
The 'Growth' Budget In A Shrinking World

As well-telegraphed ahead of the big day, Budget 2025 revealed an economic outlook hampered by global uncertainty, resulting in a weaker fiscal outlook with a focus on consolidation.
Set against a challenging backdrop, Budget 2025 revealed an inevitable downgrade to the economic and fiscal outlook. A new initiative – Investment Boost – was also announced to help the Government 'go for growth'.
Heightened global uncertainty led by the unfolding tariff trade war simply means a weaker global outlook. Near-term Kiwi growth as a result has been downgraded. And weak productivity continues to hamper our long-run economic growth.
A weaker economic outlook means a weaker fiscal outlook. No surprises. And that's despite a reduction in operating allowances. Operating deficits are deeper in the near-term. A return to surplus is still achieved, but only just.
The Government's debt pile continues to grow in the near-term, hitting a peak of 46% but reached a year later. More debt means more issuance – $4bn more over the next four years to 2029.

Heightened global uncertainty led by the unfolding tariff trade war simply means a weaker global outlook. Global growth forecasts have been cut left, right and centre. And being the heavily trade dependent country that we are, a downgrade to Kiwi growth, particularly in the near term, was inevitable. Despite the recent strength in the export sector, weaker export demand and reduced investment from tariff uncertainty are assumed to reduce New Zealand's growth by 0.2% over the next two years. Growth later accelerates to 3% in 2027, but our persistently weak productivity constrains growth further out.
The operating surplus is still achieved, on paper, in 2029 – at the very end of the projections – but to an amount that needs a magnifying glass to see on a chart ($200mil or 0.0% of GDP). The weaker reality means more debt. The debt management office will have to issue an additional $4bn over the next four years to 2029. Net debt rises to a peak of 46% and remains above previous projections.
In terms of key policy initiatives, the new Investment Boost scheme is the cornerstone of Budget 2025 – the Growth Budget. The scheme involves a tax incentive to encourage investment in productive assets, like machines, tools, and equipment. Beginning from today, businesses can deduct 20% of a new asset's value from that's years taxable income, on top of normal depreciation. According to the Budget, Investment boost is expected to lift GDP by 1% and wages by 1.5% over the next 20 years – with half of these gains in the next five years. The policy is expected to cost the Government around $1.5bn per year.
The other headline-grabbing announcement centred around changes to KiwiSaver. Budget 2025 announced a staged increase in default employee and employer contributions to KiwiSaver. From 1 April 2026, the default rate will go to 3.5% and, from 1 April 2028, the rate will go to 4%. Other changes also include a reduction and means testing of the Government contribution, effective from 1 July 2025. The annual government contribution will be halved to 25cents for each dollar a member contributes, up to a maximum of $260.7. And members with an income of more than $180k will no longer receive it.

Home detention for tax evasion
A tax-evading Southland school caterer has left a $2 million trail of debt after her company went bust. Debra Lee Monteith appeared in the Invercargill District Court on Tuesday and was sentenced to 11 months' home detention on a single representative charge of aiding and abetting her company in failing to account for PAYE between March 2021 and February 2024, Inland Revenue said in a release. That just added to her troubles after her company, Lee 19, was put into liquidation in March last year, with questions over third-party loans and operating a lawnmowing business under the company's name, which was running contracts while in liquidation. Her company stopped paying PAYE tax for nearly three years and defaulted on a debt repayment scheme. Inland Revenue had applied to put her in liquidation last year, which was granted. All up, the company had assets of $99,899 and liabilities of $2,048,785. Lee 19 was primarily involved in food catering, including the Ministry of Education's Ka Ora, Ka Ako Healthy School Lunches Programme and catering at the Alliance Lorneville meat processing plant. The latest liquidators' report said Inland Revenue was one of the preferential creditors, who were collectively owed $1,106,877, unsecured creditors were owed $843,336, while secured creditors were owed $181,482. In the latest liquidators report, published in April this year, the director of the company advised the company was operating two businesses: a catering business and a canteen. The director also advised the company had been used to operate her ex-partner's lawnmowing business. Initially, the director advised of an intention to purchase some of the company's assets. Due to the valuations the liquidators received, those purchases were declined by the liquidators. All remaining company assets were sold to one party. The liquidators were also considering a claim for an unrelated third party which had a contract with the lawnmowing business in the name of the company. The contract was still operating after the liquidation, with questions about who was receiving payments. A claim was also issued for an overdrawn current account against the previous director. No response was received. A claim was also made on a third-party loan but no-one could be located and it became uneconomic to pursue. Inland Revenue said in its statement that in 2019, Lee 19 registered as an employer and began paying its workers. The next year, several employees phoned Inland Revenue stating their KiwiSaver deductions were not being paid. No PAYE returns were filed until 2020, when returns for seven PAYE periods were made all at once with $82,894.86 (excluding penalties and interest) immediately due and payable. Monteith entered into an instalment arrangement in 2020 for the debt, but this was cancelled in 2022 because of missed payments. Then the company stopped paying PAYE entirely from March 2021 until February 2024. The PAYE not accounted for over the period totalled $801,928.79. Monteith told Inland Revenue the PAYE was used to keep the company afloat and pay for food costs. Her personal expenses were paid out of the company's finances and her groceries were taken from the company's pantry. Monteith benefited by just over $300,000 between 2020 and 2024, although she was not otherwise taking a salary from the company. Lee 19 also applied for and received more than $780,000 in Covid-19 support money from various schemes. The company, at Monteith's direction, was receiving significant taxpayer support while at the same time not meeting its own tax obligations. Monteith, who ran four other companies since the late 1980s, was made bankrupt in 2013.

