
Bihar Assembly Elections: Seemanchal, close to Bangladesh, sees significant voter deletion
Araria saw a deletion of 1,58,072 voters, Kishanganj 1,45,668, Purnia 2,73,920 and Katihar 1,84,254 in the draft list. Now after the deletion, the number of voters in Araria stands at 19,24,414; Kishanganj 10,86,242; Purnia 19,94,511 and Katihar 20,44,809. The Seemanchal region, which has 24 assembly seats, is considered a tough battlefield for both main political players - ruling NDA and main Opposition INDIA bloc (previously known as Mahagathbandhan) because of polarisation of voters on communal lines during the elections.

In most of the 24 constituencies, the candidates faced close contests in the previous elections. In 2020 assembly polls, AIMIM had made its presence felt in this region by bagging five seats. The presence of AIMIM candidates in different seats of this region was a major source of trouble for the Mahagtahbandhan then. ‘One Ward a Week — e-Khata Campaign' launched in Karnataka's Mandya district
The Karnataka government has introduced reforms in property taxation by classifying properties into 'A' Khata and 'B' Khata. As a part of this initiative, the 'One Ward a Week – e-Khata Campaign' has been launched in Mandya in order to bring all properties under the jurisdiction of Urban Local Bodies (ULBs) into the tax net. Deputy Commissioner Kumar said that officers and staff of all ULBs in the district have been briefed on property laws. Instructions have already been issued to accept applications from the public and to ensure steady progress, he stated. Issuing 'A' and 'B' Khatas for all properties under the Mandya City Municipal Council (CMC) is a flagship project of the government. A target has been set to achieve 100% coverage within three months. However, he noted that very little progress had been made so far. In this context, a decision was taken during the ULBs' monthly progress review meeting to implement the e-Khata campaign ward-wise, to expedite the process. Accordingly, the Mandya CMC has been directed to undertake the campaign across all wards and work towards achieving the 100% target. Each ward will have a designated date for the campaign. Dedicated teams, comprising officers and staff, will be formed for every ward, the Deputy Commissioner said. Revenue inspectors, tax collectors, and data entry operators, along with other required staff, will be deployed in each ward. Property owners of identified registered and unregistered properties must be informed about the campaign and the documents required to obtain an e-Khata. For 'A' Khata registration, documents required include registered sale deed/gift deed/partition deed or right documents issued by the government or government undertakings; property tax payment receipt (current year); debt-free certificate; owner's photograph and property photo, and proof of identity such as Aadhaar card, Voter ID, PAN card, or Ration card. For 'B' Khata registration (for properties registered before 10-09-2024), the documents required include registered sale deed/gift deed/partition deed/right certificates; conversion order, 'pahani', revenue sketch, or other relevant documents; debt-free certificate; current year's property tax receipt; and owner's photograph, property photo, and ID proof. Streets, apartments, and layouts will be identified and support from Resident Welfare Associations (RWAs), active citizens, NGOs, and Self Help Groups will be sought for the success of the campaign, he said. On the designated day, adequate infrastructure such as computers, printers, internet connectivity, seating arrangements, waiting areas, and token distribution will be made available at each site. Help desks will be set up to guide the public. Officers and staff assigned to the campaign must begin operations in each ward by 7.00 a.m., and initiate the process for issuing e-Khatas. Applications received must be processed and e-Khatas issued within one week, the Deputy Commissioner added.

Has Trump's Tariff Tyranny Made The Case For BRICS Stronger?
