PENANG'S livestock sector recorded a total output value of RM1.91bil last year, marking an increase of RM41.54mil compared to the previous year.
Chief Minister Chow Kon Yeow said the figure reflected steady growth in the state's agro-based economy, with livestock farming continuing to play a key role in food supply and rural income.
'The largest commodity contributing to the total Livestock Output Value (NHT) in 2024 was poultry, specifically chickens and ducks, including meat and eggs, which accounted for 91.75% of the overall value,' he said in his speech at Penang Farmers, Breeders and Fishermen's Day celebration at Malaysian Agriculture Research and Development Institute (Mardi) in Kepala Batas, Seberang Perai.

Chow said for self-sustaining livestock industries such as poultry, the implementation of the State Livestock Enact­ment aimed to promote the transformation of these sectors to­wards modern, large-scale commercial farming.
He said the use of closed-house systems was a key criterion, not only in enhancing the quantity and quality of production, but also towards making the industry more environmentally friendly and sustainable.
Chow said that through the Livestock Industry Development Project, the state government continued to boost the productivity of small-scale and traditional livestock industries such as ruminant farming.
He said programmes related to the prevention, control and eradication of zoonotic diseases remained a top priority to ensure public health was safeguarded and the sustainability of the breeding industry was maintained.
For the fisheries sector, Chow said the Malaysian Fisheries Develop­ment Authority (LKIM) was implementing various programmes and incentives.
These inclu­de Fishermen's Cost of Living Allowance (ESHN), fuel subsidies for petrol and diesel, Fishermen Safety and Protection Scheme, Fishermen Loan Fund Scheme, Disaster and Fund Relief Scheme, Fishermen's Catch Incentive and Special Housing Fishermen project.
He said the development of modern, well-equipped fishery complexes and landing ports was being carried out to ensure that the landing and marketing of catches were conducted in an orderly and systematic manner.
'LKIM is now keeping pace with technology by leveraging innovations such as the Indi­vidual Quick Freezing (IQF) ­method to maximise fishery yields.
'Modern facilities, including ice-making plants, are also being developed to preserve the freshness of the catch,' he added.
Chow said various fish aggregating devices had been built to increase fish stocks through the creation of new habitats under the Offshore Fish Farm Project (LIDL).
He said other initiatives included the Fishery Site Identi­fication (FSI) system, solar thermal fish-drying technology for the downstream industry and aquaculture farming projects.
Chow also visited some of the 80 booths during the event.
Also present were state agrotechnology, food security and cooperative development committee chairman Fahmi Zainol, state secretary Datuk Seri Zulkifli Long and Penang Veterinary Services Department director Dr Saira Banu Mohamed Rejab.
Dr Saira Banu confirmed that another farm had been found to be positive with African Swine Fever (ASF), bringing the total number of affected farms to four, all in Kam­pung Selamat, north Sebe­rang Perai.
She said an outbreak previously detected in Kampung Selamat had been successfully contained.
'Initially, only three farms tested positive for the disease.
'Thanks to swift action and effective control measures, the spread has been brought under control.'
She said no significant new cases had been reported and efforts were ongoing to ensure all other farms remain free from ASF.
Dr Saira Banu advised the farmers to strengthen biosecurity measures on their farms, inclu­ding keeping outsiders or unsanitised vehicles out of their premi­ses.
She said the department would begin culling at two more farms.

