Response urged to ensure future of coast

Otago's coast is experiencing ''some of the most intense ocean warming'' anywhere in New Zealand and a co-ordinated response is required to ensure its future health, a national environmental protection advocacy group says.
The Environmental Defence Society (EDS) yesterday released a 52-page report focused on the Otago coast as part of its ongoing project to develop concrete recommendations for reform of New Zealand's oceans management system.
Report author and EDS policy director Raewyn Peart said the effects of climate change were more extreme here than would otherwise be the case, because they came on top of existing pressures on the marine environment including sedimentation and the impacts of fishing activity.
''The area is subject to some of the most intense ocean warming experienced anywhere in the country, and keystone species such as bull and bladder kelp are suffering badly, with likely cascading impacts for other marine life.
''The future health of Otago's coastal marine area will depend on the implementation of an integrated strategy that effectively deals with these cumulative pressures.''
Her report, one of a series of case studies, followed from a 2021-22 project that reviewed issues with present marine protections and developed options for reform such as new models for spatial protection, integrated management and legislative design.
Her examination of the issues in Otago included a literature review as well as confidential interviews with 12 people involved in the area, including Fisheries New Zealand and the Otago Regional Council staff, University of Otago and Niwa scientists, representatives from the commercial and recreational fishing sectors, a Māori consultant and a seabird conservationist.
The report provides an overview of the present state of the environment and an examination of ''two key challenges'', namely sedimentation and spatial marine protection.
Sedimentation, which would likely increase with climate change due to more intense storm events, could smother pāua, increase larval mortality and reduce suitable substrate for settlement.
It also affected kelp forests, causing ''coastal darkening'' and hindering photosynthesis.
''There is also evidence of sedimentation directly impacting estuaries.''
The creation of the proposed marine protected areas had stalled due to legal proceedings, she said.
An update of the regional coastal plan by the Otago Regional Council was not expected before mid-2028 when there could be a different regulatory framework for coastal planning in place.
Fisheries New Zealand also recently released guidance on protecting habitats of significance to fisheries management but has yet to identify particular to the Otago coast.

New Zealand's science sector, once hailed for its agility and ingenuity during the pandemic and natural disasters, is now grappling with what researchers say is a crisis of confidence, fuelled by shrinking budgets, unstable funding pathways, and policy decisions that increasingly favour commercial returns over long-term public good. Last month, a total of $212 million was cut from the science sector in this Budget, which reprioritises existing research funding towards commercially focused science and innovation. A sizeable portion goes to Invest NZ and a new gene tech regulator. The Government says it backs the sector and is prioritising industry partnerships, private-sector investment, and 'innovation outcomes with measurable economic impact.' While officials insist the move reflects 'fiscal discipline and real-world alignment,' many in the sector say it amounts to a dismantling of the research base. Newsroom political journalist Fox Meyer tells The Detail 'the scale of the cuts is not great for the sector, but it's also more about the lack of investment'. 'It's one thing to have cuts and reprioritisation, but people have been calling for more of just anything for some time now. Now, there is a lot of frustration. 'Science funding has been stagnant or declining for years now, and a decision to reprioritise stuff is not necessarily going to put money in the Government's pocket like they think.' With a focus on the bottom line, is this the Government pulling off a Sir John Key 'show me the money' moment, with a scientific bent? 'That actually goes both ways,' says Meyer. 'Scientists are looking at the Government saying, 'Show me the money if you want me to produce more money', and the Government is looking back at the scientists and saying, 'Well, you show me the money, what are you bringing in, how are you lifting your weight?'. 'That is going to be a hard one to reconcile unless the Government is willing to pony up and make the investment.' He worries the fall-out will include a 'brain drain' with our country's brightest and best scientists and researchers opting to take up positions overseas. 'My connections in the science world – plenty of them – have moved. 'The chief science adviser for the Department of Conservation has moved to Australia … that's an expert in a cutting-edge field that we have lost to a company in Australia. 'And it's not the only example of this sort of thing. We invest so much in training up these scientists, and they are very skilled scientists, and then to not give them what they are asking for and what they need, I feel it falls short of our own investment.' In fairness, it is not all doom and gloom. 'So, the positives, there is a new funding pool for Māori-related science, that's a good thing. There's the sector-wide report that has come out, which has given us a good look at the sector. We know more now, that's a good thing. And the chief science adviser has been appointed, and the panel around him has been appointed, that's a good thing there.' Meyer says the sector is crucial to all parts of New Zealand. 'The science sector is about answering questions. If you have questions, science is a method, and it is used to answer a lot of those questions … the more money that we put into this sector, the more questions we can answer. And the more questions we can answer, the more answers we can sell. 'If the Government is worried about economic growth, and they want to champion this sector, then you've got to put your money where your mouth is. 'I am going to be curious to see how they can steer the ship of science, when maybe what they are most suited for is selling the fruits of science.' Find the money now or face "astronomically expensive restoration efforts" for Otago's deepwater lakes later, a regional councillor says. Cr Alexa Forbes, of Queenstown, said the Otago deep water lakes technical advisory group had clearly shown that research to support "proactive management" was far more cost-effective than remediation after degradation was evident. Voting in favour of the most ambitious research proposal in front of Otago regional councillors was a "no-brainer", Cr Forbes said yesterday. And councillors subsequently did vote unanimously in favour of pursuing an up to $20 million, 10-year monitoring and research effort for Lakes Wakatipu, Wānaka and Hāwea. Cr Forbes praised the decades-long campaigning by University of Otago freshwater scientist Associate Prof Marc Schallenberg and Guardians of Lake Wānaka president Don Robertson, who she said had both been raising the issue of the lakes' health "for a long, long time". Now, degradation of the lakes was "impossible to ignore", Cr Forbes said. "We've got multiple interconnected environmental stressors with long-term consequences for biodiversity, for our economics, for our water quality, for our environmental health and for how we live among these lakes," she said. "We can't move forward without evidence. "We can't not afford it. "The report makes the case for strategic research that can prevent astronomically expensive restoration efforts." The technical advisory group's report to the Otago Regional Council's science and resilience committee yesterday said recent test results had highlighted "concerning patterns and the limitations of the existing monitoring programme". Monitoring by the council showed algal biomass in the lakes had doubled in the past nine years. Invasive zooplanktonic and phytoplanktonic species had gained a foothold. And climate change signals had been observed in the region. However, it was "not clear exactly" why or how this was happening, because the monitoring programme now in place was not able to identify the "stressor-response relationships" at play, which limited its usefulness, the group's report said. Cr Elliot Weir said the $20m price tag for the work was "dwarfed by the economic and social and cultural and aesthetic benefits that those lakes bring". "Let's set this direction today," they said. "We do want to take care of these lakes and we'll invest quite heavily, if necessary, to fill those big knowledge gaps to do so." Council chairwoman Cr Gretchen Robertson said other organisations needed to get involved in the work. "We can't be the only organisation in this space. "And actually, we can't afford $20m. "But this is extremely important. "These lakes, as Cr Weir has just outlined, are incredibly valued, not just in Otago, but nationally. "They bring a huge amount to our country in terms of values Kiwis put on them — also international visitors. "We can't have them deteriorating. "Other lakes have got huge investment and research programmes that have been put into them once they've got to the point where they've deteriorated — we don't want to have that happening here." At the councillors' request the technical advisory group will now develop a more detailed research and monitoring plan at the $20m funding level. The group has also been asked to identify "funding opportunities" apart from the council to pay for the work.

