KUWAIT CITY, Feb 18: Kuwait advances three spots in the annual 50-country Agility Emerging Markets Logistics Index, improving its competitiveness in domestic logistics and business fundamentals at a time when it has 'embraced the PPP model to deliver its Vision 2035 ambitions,' the Index says. Kuwait's improved performance in the 2025 Index comes as the Gulf region stands out as a 'beacon of resilience' and 'gateway to the rest of the world' for major Asian exporters and other trading nations, according to the report. 'It is clear that Kuwait is entering a new phase, the features of which are evident in the government's ability to involve the private sector in its key development projects.' says Agility Vice Chairman Tarek Sultan. 'The government has astutely managed difficult economic issues with an eye toward the future, improving the country's competitiveness and business climate. '
The Index, a survey of logistics industry professionals and annual ranking of emerging economies is in its 16th year. This year's Index shows the industry entering 2025 with caution. In the survey of 567 executives, more than 62% say they've overhauled their supply chains to safeguard against inflation, looming trade tariffs, the possibility of a global economic downturn and other major risks. Nearly 55% of respondents see a global recession as likely or certain. Almost 82% say tariffs and other trade protectionism are having a significant impact on their supply chains. Seventy-two percent say risks in emerging markets have increased over the past year.
The Index ranks the world's 50 leading emerging markets for overall competitiveness based on domestic and international logistics strengths, business climates and digital readiness -- factors that make them attractive to logistics providers, freight forwarders, air and ocean carriers, distributors and investors. The 2025 Index features an in-depth analysis of GCC economies. Individually and as a group, the six Gulf countries are positioning themselves as global trade hubs, investing heavily in infrastructure, AI, energy transition, and workforce development. 'Economic headwinds' and Red Sea shipping attacks 'have done nothing to derail the (GCC) region's development strategies,' the Index says.
Throughout the region, 'market accessibility … is improving year-by-year. Foreign ownership levels, ease of capital inflows and outflows, legal frameworks to protect investments, and clearing and settlement procedures are critical to ensuring that (these markets are) attractive to foreign investors.' Gulf countries are among the leaders in every category of the Index. In the overall rankings, all six GCC countries rank in the top 11 for best business conditions. The countries most digitally ready are China, UAE, Malaysia, Qatar and Saudi Arabia. Stability at the top of the 50-country rankings was accompanied by volatility and movement further down in the Index. China, India, UAE, Saudi Arabia, Malaysia, Indonesia, Mexico, Qatar, Thailand and Vietnam rank 1 through 10. Colombia (No. 21) leaped up the rankings; as Nigeria (43), Bangladesh (39) and Ukraine (40) tumbled.
In international logistics opportunities, China, India, Mexico, Indonesia and Saudi Arabia rank highest. In domestic logistics, the leaders are China, India, Indonesia, Saudi Arabia and UAE.
2025 Index Highlights Survey
Recession -- Nearly 55% of respondents see a global recession as likely or certain.
Protectionism -- Almost 82% say tariffs and other trade protectionism are having a significant impact on their supply chains.
Emerging markets – 72% say risks in emerging markets have increased over the past year.
China – 54% intend to move production or sourcing out of China in the next five years with U.S.-China trade friction, labor costs and increasing domestic regulation being the biggest factors.
Africa – Despite seeing heightened risks in emerging markets, 35% plan to boost investment in Africa in 2025 vs. only 8% planning to cut back there.
Net-Zero – Nearly 65% say their companies are on track to meet net-zero goals.

In Europe: Ukraine (40). Transport Intelligence (Ti), a leading analysis and research firm for the logistics industry, has compiled the Index since it was launched in 2009. John Manners-Bell, Chief Executive of Ti, said: 'Despite global economic headwinds and disruption to shipping lanes over the last year, the Gulf economies have proved exceptionally resilient.
Diversification and their focus on investment in transport, the green energy transition, and other major infrastructure projects has laid the foundations for future growth. The improving security situation across the region will only act to accelerate their development as a bridge between emerging superpowers and the West.'

