Hmm... can do better: Four years in, Pinarayi 2.0 cabinet gets a lukewarm report card

With the LDF government completing four years in office today, it is time for appraisal of Pinarayi 2.0 cabinet.
To ensure a fair and in-depth evaluation, TNIE engaged an independent panel of experts to review all 21 ministers.
Each minister was rated on a scale of 0 to 10 across five key parameters: proficiency, responsiveness, accessibility, professionalism, and image and credibility. Here are the results.
Pinarayi Vijayan
Chief Minister, Home & Vigilance
The commissioning of the Vizhinjam Port well before the deadline has reinforced his image as an able administrator who delivers. But the SFIO probe against his daughter in the CMRL case and LDF's poor performance in the Lok Sabha polls were a personal setback. His handling of the home ministry, this year too, came under criticism.
The chief minister, apparently, expects a smooth sail in the final lap as more developmental initiatives are nearing completion.
Proficiency: 7
Responsiveness: 6.67
Accessibility: 4.17
Professionalism: 5.83
Image & credibility: 5.5
2024 Score: 4.34
2025 score: 5.83 / 10
R Bindu
Higher Education, Social Justice
The Private Universities Bill, a major shift in LDF policy, is aimed at providing more educational opportunities for students to plug large-scale migration. With a new governor at the helm as chancellor, the minister hopes to have a smooth sail in the last year of her tenure. On the social justice front, Bindu, however, is yet to make a mark.
Proficiency: 4.17
Responsiveness: 4.42
Accessibility: 4.67
Professionalism: 4.08
Image & credibility: 4.53
2024 Score: 4.66
2025 score: 4.37 / 10
M B Rajesh
Local Self-government, Excise
Implementation of K-SMART has significantly enhanced the service efficiency of local self-government institutions. He has succeeded in laying the groundwork for making Kerala garbage-free, but more sustained efforts are needed to meet the deadline of March 2026 for going garbage-free. As excise minister, he is not bold enough, which is reflected in the new liquor policy, which lacks punch.
Proficiency: 5.58
Responsiveness: 5.67
Accessibility: 5.83
Professionalism: 5.33
Image & credibility: 5.67
2024 Score: 5.6
2025 score: 5.62 / 10
P Rajeeve
Industries, Law and Coir
His efforts to improve the business climate and to project an investment-friendly image have largely paid off. But the state is yet to attract significant investments. Initiatives like the Draft Logistics Policy and the Campus Industrial Park Programme are promising. He could also turn some PSUs profitable. But traditional sectors like cashew and coir are still under stress.
Proficiency: 6.75
Responsiveness: 6.67
Accessibility: 6.67
Professionalism: 6.17
Image & credibility: 6.33
2024 Score: 5.6