Press Release – University of Auckland The number of people diagnosed with multiple sclerosis (MS) in New Zealand increased by a third between 2006 and 2022, according to research from the University of Auckland. The prevalence of multiple sclerosis in New Zealand has sharply risen since 2006, especially in some communities, according to a University of Auckland study. Lead author Dr Natalia Boven, a postdoctoral fellow from the University's COMPASS Research Centre, says the study found the MS prevalence rate had climbed to 96.6 per 100,000 people as of June 2022, an increase from 72.4 per 100,000 in 2006. 'And notably, while European New Zealanders are being diagnosed with MS at a higher rate (132.4 per 100,000), we found MS increased substantially for Māori, Pacific peoples and Asian ethnic groups over the same period,' she says. Boven says Māori rates rose from 15.0 per 100,000 to 33.1 per 100,000 in 2022, the Pacific rate rose to 9.2 per 100,000 and the Asian ethnic group rate increased to 16.0 per 100,000. 'And of concern is the data shows people living in more deprived areas were less likely to be diagnosed with MS,' says Boven. 'This pattern was more pronounced for Māori and Pacific peoples, which suggests they may face barriers accessing services to receive a MS diagnosis.' As a social scientist, she says more research is needed to find out whether this is the case, and what the barriers might be, as an early diagnosis can make all the difference in terms of delaying disease progression and therefore improving quality of life. Experts agree that multiple sclerosis is a manageable and treatable condition in most cases, especially with early diagnosis. Recently published in the New Zealand Medical Journal, the study was backed by Multiple Sclerosis New Zealand (MSNZ). National manager Amanda Rose says patients regularly report the biggest barriers to diagnosis are a lack of MS awareness in the community, and critical shortages of specialistservices which can delay diagnosis from a couple of weeks to as long as several years in some instances. 'Too many New Zealanders face delays in being diagnosed with MS due to limited access to specialist neurologist appointments and MRI scans,' says Rose. 'The longstanding shortage of neurologists in Aotearoa has created long waiting lists for many people with neurological conditions, including MS. We've been advocating for over ten years to increase our number of neurologists, with little to no progress.' The study used the Stats NZ Integrated Data Infrastructure (IDI) and included anonymous data from hospitalisations, disability support, pharmaceutical dispensing of MS treatments and needs assessments. To build on the study's findings and support targeted advocacy for those with the condition, Multiple Sclerosis New Zealand has now contracted University researchers at COMPASS to expand their scope. They will again be using IDI data to explore the demographic and socioeconomic characteristics of people living with MS in Aotearoa; including geographic distribution, education, income, and employment history, access to disability support, allied healthcare, and income support.
