on three counts of custodial interference. Details regarding the daughters' cause of death will be kept private until officials said they can "ensure that the information we are sharing is not going to compromise the investigation." Decker, who is described as 5 feet, 8 inches tall with black hair and brown eyes, was last seen wearing a light shirt and dark shorts, according to police. Decker's father is flying in to speak with detectives, officials said. Officials said anyone who has any information on Decker or knows of his whereabouts should call 911 immediately. Another press conference regarding the search for Decker will be held on Wednesday evening, officials said.
