New cyber attack rules after tragic NHS patient death and M&S extortion bid
Hospitals, schools and government departments will be banned from handing over cash to hackers.
New plans will also see new measures to tackle ransomware, which has been blamed for the death of an NHS patient last year. The Government says the move will make public services less attractive targets for online crooks.
Businesses will also be required by law to report if they opt to pay a ransom to cyber criminals. Security Minister Dan Jarvis said this would bring cases "out of the shadows".
In an update to MPs he said: "Ransomware is the most significant cyber crime threat of our time." Recent high profile cases include a strike on the British Library and an attempted cyber attack on the Co-op in April this year.
And hacking group DragonForce demanded millions of pounds from Marks & Spencer after malicious software obtained a wealth of data. The company estimates the extortion effort has cost it around £300million.
Giving evidence to MPs earlier this month, M&S chief Archie Norman claimed two hacks involving 'large British companies' had gone unreported in recent months. He called for a legal obligation to report cases.
Mr Jarvis said: 'Ransomware is a predatory crime that puts the public at risk, wrecks livelihoods and threatens the services we depend on." He continued: 'By working in partnership with industry to advance these measures, we are sending a clear signal that the UK is united in the fight against ransomware.'
Ransomware is software which is used maliciouslyto access victims' computer systems. Systems and data can be encrypted, or data stolen, until a ransom is paid.
In June an investigation into the death of a patient at King's College Hospital NHS Foundation Trust concluded that a cyber attack had contributed to a patient's death. It found "a long wait for a blood test result" which affected their treatment.
Co-op chief executive Shirine Khoury-Haq said: 'We know first-hand the damage and disruption cyber-attacks cause to businesses and communities. That's why we welcome the Government's focus on Cyber Crime.
'What matters most is learning, building resilience, and supporting each other to prevent future harm. This is a step in the right direction for building a safer digital future.'

Woman in her 60s found dead at bottom of cliff just hours after couple's bodies
A woman in her 60s has been found dead at the bottom of cliffs below Whitby Abbey. It is the third death in the area in the space of 24 hours after a couple in their 40s died after falling from the cliff. The woman's body was found yesterday just hours after the couple's bodies were found. Her body was found by a member of the public just after midday on Thursday. Emergency services including police, ambulance, coastguard, mountain rescue and lifeboat teams were all called to the scene. Rescue crews were called in to help with the recovery of her body due to the location and she was taken to the lifeboat house. It is believed the woman fell from the cliff shortly before her death. A spokesperson for North Yorkshire Police said: 'We are investigating the sudden death of a woman aged in her 60s whose body was spotted by a member of the public below Whitby Abbey at 12.53pm yesterday. 'Police, ambulance, coastguard, mountain rescue and lifeboat teams were called into assist with the incident, which is believed to have involved a fall from the cliff. 'Due to the rocky location and high tide, mountain rescue assisted in recovering the woman's body to the lifeboat before being taken to the lifeboat house. 'Enquiries are ongoing to investigate the circumstances for a coroner's report. 'The sudden death is not believed to be suspicious. The woman's family have been informed and are receiving support. More Trending 'Witnesses to the incident or anyone with information that could assist officers, are urged to call North Yorkshire Police on 101 quoting reference number 12250142097.' The police investigation is ongoing before a report will be sent to the coroner. On Wednesday, a couple died after they fell from the cliff by Whitby Abbey. The bodies of the man and woman, believed to be in their 40s, were airlifted from the beach in Whitby as the tide came in. Ghislaine Maxwell quietly moved out of Florida prison while seeking Trump pardon
Jeffrey Epstein's accomplice Ghislaine Maxwell has been quietly transferred from a Florida federal prison to a lower-security facility in Texas as she seeks a pardon from President Donald Trump. Maxwell's move out of Federal Correctional Institution Tallahassee was confirmed by the Bureau of Prisons on Friday, amid her push for a deal to speak on the late Epstein and be released. 'We can confirm, Ghislaine Maxwell is in the custody of the Bureau of Prisons (BOP) at the Federal Prison Camp (FPC) Bryan in Bryan, Texas,' stated BOP inmate locator official Benjamin O'Cone. The reason Maxwell, 63, was moved was not immediately clear. Maxwell's attorney David Oscar Markus also confirmed that his client was sent to the Texas facility but said 'we have no other comment', according to USA Today. The disgraced British socialite in 2022 was sentenced to 20 years for helping convicted sex offender Epstein sexually abuse underage girls. About a month after her sentencing, she was transferred from the Metropolitan Detention Center in Brooklyn to FCI Tallahassee, which is a 'low security' prison for men and women. FCP Bryan is a 'minimum security' camp only housing women. Maxwell was interviewed by Deputy Attorney General Todd Blanche of the Justice Department for two straight days last week. She 'answered every single question' and 'never invoked a privilege, never declined to answer', Markus said. The Justice Department brokered the interview despite asking the US Supreme Court to reject Maxwell's appeal of her conviction. The Trump administration continues to face criticism after the Justice Department and FBI last month said there is no incriminating Epstein client list, breaking from an earlier promise to disclose the documents. Home Office pauses asylum hotel plans in Spelthorne
Government plans to exclusively house male asylum seekers at a hotel have been paused. It comes as Surrey Police put a dispersal order in place in Stanwell, which allows officers to remove individuals who are causing or likely to cause disorder or crime. The force said it took the step following reports of criminal damage and anti-social behaviour after 100 people protested outside The Stanwell Hotel on Thursday. Spelthorne Borough Council (SBC) says families, including vulnerable women and children, seeking asylum are currently staying at the hotel. 'Integrating well' SBC leader Joanne Sexton had warned that a Home Office proposal to house men at the hotel was causing concern in the local community. She added it would also mean that the families - who she said were "integrating well and building community ties" - would be relocated. Ms Sexton welcomed the "temporary pause" by the government, which met with SBC on Friday. But she said she was "still concerned about the potential consequences of the proposed changes and the impact they will have". The Home Office has said it is fixing a "broken system" and that the security of local communities around hotels was always a "paramount concern". "From over 400 asylum hotels open in summer 2023, costing almost £9m a day, there are now less than 210," it added."We want them all closed by the end of this Parliament."Asylum seekers in hotels fell by almost 6,000 in the first three months of 2025 - down 15% from December, according to the Home Office. More talks planned The Surrey Police dispersal order, in place until 21:29 BST on Saturday, covers Town Lane, Trinity Close, St. Mary's Crescent, Village Park and Lauser Park."We respect the right to peaceful protest and will facilitate this wherever possible where it is safe to do so," said Surrey Police. "However, criminal offences and public disorder will not be tolerated."We will take robust action against anyone who commits a criminal offence," the force added. An SBC meeting is due to take place on 7 August to discuss the matter further.
