PHNOM SRUOCH, Cambodia: In Cambodia's central province of Kampong Speu, a thriving mango factory is transforming the agricultural landscape and improving the livelihoods of local farmers.
At the Zhongbao (Cambodia) Food Science & Technology Co, Ltd, hundreds of tonnes of fresh mangoes are processed into dried fruit for export to markets in China.
Ouyang Jianbin, general manager of the mango factory, recalled his first trip to Cambodia in 2020. Representing his company in China's Fujian Province, Ouyang needed to select a site for building a dried mango processing factory overseas.
Upon his arrival in Phnom Sruoch, Kampong Speu province, Ouyang recognised the potential of the town, which has high-quality mangoes and is close to Sihanoukville, a shipping hub. However, local farmers had difficulty selling their harvests, with much of the fruit left to rot on the trees during peak season.
The picturesque orchards, laden with golden mangoes, did little to alleviate the economic hardships endured by farmers. Many families lived in cramped conditions, with six to seven members sharing a 40-square-metre home.
In January 2021, the Zhongbao Cambodia factory commenced operations, and Cambodian dried mangoes quickly gained popularity among Chinese consumers.
The factory now spans 45,000sq m, employs 2,600 local workers, and purchases about 90,000 tonnes of fresh mango annually, producing more than 12,000 tonnes of dried mango each year.
With the help of Chinese technicians, local farmers have improved their pest control measures, nearly doubling their production.
Benefiting from the standards, experience, and production lines introduced by Chinese enterprises, Cambodia has established local dried mango factories over the past two years, and their mango brands have become increasingly popular.
In 2024, Cambodia's fresh mango exports surpassed US$140 million, marking a 24 per cent increase from the previous year, with China being one of the key destinations.
Cambodian Ministry of Commerce's Undersecretary of State and spokesman Penn Sovicheat said that Chinese enterprises investing in Cambodia have brought advanced technologies that enhance the added value of local agricultural products.
Thanks to the Regional Comprehensive Economic Partnership and the Cambodia-China Free Trade Agreement, more Cambodian agricultural products are being exported to China, the official added.
Zhongbao has become a well-known factory in Phnom Sruoch. Ouyang noted that many local fruit growers not only package their fresh mangoes for sale at the factory but also bring their families to work there.
As the number of workers at the factory continues to grow, Ouyang looks for ways to provide convenience for their daily lives.
The company has rented nearby land to build retail spaces along the street and offered low-cost leases for restaurants and grocery stores to meet the daily needs of employees. Over the years, a bustling town has emerged around the factory.
The company also supports local education, providing scholarships to a nearby elementary school and subsidies for employees with children in school.
Tith Sreymean has worked at Zhongbao for two years. When asked if she has tasted the dried mango she helps to make, she smiled.

Now is a good time for people in Malaysia and Southeast Asia to buy Chinese cars. They offer good value for money, being about 30% cheaper than equivalent legacy car models, and are packed with features previously only offered in cars from premium brands that cost twice as much. However, the main disadvantage of Chinese cars is that they lack the legacy enjoyed by the 150-year old Mercedes Benz or Peugeot, or even the 118-year old Toyoda loom company which preceded the 88 year-old Toyota Motor Corporation. Advertisement To overcome that fear of the unknown, Chinese car makers who began global exports only about 10 years ago started with gimmicky but nevertheless mind-boggling vehicle warranties, such as a million kilometres for their internal combustion engines. While that phase is over, many Chinese EV makers still offer an outstanding eight-year 160,000km powertrain warranty covering electric motors, inverter and related drivetrain components to emphasise confidence in their core EV technology. Coming back to my main point, it's very simple. Malaysian and Southeast Asian car buyers are benefiting from China's industrial policy, which includes broad infrastructural subsidies for the car industry from the central government. On another level, many provincial governments in China compete in car manufacturing output to gain brownie points with the central administration. They provide incentives to the respective companies, such as export sales subsidies. It's understood that these export sales incentives can reach as much as RMB14,000 (RM7,800) per car. But it's not just subsidies that make China's cars cheaper than their legacy counterparts. China's automotive industry has emerged as a global leader in technological advancement. As a benchmark, its use of robotics has outstripped legacy car firms, significantly influenced by government policies and subsidies. The country's strategic approach has enabled various manufacturers – from state-owned giants such as Shanghai Auto (SAIC) and Beijing Auto (BAIC) to privately-held enterprises like BYD, Geely, Chery, and GWM – to thrive in a competitive market. Central to the Chinese government's policies is the 'Made in China 2025' initiative, which aims to elevate domestic manufacturing, particularly in high-tech sectors, including automotive production. This initiative seeks to reduce reliance on foreign technology, ensuring that Chinese carmakers can innovate and compete domestically and internationally. Moreover, Beijing's policies have focused heavily on promoting EVs both to improve energy security as well as to reduce carbon emissions. Subsidies for EV manufacturers have been generous; for instance, substantial financial incentives are provided to consumers purchasing electric cars, which in turn propels sales and encourages manufacturers to invest in research and development. These measures have resulted in a dramatic increase in EV production, placing China at the forefront of the global market. State-owned firms like SAIC Motor and Dongfeng Motor benefit from government backing and preferential access to funding, enabling them to invest in large-scale production facilities and enhance their technological capabilities. These companies can navigate the complex regulatory environment more effectively than private firms due to their established connections and resources. On the other hand, private companies like BYD, Chery, and GWM have leveraged the supportive environment fostered by government policies to carve significant market share. BYD, for instance, has emerged as a leader in EVs and is iconic for its integrated supply chain, which includes battery production, rare earth supplies and its own record-setting 7,000 car capacity ocean-going car carriers. China also made an