Nilambur bypoll: Teen's death sparks blame game

Kozhikode: The death of 15-year-old Anandu, who was electrocuted by a live wire trap at Vazhikkadavu, sparked a political row between UDF and LDF amid Nilambur byelection. UDF blamed the state govt linking the incident to rising man-animal conflicts in the high-range constituency and blocked the state highway at Nilambur on Saturday night in protest. LDF alleged a political conspiracy behind the incident. Forest minister AK Saseendran even suggested it might have been staged to gain political mileage. The minister's remarks, later echoed by CPM leaders and party state secretary MV Govindan, led Congress and IUML workers to intensify their protests and burn Saseendran in effigy at Vazhikkadavu. Youth Congress activists also staged a protest outside Kozhikode guest house where the minister was staying. "Even before residents came to know about the incident protests began in Malappuram. This raises suspicion of UDF's attempts to use it as a campaign issue in Nilambur against LDF. A clear political conspiracy is emerging as it is election time and everyone knows who is the beneficiary. One cannot say it is illogical if they think it was carried out to protect the interests of those who benefit from such a controversy or if the incident was deliberately created to revive their campaigns which have run out of issues" alleged Saseendran. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Perdagangkan CFD Emas dengan Broker Tepercaya IC Markets Mendaftar Undo KPCC chief Sunny Joseph termed his remarks absurd and cruel. "The minister is a failure in addressing man-animal conflicts and is now shifting the blame on others. What happened was painful and the minister was stupid to call it a conspiracy. He doesn't have time to address such an issue and gives inhuman statements" he said, adding that the minister should prove his conspiracy charges or resign from his post. Govindan too echoed Saseendran's views saying the way UDF turned the incident into a political weapon raises suspicion. He added that the phone call records of the accused should be examined. Following the incident, candidates Aryadan Shoukath, M Swaraj, PV Anvar and Mohan George visited Anandu's home. UDF candidate Shoukath said Anandu was a martyr of unaddressed man-animal conflicts in the area and raised suspicion whether the practice of illegally drawing power from KSEB lines to set up traps was being done with its knowledge. "It is a govt-sponsored murder" he claimed. LDF candidate M Swaraj said exploiting a tragedy for electoral gains is inhuman. He said there were no protests when a person affiliated to Congress died in a similar mishap in the area two months ago. "How can deaths be politicized? It is inhuman to politically exploit such incidents" he added. CPM politburo member A Vijayaraghavan said UDF-ruled Vazhikkadavu panchayat had not acted promptly by engaging shooters and alleged that UDF was using tragic deaths for political gains.

BJP's Ravinder Raina attends Urs, meets NC's tribal leaders

In a significant development, senior Bharatiya Janata Party (BJP) leader Ravinder Raina on Sunday met National Conference tribal leaders Mian Altaf Larvi and his son Mian Mehar Ali as he visited Baba Nagri on the annual Urs of Nizam-ud-din Kiyanvi in central Kashmir's Kangan. Raina visited the shrine of the sufi saint and met the shrine's caretaker Mian Altaf Larvi, who is senior NC leader and member parliament from Anantnag-Rajouri seat, at his residence. Raina congratulated Mian Altaf Larvi on the occasion and felicitated him with a shawl. Raina, who is BJP's national executive member and former J&K BJP president, also wrote about the meeting on his X handle. 'Blessings from respected Peer Jenab Mian Altaf Sahib and Jenab Mehar Ali Sahib (MLA Kangan). Today, I participated in the annual Urs at Baba Nagri Wangat Lar (Kashmir),' he said. Larvis have been the spiritual leaders of the Baba Nagri and Muslim community for the past four generations with a huge following particularly among tribal communities. They have also been into politics with Mian Altaf's father Mian Bashir Larvi, before joining the spiritual tradition, also serving as four times MLA of J&K assembly and also cabinet minister. Raina also patted Mian Altaf's son and MLA Kangan, Meher Ali on his back and praised him for raising the voice of his people in the J&K assembly. Raina also told him: 'You are not only the pride of J&K but of the whole India'. The meetings assume significance as BJP and NC are the strong rivals in Jammu and Kashmir assembly. Mian Altaf won the Anantnag-Rajouri parliamentary seat in 2024 defeating People's Democratic Party president Mehbooba Mufti. BJP had not fielded its candidate and had given hints of supporting one of the contestants not linked to Congress, NC and PDP. On the other hand, BJP has been wooing the tribal community in Jammu and Kashmir and added the Pahari group, along with other communities, to the Scheduled Tribes list of Jammu and Kashmir in 2024. Although being a vocal critic of BJP, NC vice-president and J&K chief minister Omar Abdullah has been praising Prime Minister Narendra Modi seeking return of statehood to J&K. In January, during Sonamarg tunnel's inauguration, Abdullah had lavished praise on Modi in Sonamarg saying that he was waiting for the fulfilment of the PM's statehood promise. On Friday, during the inauguration of Chenab Bridge and Katra-Srinagar Vande Bharat train, Omar Abdullah raised the issue of statehood for the union territory in front of Prime Minister Narendra Modi, saying that he had been demoted while Lieutenant Governor of J&K was promoted.