The Digital Minister described 13MP as "timely and critical" in strengthening Malaysia's role in the regional digital economy, with plans to attract investments, develop infrastructure, and nurture talent to support the country's digital transformation. "The goal is clear - for Malaysia to become a regional hub for high-tech, eco-friendly data centres," he said in his keynote address at the CloudTech and Data Centre 2.0 Conference on Wednesday (Aug 6). Gobind said cloud infrastructure would be essential to Malaysia's 5G rollout, enabling transformative applications such as smart cities, precision healthcare and autonomous mobility. "To unlock the true potential of 5G, we need ultra-low latency, secure and scalable data centres. "We are not waiting for the future; we are actively building these capabilities now," he said. Between 2021 and 2023, Gobind said Malaysia approved RM114.7bil in data centre and cloud service-related investments, creating over 2,300 high-value jobs. He reaffirmed the government's commitment to achieving the RM3.6bil revenue target for the data centre industry by 2025. On concerns about the environmental impact of data centres, Gobind acknowledged the energy-intensive nature and said the government would improve its efforts to improve environmental sustainability as a result. "As our digital infrastructure expands, so must our commitment to environmental sustainability. It is not simply about lowering emissions, but about raising our standards. "This is why we must push for more green and sustainable infrastructures," he said. He then outlined three key pillars needed to build a future-ready digital ecosystem for the people, which were infrastructure, security and trust, and talent. "Once you have infrastructure like 5G in place, the next step is preparing the country to leverage new technologies, and that starts with data. "To use data effectively, we need computing power - and that's where building data centres is key," he said. Gobind said that in order for people to be able to adopt a new digital-based ecosystem, they must first be convinced of its safety. "It's about awareness, training, upskilling, and reskilling the current workforce - so they can use new technologies to empower themselves. "If AI does impact their jobs, they are trained and ready to move into new areas if needed," he said. Deputy Domestic Trade and Cost of Living Minister Datuk Fuziah Salleh said the decision to remove the egg subsidy with effect from Aug 1 has shown positive results. 'When the egg subsidy was removed, we found that there were no issues with supply or prices,' she said. Citing an earlier example, Fuziah said similar action was taken with chicken in November 2023, when subsidies were ended and the ceiling price of RM9.40 lifted. 'Before that, we struggled to control chicken prices, even with subsidies and price caps in place. Consumers still had to pay extra, such as for cutting charges. 'But after the subsidy was removed, we tightened monitoring across the supply chain – from production costs and raw mate­rials to distribution and retail. 'We recorded chicken prices daily to ensure the move was working,' she said. As a result, she said that chic­ken prices have since stabilised, with some selling at lower prices than before. Fuziah said the ministry has the authority under various laws – including the Price Control and Anti-Profiteering Act, Supply Control Act and the Competition Act – to monitor and control supply and pricing at every level of the supply chain. She was responding to Dr Taufiq Johari (PH–Sungai Petani), who asked how the National Action Council on Cost of Living (NACCOL) ensured that government interventions truly benefited the people. 'We want to show that our policies are working and having real impact on the ground,' she said. The government officially discontinued the egg subsidy on Aug 1, after spending around RM2.5bil since February 2022 to support the industry. These subsidies were introduced in response to the global disruptions caused by the Covid-19 pandemic and the Russia-Ukraine war, which pushed up prices of essential feed ingre­dients like soybean and corn. The financial aid aimed to help local egg producers manage higher input costs, prevent supply shortages and shield consumers from drastic price hikes. Fuziah said following three NACCOL meetings this year, several cost of living intervention measures have been implemen­ted including in the health sector, requiring all types of medicines sold or supplied in community pharmacies and private health facilities to have price markings from Aug 1. 'Based on the outcomes of NACCOL meetings and development of the Cost of Living and Decent Basic Living Expenditure Indicator this year, we have begun advocacy processes for the public. 'Additionally, RM25mil has been allocated to implement the Madani Agro Sales,' she added.

Reducing hassles: A highway concessionaire has already carried out a pilot test of the MLFF system. — YAP CHEE HONG/The Star KUALA LUMPUR: Barrier-free toll gantries will be introduced via business-to-business deals among highway concessionaires without financial implications for the government, said Datuk Seri Ahmad Maslan. The Deputy Works Minister said a total of 33 toll highway operators will hold discussions with their preferred multi-lane fast flow (MLFF) provider companies over the next two years. 'The government has decided that the implementation of MLFF will be business to business,' he told the Dewan Rakyat yesterday. He was replying to Setiu MP Shaharizukirnain Abd Kadir who asked about the implementation status of the MLFF and its financial implications. The PAS leader also highlighted the Public Accounts Committee's (PAC) recommendations, saying the implementation of the MLFF would cost RM3.46bil. Affirming that there will be no costs for the government to bear, Ahmad said a Cabinet paper was presented in July on the MLFF implementation. 'The ministry remains committed to implementing toll collection via MLFF to prioritise comfort and convenience for road users. 'The direction now opens opportunities for service provider companies to directly negotiate with the 33 existing toll highway concession companies on a business-to-business basis to facilitate the implementation of the MLFF,' he said. Ahmad also disclosed that a highway concessionaire had conducted a pilot test of the MLFF with the collaboration of private companies. To a question by Tanjong Manis MP Yusuf Abd Wahab on action to be taken against toll evaders after the MLFF is introduced, Ahmad said the system would be equipped with an Automatic Number Plate Recognition (ANPR) system. The ANPR will allow the authorities to trace motorists who evaded paying toll, he added. 'Notices will also be issued to toll evaders and they might not be allowed to renew their road tax,' he said. On the issue of RFID lanes, Ahmad said the ministry, through the Malaysian Highway Authority­, continuously monitored the system by ensuring that highway operators conducted fine-tuning. The deputy minister said that the government introduced an open payment toll collection system to provide more convenience to highway users. Meanwhile, he said potholes reported to the ministry via the MyJalan mobile app must be repaired by local authorities within 24 hours. 'The turnaround time to patch damaged roads under the Works Ministry is 24 hours and other authorities are also required to fix the road within the same timeframe. 'Complaints on other damages will be resolved within 15 days,' he said in reply to Batang Lupar MP Mohamad Shafizan Kepli. Ahmad said that from August 2023 to June 2025, 39,371 complaints were received through the app. Of these, 11,959 complaints were related to federal roads, with the remaining under state governments, local authorities and other agencies.
