
Presidential Order: Telangana govt. allows 100% transfers for SERP
In a major development, the Telangana government has issued an order allowing 100% transfers of employees in the Society for Elimination of Rural Poverty (SERP). This decision, taken in line with the Presidential Order 2018, will benefit 3,974 SERP employees who have been holding the same posts for ten years.
The Telangana Public Employment (Organisation of Local Cadres and Regulation of Direct Recruitment) Order, 2018, mandated that the government organise classes of posts in the Civil Services and classes of Civil posts under the State into different local cadres for different parts of the State. Further, instructions have been issued to ensure similar reservations in favour of local candidates in direct recruitments in respect of companies, corporations, societies, and other institutions under the control of the State.
Following this, the Chief Executive Officer of SERP submitted a proposal for the organisation of local cadres in SERP in accordance with the provisions under para 3 of the Telangana Public Employment Organisation of Local Cadres and Regulation of Direct Recruitment Order, 2018. As a result, posts such as Mandal Samakhya Community Coordinators (MSCCs), Mandal Book Keepers (Cluster Coordinators)-L1, Community Coordinators-L2, Administrative Assistants/Project Secretaries, Drivers, and Office Assistants-OA have been categorized as District Cadres, while Assistant Project Managers-L3 have been organised into Contiguous Multi-Zonal Cadres. However, certain categories of posts at the SERP head office, including Administrative Assistants/Project Secretaries, Drivers, and Office Subordinates (OAs), are exempted from this organisation.
The CEO also requested the government for 100% transfers of all category employees, as there is no restriction in the HR Policy of SERP Employees on transfers, and government orders on transfers are not applicable since SERP is a society.
Based on the proposal, the government accorded permission (GO Rr 250 dated April 17, 2025) to the CEO, SERP, to take up 100% transfers in all categories of SERP employees, including Field staff L1, L2, L3, L4, and L5 cadres, Ministerial and Supporting Staff, and MSCCs.

Pay TV homes fall by 40 mn, 1.14-1.95 lakh job cut at local cable operators since 2018
New Delhi: The number of paid TV homes fell by 40 million to 111 million in 2024 from 151 million in 2018, leading to an estimated employment reduction of 1.14 lakh to 1.95 lakh by the local cable operators, according to a report. The employment generated by the LCOs has fallen by 31% since 2018, according to findings of a joint report by the industry body All India Digital Cable Federation (AICPDF) and EY India. The decline in pay TV homes is due to growing popularity and adoption of digital means of content consumption, such as OTT platforms, connected TVs and free DTH service, which led to a fall from 151 million in 2018 to 111 million in 2024. "The impact of this decline in pay TV homes has been significant, particularly on the local cable operator (LCO) ecosystem," said the report titled " State of Cable TV Distribution in India". The study further said 93% of LCOs reported a decline in their subscriber base and 49% reported a drop in their monthly income. Besides, 35% of the LCO reported a subscriber loss of over 40% from 2018. According to the study, the key challenge faced by the LCOs is their inability to increase collections from customers when broadcasting majors has increased their channel rates. Moreover, another factor, which are leading to cord-cutting, are a lack of "quality content on linear TV " which is not on par with the quality of content on OTT platforms. There is also a "decline in second TV set connections" within households, besides "consumers movement from pay TV to OTT platforms, Free Dish and Connected TVs". The study has pot views from the cable industry that could be evaluated, including " a level-playing field across all content distribution mediums -Free TV, OTT platforms, FAST channels and pay TV" and "permitting differential pay TV pricing for different territories based on their ability to pay." Commenting on the report, AIDCF President and CEO of DEN Networks S N Sharma said it provides a comprehensive bottom-up view of the Pay TV distribution sector in recent times. "We urge all stakeholders - including broadcasters, regulators, and our parent ministry - to use the report as a base to bring practical reforms and support the cable TV industry to thrive once again," he said. The programme comprised details about Omnibus Technical Regulation (OTR) Order, 2024. Rakesh Kumar, director, BIS, said it is a pivotal move towards strengthening India's regulatory framework by unifying technical requirements across multiple product categories, thereby, ensuring consistency, safety, and global alignment. Under this order, a wide range of industrial, construction, and electrical machinery will be brought under mandatory BIS (Bureau of Indian Standards) certification. The list includes over 400 products grouped under 90 Indian Standards, covering critical equipment categories such as pumps, compressors, cranes, packaging machinery, switchgear, and machine tools. The order covers 43 categories of machinery and products, including construction, earthmoving, and mining equipment; textile machinery such as looms and embroidery machines; packaging machinery such as filling, sealing, and labeling units; thermal treatment machinery used in manufacturing processes; metal-cutting and stone-working machine tools; pumps and compressors for handling liquids and gases; cranes and lifting machinery; and more. He said since the new regulations under OTR 2024 will come into effect on Aug 28 this year, it will become mandatory for manufacturers to obtain a license by then. This is the first time in India that such an extensive order has been issued to ensure safety, he added. All manufacturers and importers of these products will be required to obtain BIS certification through the Manakonline portal, he said.
