South Wairarapa District Council is gearing up to re-consult on speed limit changes after the Government's new Land Transport Rule voided its previous consultation.
The draft Speed Management Plan said the plan focused on areas of high concern, including: peri-urban and urban areas with high cycling and pedestrian activity; rural areas with 'high exposure to infrastructure risks' such as drop-offs or narrow seal width; and unsealed roads.
One of the big changes in the latest speed management plan, compared to what was previously consulted on, is that the roads surrounding Martinborough Square would remain 50kph.
The council had wanted to reduce the speed to 30kph but the new rule doesn't allow this.
Dozens of roads currently posted at 100kph were proposed to have speed reduced to 60kph including parts of Humphries Rd, Longwood East Rd, South Featherston Rd, and Underhill Rd.
Some coastal roads would be reduced to 40kph in parts.
A report to South Wairarapa District Council's Strategy Working Committee said the proposed timelines for the six-week consultation period was May to June.
Following the hearings and deliberations, the final plan would be confirmed and submitted to the director of land transport by the end of September.
New speeds would be implemented in the first six months of 2026.
The plan preparation and implementation of the proposed Speed Setting Rule is subsidised by the New Zealand Transport Agency (NZTA) at a rate of 51%.
South Wairarapa District Council has lodged a subsidised funding application for the sum of $435,500.
Variable speed reductions outside schools would be implemented separately and were not required to be re-consulted on.

When The Privatising Rubber Hits The Climate Change Denial Roads
First a disclosure. I'm the co-owner of a plug-in hybrid car. It cost in the vicinity of $20,000 more than if it had been completely petrol fuelled. A key factor in the purchase decision was to make a small contribution to reducing carbon emissions. Then along came the National-ACT-NZ First coalition government's decision to introduce road user charges (RUCs) for fully electric and hybrid vehicles. It felt like a kick in the teeth to those trying to do their bit for reducing climate change driven carbon emissions. Not just because of this decision, it has become obvious that this is a government that resides within a spectrum between climate change indifference and climate denial. Roads is one of the big areas where this indifference is being played out in real time. But now, following the Government's announcement by Minister of Transport Chris Bishop to replace the petrol tax with road user changes for all vehicles, privatisation is being used to strengthen the Government's 'journey of travel'. On 6 August two helpful explanatory articles spelt out the details of the announcement. One was by James Ensor in the NZ Herald (6 August): Road user changes for all. The other was Bridie Witton in The Post (6 August): Petrol tax replaced by RUCs. In his announcement Minister Bishop called it 'the biggest change to how we fund our roading network in 50 years'. He argued that the 'surge' in fuel-efficient, hybrid and full electric vehicles had eroded the longstanding connection between petrol consumption and kilometres driven. He received 'cheer leader' support from Stuff Political Editor, and a former leading player in the rightwing NZ Initiative thinktank, Luke Malpass in his paywalled article arguing that the decision would bring the country into the 21st century; The Post (7 August): Cheerleader support. There was also strong support from the NZ Initiative's chief economist Eric Crampton who drills down further in a considered Newsroom column (12 August): Better transport funding. Although I disagree with his approach to the issue, I readily acknowledge that it is thoughtful and considered. The announcement Chris Bishop expects the legislation to pass in 2026, with the system becoming operational by 2027. In summary the announced decision involves Scrapping fuel excise duty and move all vehicles to a RUCs system. Charges would be based on distance travelled, vehicle type, time and location. In the name of 'modernisation' the current RUCs paper 'labels on windscreen' system would be replaced by a fully digital e-RUC system. The New Zealand Transport Authority's (Waka Kotahi) dual role as both regulator and RUC retailer will be split with NZTA losing the latter role. Private firms taking over the collection and administration of RUCs charges (the above former role). Distinguishing facts from political fiction Following the initial coverage of the Transport Minister's announcement, Bridie Witton wrote a second cautionary piece casting doubt on the claimed benefits. Published on 8 August in The Post she suggested that most vehicle owners might not benefit: Most vehicle owners unlikely to come out ahead. Witton's piece included Professor Simon Kingham, former chief science adviser to the Ministry of Transport, observing said the new system would to be more expensive to operate. Consequently, the increased costs had to come from somewhere. Kingham, as reported by Witton, explained that: This was because every car would need a transponder or some kind of digital device to track road use and report the data back, potentially to an app, for the easy digital payment Bishop envisioned. He noted the Government's roading ambitions cost more than it was raising in revenue, adding that it wasn't certain whether the Government planned to pass the new costs on to consumers or offset it through taxes. Bishop has confirmed it will bring in more revenue, which suggests people will pay more. Kingham also warned that a distance- and weight-based system could disincentivise people from moving to fuel-efficient vehicles. 'It will be relatively more expensive in fuel-efficient cars, and relatively more cheaper in gas-guzzling cars. If it's entirely based on distance, then everybody pays the same.' He said there was potential for more sophisticated pricing, such as charging more around schools or at peak times, but that could mean every driver has a tracking device in their car, which he said was 'moving into 'Big Brother' territory'. Dropping the fuel tax also made it less attractive for people to transition to electric vehicles, he added. Ideologically driven privatisation Just as Christopher Luxon's government has become increasingly known for its indifference to (and among some, especially NZ First, denial of) climate change, it also has become increasingly known for its ideological preference for privatising functions of public utilities. I have discussed the latter in the context of outsourcing planned surgery which would normally be undertaken by public hospitals. Under the PR guise of 'modernisation' private firms are to take over from NZTA the collection and administration of road user charges. This is based on the simplistic ideological assertion that this will drive innovation and reduce compliance costs by allowing the market to offer high-tech solutions, such as integrations with in-car computers. In Chris Bishop's words: Instead of expanding a clunky government system, we will reform the rules to allow the market to deliver innovative, user-friendly services for drivers. Embellished nonsense! As a reluctant user of NZTA's current system of managing RUCs payments I find it straightforward and efficient. Eric Crampton expresses a similar view in his above-mentioned article. No reason is given as to why NZTA itself could not be allowed to implement the proposed new system efficiently and effectively as private firms might be able to. There is every reason to believe that it could. There is a strong addiction within the government to privatising public utilities. Arguably the most addicted is ACT leader and Deputy Prime Minister David Seymour. This addiction extends to privatising tax collection of RUCs. The biggest beneficiaries will be the private corporates who take their cut to gather the tax. Why should this not surprise anyone! Government plans universal road user charges for all vehicles by 2027
