Rio's RioFilme and Brazil's Federal Government Announce $23 million Incentives Package for Film and TV Production, Distribution
RIO DE JANEIRO – Leonardo Edde, president director of Rio's state-owned film agency RioFilme announced a package of incentives for film and TV production and distribution worth a total R$ 131 million ($23 million) during a panel at Rio2C on Thursday.
With Edde joined on the panel by Alex Braga, president director of Brazilian film-TV agency Ancine, and Marcio Tavares, exec secretary of Brazil's Ministry of Culture, the round table also allowed its speakers to set some priorities for federal and Rio film-TV policy.

Brazil's federal government will put up R$100 million ($17.5 million) of the package tapping into its powerful Audiovisual Sector Fund (FSA), administered by Ancine; Rio's City Hall will cover the remaining R$31 million ($5.5 million) as part of a pioneering cooperation between federal and local governments.
RioFilme will distribute the coin to Rio-based companies through public tenders, a usual practice in Brazil. The call for applications opens June 25.
The public-sector aid package also includes incentives to different areas of production and distribution. A total of R$39 million ($6.8 million) will be destined to complement the financing of 12 live-action or animated feature film projects with strong B.O. potential.
Another R$20 million ($3.5 million) will complement the financing of 10 low-budget film projects. In both cases, in order to apply, producers must already have raised part of their pics' financing, but not enough to go into production.
A second line of incentives totalling R$16 million ($2.8 million) aims to complement the financing of six fictional live-action or animated series.
The package also includes a R$5 million ($880,000) funding line for the development of films, TV series, animations and docs projects.
For distribution, the package has an R$8 million ($1.4 million) subsidy budget to fund the theatrical release of 10 features.
'For us in Ancine, having a local partner is very positive, because it assures that the funding will be properly invested. We understand that Rio de Janeiro is strategic for the development of the film and TV industry in Brazil,' said Braga.
Edde praised the cooperation with the federal government and vowed to continue.
'As of July, we will be negotiating with the federal government a second round of financing that hopefully will be in place by the end of this year,' he said.
Tavares talked about one of the key issues for Brazilian producer and government alike, the creation of investment quotas for VOD players in Brazil, along the lines of those created in many E.U. states.
'In these two and a half years of (President Lula's) government, we invested more in the audiovisual sector than any other government. The next step is the regulation of the streamers,' Tavares said. 'We must pass the regulation in Congress this year. With the recent international prizes, Brazilians are proud of their films, and we must profit from this favorable scenario to approve the regulations.'
Latin America's largest creativity event, Rio2C takes place in Rio over May 27 – June 1.

Oscar Piastri beats Lando Norris to pole for Spanish Grand Prix
Oscar Piastri delivered a hammer blow to Lando Norris's bid to win back-to-back races by seeing off his title rival to take a commanding pole position for the Spanish Grand Prix. Piastri holds a three-point championship lead over Norris, and the Australian delivered in qualifying to beat the British driver by an impressive 0.209 seconds at Barcelona's Circuit de Catalunya - the biggest pole margin of the season so far. Advertisement World champion Max Verstappen took third place for Red Bull, one spot clear of Mercedes' George Russell. Verstappen and Russell set identical times with the former taking the higher grid slot after setting his time first. Lewis Hamilton qualified fifth with Kimi Antonelli sixth for Mercedes and Charles Leclerc, who completed just one quick lap in Q3, seventh. McLaren have won six of the eight rounds so far, and their rivals might have hoped that a clampdown on flexible front wings - which some believe has contributed to the British team's rise - would slow them down. However, the rule tweak has done little to influence McLaren's speed, with Piastri and Norris embroiled in a tense battle for pole. Norris secured top spot in Monaco a week ago before going on to claim his first win since March's season-opening round in Melbourne. Colapinto has stopped at the pit exit and will go out anyway as he is in the bottom five. Hamilton has done a better lap and will be safe. 03:17 PM BST Final runs incoming Verstappen and Russell are the only two to have remained in the garage but Piastri has now returned to the pits. The first race here in Barcelona was back in 1991 but today looks set to be the final qualifying in Catalunya. Today it is time for qualifying, which is very important around