unprecedented concession for Tesla, the world's leading EV innovator, allowing it the distinction of being the only 100% foreign-owned company permitted to manufacture its cars in China. The objective was to galvanise domestic Chinese EV makers to improve their cars to world-class status in competing with Tesla. Beijing's alignment with sustainable development goals has facilitated Tesla's growth, with subsidies for EV purchases benefitting its sales. Additionally, the cooperation between Tesla and local suppliers has allowed it to optimise its supply chain while adhering to local regulations. As a result, the price of Tesla cars in Malaysia are the cheapest in the world, after Shanghai, where the Tesla Model Y is made. Note: I'm not one to refuse subsidies and, after some budgeting, I've bought my first Chinese car, an EV, for RM100,000. Out of the more than 50 cars that I've owned in my lifetime, this is only my second new car. The first was a Toyota Prius hybrid which I bought for RM100,000 12 years ago, when hybrid cars were duty-free. This hybrid is still a reliable daily runner and delivers super fuel efficiency. Now entering the era of electrification, I want to experience how this BEV, as a representative of China's EV industry, performs. THE nation is counting on one crucial advantage as it seeks to grind out a deal to ease its high-stakes trade war with the United States – domi­nance in rare earths. Used in electric vehicles, hard drives, wind turbines and missiles, rare earth elements are essential to the modern economy and national defence. Here's a look at how rare earths have become a key sticking point in talks between the United States and China. Mining boom: 'The Middle East has oil. China has rare earths,' Deng Xiaoping, the late Chinese leader whose pro-market reforms set the country on its path to becoming an economic powerhouse, said in 1992. Since then, Beijing's heavy in­vestment in state-owned mining firms and lax environmental re­­gu­lations compared to other in­dustry players have turned China into the world's top supplier. The country now accounts for 92% of global refined output, according to the International Energy Agency. But the flow of rare earths from China to manufacturers around the world has slowed after Beijing in early April began requiring domestic exporters to apply for a licence – widely seen as a response to US tariffs. Under the new requirements – which industry groups have said are complex and slow-moving – seven key elements and related magnets require Beijing's appro­val to be shipped to foreign buyers. Deep impact: Ensuring access to the vital elements has become a top priority for US officials in talks with Chinese counterparts, with the two sides meeting this week in London. 'The rare earth issue has clearly ... overpowered the other parts of the trade negotiations because of stoppages at plants in the United States,' said Paul Triolo, a technology expert at the Asia Society Policy Institute's Center for China Analysis, in an online seminar on Monday. That disruption, which forced US car giant Ford to temporarily halt production of its Explorer SUV, 'really got the attention of the White House', said Triolo. Officials from the two countries said on Tuesday that they had agreed on a 'framework' for mo­­ving forward on trade – with US Commerce Secretary Howard Lutnick expressing optimism that concerns over access to rare earths 'will be resolved' eventually. Rare earth advantage: The slowing of licence issuance has raised fears that more automakers will be forced to halt production while they await shipments. China's commerce ministry said over the weekend that as a 'responsible major country', it had approved a certain number of export applications, adding that it was willing to strengthen related dialogue with 'relevant countries'. But that bottleneck has highlighted Washington's reliance on Chinese rare earths for producing its defence equipment even as trade and geopolitical tensions deepen. An F-35 fighter jet contains over 400kg of rare earth elements, noted a recent analysis by Gracelin Baskaran and Meredith Schwartz of the Critical Minerals Security Program at the Center for Strategic and International Studies. 'Developing mining and processing capabilities requires a long-term effort, meaning the United States will be on the back foot for the foreseeable future,' they wrote. Playing catch up: The recent export control measures are not the first time China has leveraged its dominance of rare earths supply chains. After a 2010 maritime collision between a Chinese trawler and Japanese coast guard boats in disputed waters, Beijing briefly hal­ted shipments of its rare earths to Tokyo. The episode spurred Japan to invest in alternative sources and improve stockpiling of the vital elements – with limited success. That is 'a good illustration of the difficulty of actually reducing dependence on China,' said Triolo, noting that in the 15 years since the incident, Japan has achieved only 'marginal gains'. The Pentagon is trying to catch up, with its 'mine-to-magnet' strategy aiming to ensure an all-domestic supply chain for the key components by 2027. The challenge facing Washing­ton to compete with Beijing in rare earths is compounded by sheer luck: China sits on the world's largest reserves. 'Mineable concentrations are less common than for most other mineral commodities, making extraction more costly,' wrote Rico Luman and Ewa Manthey of ING in an analysis published on Tuesday. 'It is this complex and costly extraction and processing that make rare earths strategically significant,' they wrote. 'This gives China a strong negotiating position.' — AFP

The Chinese e-commerce company realised it had fallen behind in AI after the introduction of DeepSeek's R1 model, Alibaba chairman Joe Tsai said at the VivaTech conference in Paris on Wednesday. He offered the anecdote as an example of how competitive the Chinese tech industry has become. 'Our engineering leads decided, they said, 'Cancel your Chinese New Year holiday. Everybody stay in the company. Sleep in the office. We are going to accelerate our development',' he said. 'Within a few weeks, we launched our version, which is the Qwen series of models, which is not bad. It's very, quite competitive.' Chinese New Year, one of the most important annual holidays in China as people use the extended break to spend time with their families, started in late January this year and extended into early February. Alibaba has since been releasing new models at a rapid clip as it pivots to focus on AI and especially artificial general intelligence. It has also pledged to invest more than 380bil yuan (RM 223.18 bil) on AI infrastructure such as data centres over the next three years. The Chinese company has secured a partnership with Apple Inc to provide AI tech for iPhones, Tsai said earlier this year, although the deal has attracted scrutiny from US officials. The returns of Alibaba's massive investments also remain uncertain.