Petrol powered vehicles pay around 70 cents per litre at the pump as fuel excise duty (FED), while diesel powered, electric and heavy vehicles pay road user charges (RUC), based on distance travelled. Plug in petrol hybrids pay a mix of FED and RUC. The Government's proposed changes to switch all vehicles to RUC will mean they no longer have to run two different schemes and vehicles will be taxed at more equal rates. It will also update RUC's paper-based recording and payment system, to a digital one that is easy to use. 'As simple as playing a Netflix subscription', Transport Minister Chris Bishop says. So, the ultimate goals seem good but how this is going to work in practice is going to be an important thing to get right. Not least because the money people and businesses pay as fuel tax or RUC goes into maintaining existing roads and building new ones via the National Land Transport Fund. The AA supports the move to universal RUC over time, as a fairer way to charge for road use. AA members have shown over many years that they want to see improvements made to the road network. An efficient collection model is hopefully part of the funding system that will deliver roads that are well looked after, resilient and reliable for communities like ours in Northland. Roads like the Warkworth to Whangārei Northland Corridor are going to be critical to our region's future but they come with a hefty price tag. The new RUC system will be crucial to gathering funding for infrastructure that will help people build better lives. There are aspirations that the new technology used under a single RUC system will also allow other road charges like, tolls and time of use congestion charges, might be able to be incorporated into a single payment system. This possibility seems logical, but also raises some privacy issues most particularly around tracking individual vehicles and what data is actually collected. Cost too is an issue. The average age of the New Zealand car is 15 years. There is a great variation in existing technology, and how this new system will fit into all of that. The question also arises about how easily people will transition to a new way of paying for the right to use the road. Excise is collected at the pump while RUC is currently paid for online. There is a question about how the legitimacy of road use is policed. The possibility that RUC will be checked every time you get a WOF raises the question about policing of WOFs. The integrity of the collection system needs to be sound for us to be comfortable that we are all being treated equally and fairly. The AA will be following the work on moving the whole fleet to RUC closely. We want to see costs that are fair and strike the right balance between being affordable, to enable people to travel at a reasonable cost, while also funding the critical road infrastructure our country needs. New Zealand is the first country in the world, to propose a universal RUC, so there is a lot of territory to cover and we are in relatively uncharted waters. Rural Tasman highways drop speed limits to 80km/h
Several key rural roads across Tasman have had their speed limits dropped. Lowering speed limits around the district has been difficult for Tasman after its regional speed plan was largely invalidated by a Government rule change. However, as of Monday, the Motueka Valley and Moutere highways, as well as Dovedale, Edwards, and Neudorf roads, have fallen from 100km/h to 80. In Richmond, McShane Rd has also lowered to 50km/h from 80, while Lower Queen St immediately northeast of McShane saw sections drop to 50 and 60km/h from 60 and 80km/h. These reductions come after speed limits were reduced and variable limits installed around several schools in late July and earlier in August. ADVERTISEMENT The lower speed limits are expected to reduce the number of crashes in the district, especially on the two local highways, which are some of Tasman's most crash-prone roads. Reducing speeds on targeted roads around the district has been a challenge for the council after the Government rule change largely invalidated its original speed plan, forcing it to re-consult on the changes and frustrating many local communities who have been wanting the changes for years. 'It's great to see that these important changes are finally in place to help keep our communities safer,' said Jane Murray, Tasman District Council's transportation planning advisor. She likened road safety to Swiss cheese. 'Each safety measure – like road design, vehicle safety, or driver behaviour – acts as a layer of protection, but no layer has no holes. Crashes happen when the holes in the layers line up,' she said. 'Safe speeds are a vital layer. They help prevent crashes and reduce harm when crashes happen. Even if other safety measures fail, safe speeds can save lives.' Drivers should watch out for the new speed signs, especially near schools where 30km/h speeds now applied during pick-up and drop-off times, she added. ADVERTISEMENT About 300 signs needed to be replaced for the speed limit reductions. While the council aimed to align the changing signs with the official implementation dates, some were put up earlier which led to confusion and anger from some residents. 'We've been working with police on this and appreciate everyone's patience,' Murray said. Senior sergeant Christopher Brooks, Tasman District road policing manager, warns motorists to drive to the conditions and take particular care of the changed speed limits. 'The posted speed limit is just that – a limit – not a target,' he said. 'Even a small change in speed makes a big difference to injury severity in a crash – for you and everyone else involved. Motorists should expect to be stopped by Police anytime, anywhere.' Brooks added that there was an increase in the number of roadworks happening locally after the recent severe weather and reminded drivers to follow directions and respect workers. ADVERTISEMENT 'Reduced speed limits are a warning that there is a hazard on or near the road approaching. Whether you're heading out of town or staying local, we want you to get to your destination safely.' The council will be considering a second phase of speed limit reductions on Thursday, which would affect narrow or winding unsealed roads, rural residential and peri-urban streets, urban roads without footpaths, along with other specific roads around the district.
