Welcome back to another edition of My Take 5, your weekly roundup of international news. This week we are discussing the Pahalgam terror attack and its fallout, China's support for Pakistan, the Ukraine-US minerals deal, Liberals' surprising win in Canada, and 50 years since the end of the Vietnam war. So let's get to it.
Pahalgam terror attack: In the worst terror attack in years, 26 tourists were gunned down by terrorists in Kashmir's Pahalgam. The attack has not only shocked the nation but also posed a serious challenge for security agencies. That despite Kashmir's formidable security dragnet the terrorists were able to slip through and cause mayhem against tourists – when targeting tourists has been a rarity in Kashmir – certainly points to serious lapses. Those lapses need to be thoroughly investigated and the probe report made public as soon as possible so that future Pahalgams are averted. This much we owe to the victims of the massacre and their grieving families, as well as to the state of Jammu & Kashmir that was on the path to normalcy after the nullification of its special status in 2019.

Govt plans to develop birthplaces of eminent personalities
1 2 Bhubaneswar: State govt is planning to launch a new initiative, 'Mahapurush Adarsh Gram Yojana', focusing on developing villages that are birthplaces of eminent personalities. The govt has instructed district collectors to identify and create a list of eligible villages. According to the panchayati raj and drinking water department, chief minister Mohan Charan Majhi has conceptualised the scheme that seeks to combine rural development with preservation of historical legacy. Sources said the proposed programme will coordinate various existing govt schemes and departments to achieve complete saturation of development parameters in the villages. Key focus areas will include infrastructure development, education, healthcare, sanitation and digital connectivity. "This will be a new convergence-based scheme focusing on complete development of selected gram panchayats where eminent personalities were born. We are currently finalising the guidelines as per the CM's vision," Girish S N, secretary of the department, told TOI. The scheme envisions establishing memorials, museums and welcome arches in the villages, while also developing the ancestral homes of distinguished personalities. Right-wing Senator Miguel Uribe, aged 39, underwent urgent surgery following Saturday's attack at a Bogota campaign rally, but medical staff indicate his condition remains critical. The Santa Fe Clinic medical team stated he continues in "the most grave condition and the prognosis is reserved", reported AFP. The shooting has deeply unsettled Colombia, where citizens thought the era of political and drug-related violence was behind them. Citizens gathered in major metropolitan areas on Sunday for candlelight vigils, prayers and to express their outrage. "Our hearts are broken, Colombia hurts," said Carolina Gomez, a 41-year-old businesswoman, whilst lighting candles outside Uribe's hospital. Supporters united in chanting "strength to you Miguel" and "the people are with you." Officials confirmed no specific threats existed against Uribe, though he maintained security protection like other public figures. The Senator's family narrative reflects Colombia's troubled past, making this incident particularly significant. His grandfather, former president Julio Cesar Turbay, governed from 1978-1982 during guerrilla conflicts and cartel expansion. Uribe is notably the son of Diana Turbay, a renowned journalist whose death by Pablo Escobar's kidnapping devastated Colombia. Meanwhile, Colombia's Defence Minister Pedro Sanchez announced Sunday that approximately 100 investigators are examining the attack's motive. He previously announced a reward of roughly US$725,000 for crucial information about the perpetrators. Andhra CM N Chandrababu Naidu pitches financial incentives to have more kids
VIJAYAWADA: Andhra Pradesh, which once amended its laws to bar people with more than two kids from contesting panchayat and municipal elections, now plans to incentivise having larger families as part of a strategy to combat dropping fertility rates and shift focus to what chief minister N Chandrababu Naidu terms 'investment in human capital'. 'I am looking at giving financial incentives by taking a family as a unit. The bigger families may get higher incentives,' Naidu told TOI ahead of completing a year in office on June 12. 'As part of the 'Zero Poverty ' initiative, I have already rolled out an interesting model in which wealthier people will adopt poor families. This will not only bridge income disparities, but also ensure welfare of the entire family,' he said. The four-time CM, who has been an advocate of population management, said the current demographics in the southern states require govts to revisit their strategies. With current fertility rate, Andhra will face serious problems: CM Fertility rates in Andhra Pradesh need to increase. Tamil Nadu CM M K Stalin said recently that with the Centre pushing for population-based delimitation of constituencies, there was a need for people in the state to have more children.