Such non-West platforms offer India diplomatic flexibility and, with that, elbow room in trade talks with America Twenty-five years ago, the Atal Bihari Vajpayee government coined the phrase 'natural allies" to describe the Indo-US relationship. The catchy coinage, used in joint declarations, signalled to the West that India was overcoming its almost endemic post-colonial mistrust of, if not Western, then at least, American dominance. In the ensuing years, the 'natural allies" would become 'strategic partners". Locked in a diplomatic tango, they would tear up the metaphorical dance floor. Some, so taken by this dalliance between democracies, would urge that New Delhi should shed its inhibitions and enter America's boudoir of strategic intimacy. Even if it meant surrendering strategic autonomy. Fortunately, India didn't forget itself in the moment. The Narendra Modi government, while steering the Indo-US relationship steadily, never abandoned India's non-aligned instincts. Modi's NDA patented its own version called 'plurilateral-ism". Friends with all, enemies of none. Trump's punitive tariffs have vindicated those instincts. When the leader of the so-called 'free world" targets India for exercising sovereign choices, such as energy trade with Russia, it reawakens fears of Western conditionality in India. Small wonder that under the onslaught of Trump's pointedly anti-India tariff crusade, Modi is engaging all of India's diplomatic options. At the end of August, he will be attending the Shanghai Cooperation Organisation's summit meeting in China. A country that he hasn't visited since the bitter Galwan clash of 2020. To further assert India's strategic independence, Russian President Vladimir Putin is also being kept on-side and is expected to visit India later in the year. Brazil, targeted to the same extent that India has been by Trump, wants BRICS to come together and outflank America to neuter its tariff provocation. These non-West platforms offer India diplomatic flexibility and, with that, elbow room in trade talks with America. Besides, Washington's newfound love for protectionism will incentivise India to hunt for alternative supply chains and forage for independent tech ecosystems. This is not to say that, in terms of substance, this shift is going to be absolute. India is at present much too integrated with Western markets, capital, and defence technology. There's also the comfort of shared values. Moreover, India's Indo-Pacific ambitions still hinge on cooperation with the US, Japan, and Australia. And let's not forget that the logic of the QUAD remains centred on balancing China's rise in India's backyard, the Indo-Pacific. That's why, despite the wrinkle in the Indo-US relationship, Trump will be attending the India leg of the QUAD summit. Until India acquires a greater degree of parity with China, the non-West will only provide an escape route from Western pressure. It won't be a comprehensive alternative. In the end analysis, consider India's engagement with the non-West, through SCO and BRICS, as a complementary strategy—not a clean break from the West. The mandarins on Raisina Hill have read the global chessboard right. They know that the emerging world order is multipolar, not anti-West or pro-West. (File) Vice-President Election: Prime Minister Narendra Modi and BJP chief JP Nadda will pick the BJP-led NDA's candidate for the Vice Presidential election, Parliamentary Affairs Minister Kiren Rijiju said on Thursday. In a meeting chaired by Defence Minister Rajnath Singh, floor leaders of the ruling alliance met Thursday and authorised PM Modi and Nadda, who is also Leader of House in Rajya Sabha, to select the NDA's Vice Presidential candidate, he said. 'In the NDA Parliamentary party flood leaders meeting, chaired by Defence Minister Rajnath Singh, it was unanimously decided that the NDA has given authorisation to start the process, including the selection of candidate to PM and Leader of the House in Rajya Sabha, JP Nadda. The decision taken by the Prime Minister will be accepted by all the NDA parties,' Rijiju said. Jagdeep Dhankhar resignation Jagdeep Dhankhar, the 14th Vice President of India, tendered his resignation to President Droupadi Murmu on the evening of July 21 last month, citing health concerns. Dhankhar, who had assumed office on August 11, 2022 replacing M Venkaiah Naidu, had two years left in his term when he stepped down from the post. 'To prioritise health care and abide by medical advice, I hereby resign as the Vice President of India, effective immediately, in accordance with Article 67(a) of the constitution,' Dhankhar said in his resignation letter. When will VP elections be held? Following his resignation. Election Commission of India (ECI) has begun the process to elect his successor, who will enjoy a full five-year term from the date of assuming office as the country's second most important constitutional figure after the President. The ECI has issued the notification for the Vice Presidential election, and August 21 will be the last date for filing nomination papers.
