Education Above All Foundation and Tanmeyah Partner to Combat Youth Unemployment in Egypt
New programme to support 305،000 youth in establishing and expanding small enterprises across key economic sectors.
Education Above All Foundation's Silatech programme، in collaboration with Tanmeyah، a subsidiary of EFG Holding، and a leading provider of innovative and integrated financial solutions for small business owners and entrepreneurs، partnered to launch the Youth Self-Employment Initiative to tackle Egypt's youth unemployment crisis. The 3.5-year initiative will economically empower 305،000 young Egyptians by providing access to financing، financial literacy training، and business development support to establish and expand micro and small enterprises across key economic sectors.
Egypt's labour market faces significant challenges، with youth unemployment rates remaining high despite government efforts to create 800،000 new jobs annually. Recognising the crucial role of the said enterprises in fostering economic growth، comprising 98% of private businesses، the Youth Self-Employment Initiative aims to bridge the existing financial gap by enhancing financial access and business sustainability for young entrepreneurs.
A key component of the initiative is the introduction of a 'Partial Loss Credit Guarantee Facility'، designed to reduce lending risks and expand financing opportunities to underbanked young entrepreneurs. As a result، the number of active youth beneficiaries is projected to grow to 305،000 by the project's completion.
To promote sustainability، a specialised green financing product will support businesses in agriculture and renewable energy sectors. Additionally، mobile branches will extend financial services to rural and remote areas، fostering greater financial inclusion. The initiative will also provide financial literacy training through personalised education sessions and digital outreach، equipping youth with essential financial management skills to improve business sustainability and success rates.

IMF still pushing for privatization after otherwise ‘relaxed' Egypt loan review
An International Monetary Fund (IMF) delegation concluded its fifth review of the ongoing US$8 billion loan program with Egypt this week in Cairo with praise for the country's economic performance. However, the fund noted that further steps toward privatization are required, stressing 'the need to accelerate reforms aimed at reducing the state's footprint in the economy.' The current program began in 2022, as Egypt's economy faltered in the economic tailwind caused by Russia's invasion of Ukraine. The agreement has been marked by friction between the IMF and Egyptian authorities, which have been cautious not to spark public anger while implementing recommended policies that undermined Egyptians' purchasing power. The praise Egypt received this time, however, appeared to reflect the degree of 'laxity' shown by Egyptian officials and 'leniency' on the part of the IMF Executive Board during the talks, a government source told Mada Masr on condition of anonymity. Pressure on Egypt has diminished somewhat, according to a member of the House of Representatives' Planning and Budget Committee who attributed the IMF's softened stance to the country's delivery on key loan requirements in ways that 'exceeded expectations.' Liberalizing the exchange rate and monetary tightening are at the forefront of these requirements, the source said. Moving away from a managed peg, the central bank has devalued the Egyptian pound multiple times against the dollar since 2022, allowing daily fluctuations in the exchange rate in recent months. The source also mentioned recent hikes in fuel and electricity prices. Delays in implementing scheduled price increases in both sectors, recommended under the IMF's program to reduce expenditure on subsidies, had been a major stumbling block in completing past reviews. The government has hiked fuel prices by as much as 87 and 207 percent in recent years. During the same period, electricity rates increased by 40-65 percent. Natural gas bracket prices, which had remained unchanged for three years, were raised in September by 15-25 percent. Further hikes in fuel and electricity prices are expected in the upcoming fiscal year, the parliamentary source and a former Petroleum Ministry official told Mada Masr. Inflation has slowed overall, and private investment has increased relative to public, the IMF said. Inflation peaked at around 30 percent in 2024 and has slowed by around 13 percent, according to recent figures. The statement the IMF released on Tuesday to mark the end of its delegation's visit to Cairo also praised a 35 percent increase in the share of private investment relative to public investment over fiscal year 2024/25 compared to FY 23/24. Government investment has shrunk over the past three years from around $15 billion annually to less than $10 billion, the parliamentary source noted. The program has included diminishing expenditure on key public services like education and health. Another reason the review went smoothly is the relative easing of the acute dollar shortage that had frozen imports and economic activity in previous years. 