Changes announced to Fish & Game this morning are another move in the Coalition Government's handover of power to intensive farming and other polluting commercial interests, and will result in the further degradation of our rivers and freshwater, say freshwater campaigners. Choose Clean Water spokesperson Tom Kay says the changes announced today are clearly designed to remove Fish & Game's ability to advocate for the health of rivers. 'Fish & Game has used its statutory purpose as a strong advocate for the health of rivers across New Zealand, and as such has helped protect numerous rivers from pollution and degradation.' 'There are some things about the system that do need fixing, but this is not only about that—this is the Coalition Govt taking advantage of an opportunity to reduce Fish & Game's influence over polluters.' 'When environmental groups, local community groups, or iwi can't afford to legally challenge a damaging activity or poorly made decision, Fish & Game is often there to ensure waterways are protected—working on behalf of their members to protect habitat for fish. But this Government is trying to stop that.' The Coalition has stated that Fish & Game's advocacy functions will be 'revised' so regional Fish & Game Councils will only be able to take court action in relation to advocacy if explicitly approved by the New Zealand Fish & Game Council or the Minister and within a new restricted advocacy policy. This morning's press release from Minister for Hunting and Fishing James Meager on the changes states they will restrict the organisation's ability to undertake court proceedings and require 'Fish & Game councils to better consider the interests of other stakeholders such as farmers and the aviation sector in decision-making'. 'It's telling that the Government has said specifically that it wants Fish & Game to better consider farming interests. Why not public health interests? Why not the interests of future generations? Why not the myriad of other commercial interests that operate in our communities? This demonstrates that this decision is another example of the Government enabling more pollution in rivers, lakes, and drinking water sources, and the handing of more power over our water to polluting commercial interests like intensive farming.' 'We know how detrimental the influence of Ministers can be over the statutory purposes of agencies like the Department of Conservation to protect our environment, for example. This is another case of Ministers being given the power to step in and stop actions that would protect our environment.' Fish & Game led the processes to secure many Water Conservation Orders —similar to National Parks—for our rivers, protecting them for anglers and the public alike to enjoy. In 2002 they launched a large campaign against 'Dirty Dairying' and the conversion of land into intensive agriculture, particularly in the South Island. More recently, Fish & Game took up a legal challenge against ongoing extreme pollution of Southland's waterways where dairy interests were wrongly claiming 'there is no evidence of diffuse discharges from farming activities, either individually or cumulatively, causing adverse effects, including significant adverse effects on aquatic life'. 'Proponents of damaging, intensive agriculture and other major polluters are all over this Government's decisions. This decision stinks of undue influence.'

Regional Event Promotion Fund Announcement
Press Release – Destination Hauraki Coromandel The Regional Events Promotion Fund has now supported 284 events across the motu, helping boost visitation and supporting local economies through tourism-driven initiatives. Three regional events in Hauraki Coromandel have secured funding through the Government's Regional Events Promotion Fund (REPF), aimed at increasing domestic tourism and supporting regional economies. The successful recipients are: 2026 New Zealand Women's Surfing Festival – $5,500 Whangamatā Half Marathon – $6,000 Wings and Wheels – $5,000 The REPF is available to Regional Tourism Organisations and is designed to support local events that attract domestic visitors, with a focus on driving visitation during the shoulder and off-peak seasons. A total of $5 million has been made available over two years via the International Visitor Conservation and Tourism Levy, with the aim of dispersing tourism benefits across the country. Tourism and Hospitality Minister Louise Upston says, 'Investing in these events has a direct impact, with visitors spending money in local cafés, businesses and accommodation providers, driving economic activity in our growing regional tourism, our remote and rural communities can benefit from the economic opportunities it brings.' Megan Nunn, Marketing Manager of Destination Hauraki Coromandel, says the funding support will make a tangible difference for local event organisers. 'We're really pleased to have received support through the Regional Events Promotion Fund. It's encouraging to see investment in events that reflect the character of our region and draw visitors beyond the peak period. These kinds of events help showcase the depth of experiences on offer across Hauraki Coromandel throughout the year.'