this circuit with the polesitter taking the victory around 70% of the time. Advertisement The season has been dominated by McLaren so far, top of the constructors standings on 319 points, more than double the number of points as second-placed Mercedes who have 147 points, and McLaren's dominance has continued this weekend thus far. Lando Norris topped the timesheets in first practice before his teammate Oscar Piastri, who leads the drivers championship on 161 points, was fastest in second and third practice. Piastri's set a time of a 1:12.387 in third practice, more than half a second clear of Norris, who did complain in third practice about porpoising, an issue we have not heard much about for a couple of years. The Ferrari of Charles Leclerc was third fastest, more than seven tenths down on Piastri. George Russell was fourth with Max Verstappen in fifth. Can Lando Norris back up his pole last week in Monaco with another pole today? -Just three points separate Piastri and Norris in the drivers' standings, with Verstappen a further 22 points back from Norris, who closed the gap on his McLaren teammate by winning in Monaco last time out, his first win since the opening race in Australia. Norris has two wins to his name this seaosn whilst Piastri has won four times and Verstappen won the other two races. There were concerns at the end of third practice earlier down at Ferrari as Lewis Hamilton, who was ninth quickest in the session, had issues with his gear shift, a day after he claimed his Ferrari was 'undriveable'. This has been a happy hunting ground for Hamilton, with six wins around this circuit, the joint-most alongside Michael Schumacher. For the home favourites, Aston Martin's Fernando Alonso was eighth whilst Carlos Sainz in the Williams was 13th. There were reliability problems for the other Williams of Alex Albon, who finished 19th in final practice having spent the second half of the session in his garage. 73 Million People Watched This Teen's Churro Explode In Her Dad's Face — Here's What Went Wrong
This week in food news, a teen is making churros for Spanish class. I know what you're thinking: must be a slow news week. I thought so too. Until I watched the video about the classic Mexican crunchy pastry with a "surprise" center — and over 73 million TikTok views (and counting). Meet TikTok user Morgan — the high schooler who just wanted to ace her school project by making homemade churros. As the video's caption stated, it was her first time making the fried dough treat. She sat her father down to try her chocolate-dipped project, stating in American-accented Spanish: "a tiempo probar los churros." Everything was going great… until her dad took the first bite on camera. Cue: the explosion. Morgan let out a startled laugh after her dad's first bite made a sound like a gunshot and bits of churro flew out of his mouth. People's hilarious reactions to the video were probably a small consolation as Morgan and her dad cleaned up the dough shrapnel. One TikTok user commented: "girl, they said assignment, not assassinate." Another commented: "Spanish project or science project?" The comments were FLOODED with more than just reactions — people were trying to figure out what happened: And a few food science-savvy chimed in with their opinions. One user argued: "The churro exploded because steam got trapped inside the dough, and the pressure blew it up when it couldn't escape. Basically, [she] made a mini pastry bomb." And yep — they're right! Churro dough contains egg, which produces steam when fried. Another comment furthered the point: "That's why churros are a star shape with lines on them and not round." If you looked closely, you can see this Spanish project is missing a key feature of most churros: the ridged edges: Turns out those little ridges on the fritters aren't just for show. They increase the dough's surface area, allowing steam to escape, which is critical to preventing what happened to Morgan's dad. Trapped hot steam doesn't just ruin the churro, it can also be dangerous. People in the comments were seriously worried about her dad — if the steam had actually burned him — so they made sure to give us an update video. In an update video, the dad said, "I took a bite and thought my head was going to blow off.... I won't be able to taste anything for at least a year... my lips are burned, but I'm not dead." Morgan laughed in reaction to the exploding churro, which could make you think it was some sort of prank. One commenter suggested foul play, saying, "I'm convinced there's a reason you didn't go first lmao." But the father was just an unfortunate snafu. In the follow-up video, the dad said, "It was a total accident. 100%. We were both in shock... She's a good daughter." People were both wildly entertained by the update on the whole debacle and incredibly relieved. No word yet on whether Morgan's exploding churros earned her a passing grade — but if viral views count, she's got an A+ in the bag!
