Presidential Order: Telangana govt. allows 100% transfers for SERP

The Hindu21-04-2025

In a major development, the Telangana government has issued an order allowing 100% transfers of employees in the Society for Elimination of Rural Poverty (SERP). This decision, taken in line with the Presidential Order 2018, will benefit 3,974 SERP employees who have been holding the same posts for ten years.
The Telangana Public Employment (Organisation of Local Cadres and Regulation of Direct Recruitment) Order, 2018, mandated that the government organise classes of posts in the Civil Services and classes of Civil posts under the State into different local cadres for different parts of the State. Further, instructions have been issued to ensure similar reservations in favour of local candidates in direct recruitments in respect of companies, corporations, societies, and other institutions under the control of the State.
Following this, the Chief Executive Officer of SERP submitted a proposal for the organisation of local cadres in SERP in accordance with the provisions under para 3 of the Telangana Public Employment Organisation of Local Cadres and Regulation of Direct Recruitment Order, 2018. As a result, posts such as Mandal Samakhya Community Coordinators (MSCCs), Mandal Book Keepers (Cluster Coordinators)-L1, Community Coordinators-L2, Administrative Assistants/Project Secretaries, Drivers, and Office Assistants-OA have been categorized as District Cadres, while Assistant Project Managers-L3 have been organised into Contiguous Multi-Zonal Cadres. However, certain categories of posts at the SERP head office, including Administrative Assistants/Project Secretaries, Drivers, and Office Subordinates (OAs), are exempted from this organisation.
The CEO also requested the government for 100% transfers of all category employees, as there is no restriction in the HR Policy of SERP Employees on transfers, and government orders on transfers are not applicable since SERP is a society.
Based on the proposal, the government accorded permission (GO Rr 250 dated April 17, 2025) to the CEO, SERP, to take up 100% transfers in all categories of SERP employees, including Field staff L1, L2, L3, L4, and L5 cadres, Ministerial and Supporting Staff, and MSCCs.

Andhra Pradesh government calls for tenders to fast track river linking project

1 2 3 Vijayawada: State govt is determined to launch the dream river linking project by initiating Godavari-Banakacharla major irrigation scheme. Notwithstanding the objections and uproar from the neighbouring Telangana, Andhra Pradesh govt has decided to put the project on fast track by calling tenders. The project will be taken up under the Hybrid Annuity Model (HAM). The Centre has raised several doubts about the economical feasibility of Godavari-Banakacherla project. However, the State has decided to prepare the detailed project report (DPR) in order to secure further clearances from the Centre for the Godavari diversion scheme. State-level technical committee and oversight committees will be appointed to screen the project DPR. The Polavaram–Banakacherla linkage project is being undertaken under the Jalaharathi Corporation, a special purpose vehicle (SPV). The project is expected to cost 81,900 crore. Govt requested the Centre to arrange financial assistance through external aided projects (EAP) from the multinational lending agencies and also from the Union budget. It requested the Centre to ensure that at least 50% of the project cost (₹40,950 crore) is raised as EAP loans. It requested the Centre to spare another 20% (₹16,380 crore) as grant. AP govt is getting ready to take burden to the tune of ₹8,190 crore which is 10% of the total project cost. It proposed to involve private players to share the remaining 20% load, which is around ₹16,380 crore, under the hybrid annuity model (HAM). A high-level delegation from state govt visited New Delhi and shared the details of Godavari-Banakacherla project with the senior officials from the Union finance ministry. However, Sajjan Singh Yadav, additional secretary of finance ministry, reportedly asked the state officials to explain as to how the project could be technically and financially feasible when so many lift schemes are part of it. He had also wanted to know from state govt as to what would be the fate of existing projects on Krishna river when it is proposed to divert 200 tmc ft of Godavari water to Krishna basin. He reportedly asked about the power required to operate the lift schemes, included as part of the scheme, and as to how the State wanted to generate such a huge quantum of energy. It was also said that Yadav asked the state team how they wanted to utilise the flood waters from both Krishna and Godavari simultaneously, since flood hits both the rivers either simultaneously or with little gap. Former agriculture minister and social activist, Vadde Sobhanadreeswara Rao objected the proposal to take up Godavari-Banakacherla without completion of ongoing irrigation projects. "Several projects launched during NTR regime between1983-89 could not be completed even after 40 years and also his grandson Lokesh became minister. How could we expect Godavari-Banakacharla, proposed with Rs.1 lakh crore, would be completed anytime soon?" fumed Vadde. He alleged that state govt is proposing the projects only to benefit the contractors, and not the state.

State heading towards tough time as quantum of borrowings reduced

The State Government appears to be heading towards a tough time in the coming months as the quantum of borrowings has been brought down yet again. The State has proposed to raise close to ₹70,000 crore loans during the financial year 2025-26. Of these, open market loans were pegged at ₹64,539 crore, ₹4,000 crore loans from Government of India and another ₹1,000 crore through other loans, according to the figures presented in the overall budgetary position of the current fiscal. However, the quantum under the borrowings and other liabilities for the fiscal year has been cut to ₹54,009 crore, going by the provisional details released by the Comptroller and Auditor General (CAG) of India for April. This is not the first time the Union Finance Ministry has restricted the borrowings limit of the State. It had imposed similar cuts in the borrowings in the past too citing financial discipline. Interest payment The expenditure on account of interest payment is continuing to rise, imposing a huge burden on the exchequer. The State had made a provision of ₹19,369 crore towards interest payment during the current fiscal and had repaid ₹2,260 crore, 11.67% in April alone, indicating that the total payment at the end of the fiscal could cross the budgetary estimates. It may be recalled that expenditure on account of interest payment in the last financial year was ₹26,688 crore as against the ₹17,729 crore projected in the budget estimates. Meanwhile, the State registered an overall revenue of ₹16,473 crore in April, 5.78% of ₹2.84 lakh crore projected in the budget estimates. Of the total, borrowings constituted ₹5,230 crore and tax revenue ₹10,916 crore. Revenue through GST was ₹4,054 crore, stamps and registration (₹1,126 crore) and State Excise duties (₹1,288 crore). Non-tax revenue and grants in aid and contributions remained non-starters at ₹253 crore and ₹68.85 crore, respectively. Non-tax revenue was just 0.80% of the ₹31,618 crore and grants in aid 0.30% of ₹22,782 crore projected in the budget estimates, according to the CAG report.