'The government has reopened imports, but they remain constrained primarily by falling demand and purchasing power,' the source said. Speaking to Mada Masr, a financial analyst at an investment firm echoed this view, pointing to around $35 billion in hot money inflows that have helped shield Egypt from a dollar gap. This, they said, has given the government some breathing room, especially with the program set to expire in October 2026. $4.8 billion are yet to be disbursed from the IMF's $8 billion loan. What remains unresolved in the program, the parliamentary source added, is the state's role in the economy. Privatization has been a priority for the IMF in successive package reforms it has recommended since 2016. The source said that the government has offered several explanations for its slow progress toward privatization, including a lack of satisfactory bids for state assets and the need to restructure some of them before they can be put up for sale. In its statement, the IMF emphasized the need to accelerate reforms aimed at reducing the state's footprint in the economy, primarily through the sale of state-owned assets in sectors the government had pledged to exit under its State Ownership Policy. This, the statement said, 'will play a critical role in strengthening the ability of the private sector to better contribute to economic growth in Egypt.' It also warned of Egypt's widening budget deficit, driven by a surge in imports and a decline in fuel exports due to falling production levels. A drop in Suez Canal revenues also contributed to the deficit, the statement said, offsetting gains from tourism, remittances and non-oil exports. It stressed the need to boost government revenues by broadening the tax base to bolster the state's capacity for social and developmental spending, while welcoming recent government efforts to streamline tax and customs procedures to 'increase efficiency and build confidence' — reforms it said are starting to yield positive results. The praise came even as the IMF has yet to publish its fourth review's staff report, which the Egyptian government requested be withheld. The review was approved in March, unlocking a $1.2 billion disbursement. At the time, the IMF also approved Egypt's request for a Resilience and Sustainability Facility agreement, allowing it to access an additional $1.3 billion in financing. The program terms are yet to be announced. Meanwhile, Egypt faces over $6 billion in outstanding payments to the fund through the end of next year, including nearly $3.8 billion due in 2025, according to IMF data. This issue falls under what the IMF describes as Egypt's 'deeper reforms' — measures that are expected to 'unlock the country's growth potential, create high-quality jobs for a growing population, and sustainably reduce its vulnerabilities and increase the economy's resilience to shocks.' Egypt began negotiating with the IMF for a $3 billion loan in late 2022, but the program stalled for several months. Talks resumed in late 2023 and concluded with the loan's augmentation adjustment in two years, which brought the dollar to LE50.

INTERVIEW: Belarus and Egypt deepening political collaboration
Chairman of the House of Representatives of Belarus Igor Sergeyenko stressed that political collaboration between Belarus and Egypt began to deepen during H.E. President Abdel-Fattah El-Sisi's presidency. During the interview with Ahram Online on the sidelines of his visit to Cairo, Sergeyenko highlighted the good and trusting personal contacts established between the heads of state of Belarus and Egypt, President Aleksandr Lukashenko and President El-Sisi. Ahram Online: Egyptian-Belarusian relations extend to all fields and are embodied in the exchange of high-level visits. What is your opinion on the development of these relations? Igor Sergeyenko: Dialogue at the highest level underlies the political relations between our countries. Visits are exchanged. The first visit of the President of Belarus, Aleksandr Lukashenko, to Egypt was held in June 1998. He paid official visits to Egypt in January 2017 and February 2020. In June 2019, President Abdel-Fattah El-Sisi officially visited Belarus. We have achieved good results thanks to mutual support and productive cooperation between our countries at various levels. It is important to maintain this momentum, including with the support of legislative bodies. During my visit, I carried a message from President Lukashenko to President El-Sisi. This distinguished friendship greatly enhances bilateral relations. AO: What are the objectives of your current visit, and what are the most important outcomes? IS: Our visit to Egypt is vivid proof of the strong friendship and mutually beneficial cooperation between our countries. An integral part of the political dialogue between our countries is inter-parliamentary cooperation. The current visit will allow us to discuss the prospects for developing friendly relations with the leaders of Egypt and exchange opinions on several topical international issues. In addition, representatives of business circles will be a part of the delegation. The visit shows that with the help of parliamentary diplomacy, much can be done to expand trade and economic ties. AO: What is required to launch these relations to broader horizons? IS: Personal contacts between government officials in our countries contribute to further strengthening relations. We are confident that our meetings and negotiations will intensify contacts in all areas of mutual interest. Moreover, the agreements reached during the high-level talks in Minsk and Cairo created a new mechanism for bilateral political interaction: the High-Level Commission on Bilateral Cooperation and Political Dialogue between Belarus and Egypt at the Ministers of Foreign Affairs level. AO: Is there joint coordination between the parliaments of the two countries in international forums and towards global issues? IS: I would like to mention the constructive interaction between Belarus and Egypt in international organizations. Egypt has been a member of BRICS for over a year and actively participates in its events. This organization's activities aim to form a fair multipolar world order and build a fair system of economic cooperation based on the principles of equality and mutual benefit. Belarus has been a BRICS partner state since November 2024. We thank our Egyptian friends for their constructive approach to promoting our country in the association. Belarus fully shares the values and principles of BRICS. We will purposefully promote them in the parliamentary dimension of BRICS. Belarus generally strives for full membership in this international structure and is ready to expand its interaction with Egypt. We intend to continue interacting with the UN on pressing global and regional issues, especially unlawful sanctions policies against the most vulnerable countries, the politicization of human rights issues, and the problem of ensuring global food security. AO: Can you share your country's vision on the Palestinian issue, the Gaza reconstruction plan, and preventing the forced displacement of Palestinians? IS: Belarus supports the creation of the State of Palestine. According to the block of Middle East resolutions, Belarus remains the only European country that provides support to the Palestinians comparable to that of Arab countries. We are shocked by the increase in the number of victims and injured persons among the civilian population, women and children, as a result of the escalation of the Middle East conflict. We believe that the continuation of terror and disproportionate use of force, including against civilians, can lead to irreversible consequences not only in this region but also in the world as a whole. The US's attempts to displace the Palestinian population from its original territories are unacceptable and contrary to the objective of a two-state solution to the Palestinian-Israeli conflict. We support Egypt's diplomatic efforts and activities to resolve the crisis and assist the Gaza Strip population. The solution to such a crisis undoubtedly lies in diplomatic mechanisms and the Palestinians' realisation of their legitimate right to full-fledged statehood. Belarus is ready to participate in the Gaza Strip reconstruction projects as a co-executor. We have proven and well-known equipment, technologies, and engineering competencies in the region, all of which can benefit the Palestinian people. We are grateful to the Egyptian side for its assistance in the successful and safe evacuation of Belarusian citizens and their relatives from the war-torn Gaza Strip to Belarus. Part of the humanitarian efforts to support the Palestinian people is the decision of the President of Belarus to organize the rehabilitation of a group of Palestinian children at the National Children's Educational and Health Center "Zubrenok." In addition, a group of Egyptian children has been invited to visit the centre in the summer of 2025. AO: The Russia-Ukraine war has been going on for years and is affecting the global political and economic landscape. Many peace initiatives have been put forward; how do you view that? IS: The military actions on the territory of Ukraine are a tragedy. For many years, our country has been constantly and persistently warning about the dangerous escalation of the military-political situation in this region, the degradation of the decades-long international security system, and the devaluation of international treaties and agreements. We see the tragic result of this position today in Ukraine. Despite the collapse of the European security system, Belarus remains a responsible participant in international relations. We believe that strengthening security—national, regional, and global—should not be achieved through building up NATO's military potential but through bilateral and multilateral arms control mechanisms and confidence-building measures, as well as through equal and mutually respectful dialogue aimed at eliminating differences, reducing risks, and preventing the growth of confrontation in the military sphere. Belarus is interested in the earliest possible agreement between Russia and Ukraine and the restoration of peace. In this regard, the Belarusian side consistently advocates for negotiations. Let me remind you that three rounds of Russian-Ukrainian talks took place in 2022 in Belarus and the Minsk agreements, which were not implemented. AO: During your visit, how did you see the developments in major national projects, and how can Belarus leverage this progress? IS: During the short time we have been on the very ancient and hospitable Egyptian land, we have seen that your country is a state of new opportunities. Under challenging conditions, huge, ambitious construction work is underway. The New Administrative Capital of Egypt removes all doubt. We appreciate the changes taking place in your country. Of course, Belarus is ready and able to use this progress in the interests of both countries. Belarus has advanced developments in various fields and is prepared to promote them in Egypt on a mutually beneficial basis. Such fields as information technology, agriculture, health care, education, and tourism are promising. When discussing trade and economic cooperation, we always note that it is not situational. We do not act opportunistically or for selfish reasons; on the contrary, we work for the benefit of the friendly people of our countries. Our two countries have great potential in tourism and cultural cooperation. Egypt is an excellent tourist destination for Belarusian citizens, especially the cities of Hurghada and Sharm El Sheikh.