Hong Kong's Hang Seng gained 0.9% to 23,856.54, while the Shanghai Composite was little changed, inching down less than 0.1% to 3,374.30. On Wednesday, the S&P 500 finished the day virtually unchanged at 5,970.81 and remained 2.8% below its all-time high. The Dow Jones Industrial Average fell 0.2% to 42,427.74, and the Nasdaq composite added 0.3% to 19,460.49. The action was stronger in the bond market, where Treasury yields tumbled following the weaker-than-expected economic updates. One said that activity contracted for US retailers, finance companies and other businesses in the services industries last month, when economists were expecting to see growth. Businesses told the Institute for Supply Management in its survey that all the uncertainty created by tariffs is making it difficult for them to forecast and plan. ‘Kuwait-China inked MoUs, projects on steady track'

KUWAIT CITY, June 3: Assistant Foreign Minister for Asian Affairs Ambassador Samih Johar Hayat confirmed that the implementation of the agreements and memoranda of understanding signed by Kuwait and China is proceeding steadily. Hayat made the statement to reporters on the sidelines of an official farewell ceremony to mark the end of the tenure of Chinese Ambassador to Kuwait Zhang Jianwei. Several senior officials, ambassadors and diplomats; including Minister of State for Economic Affairs and Investment Noura Al- Fassam and Undersecretary of the Ministry of Defense Sheikh Dr. Abdullah Al-Sabah attended the event. Hayat disclosed that cooperation, consultation and coordination between the governments of the two countries continue on a daily basis -- both with the Chinese leadership and the Chinese ambassador to Kuwait -- and that things are progressing well. Mega Projects He revealed there are six major development projects called the 'Mega Projects,' which are being implemented jointly by the government and the Chinese companies. 'These are government-to-government projects. We are moving forward to implement all the agreements signed with China,' he confirmed. He said His Highness the Amir Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah, His Highness the Crown Prince Sheikh Sabah Al-Khaled Al-Sabah, His Highness the Prime Minister Sheikh Ahmad Abdullah Al-Ahmad and the concerned ministers fully support these projects. He added that daily reports regarding any step taken with China are submitted to the leadership. On the possibility of Kuwait reciprocating China's one-year visa waiver for Kuwaitis, he asserted, 'this is not new. We signed an agreement with China in 2014, exempting holders of Chinese diplomatic, special, official and service passports from visa requirements, while Kuwaitis hold diplomatic and special passports.' He disclosed that His Highness the Crown Prince was informed about the new Chinese initiative during his meeting with the Chinese Premier on the sidelines of the GCC-ASEANChina Summit. He stated that His Highness met with the heads of delegations at the summit, where the Chinese Premier told His Highness: 'Given the daily growth of our strategic relations, we would like to offer this exemption to Kuwaitis for a trial period of one year.' He said Kuwait is studying this matter to have a memorandum of understanding to regulate the exemption for ordinary Kuwaiti and Chinese passports. Regarding His Highness the Crown Prince's visit to Japan, Hayat stressed, 'it was a historic visit that embodied the mutual trust between the leaderships and governments of the two countries. During this visit, bilateral relations were elevated to the level of comprehensive strategic relations.' He believes this will open the door for the two governments to develop their relations and implement the five agreements signed on the sidelines of the visit. He disclosed there are more than 30 memoranda of understanding signed with Japan that will be implemented soon. Addressing those present at the event, Hayat said 'we bid farewell to the Chinese Ambassador after a busy period in serving the bilateral relations between the two countries. I am honored to convey the greetings of Minister of Foreign Affairs Abdullah Al-Yahya, whom I represent at this ceremony, as well as the greetings of Deputy Foreign Minister Ambassador Sheikh Jarrah Al-Jaber Al-Sabah, the assistant foreign ministers, and all the Ministry of Foreign Affairs staff.' Progress On the other hand, Jianwei stated 'over the past three years, bilateral relations with Kuwait have made tangible progress, especially in the implementation of agreements. We will work with the Kuwaiti side to implement these agreements, especially since we have noted with pleasure that some projects, such as Mubarak Al-Kabeer Port, have made significant progress and are now well underway, thanks to the close cooperation between China and Kuwait.' On whether construction has resumed at Mubarak Al-Kabeer Port, he disclosed 'the Mubarak Al-Kabeer Port has entered the design and construction phase, and work will continue, because this is a very large project that requires a feasibility study. The designs are precise. Now, the first phase of the designs has begun. We are optimistic about the future of our cooperation on projects and in other sectors.' About the timing of the Mubarak Al-Kabeer Port project, he pointed out 'major projects take time and years to implement. I believe that through close cooperation between the two countries, the project will proceed smoothly.' He also expressed his happiness over China's recent decision to exempt Kuwaiti citizens from entry visas, describing it as good news that refl ects the strength of the relationship.

The agreements were signed by Kuwait's Minister of Foreign Affairs Abdullah Al-Yahya, in the presence of the Kuwaiti delegation. Details of the agreements were not disclosed. According to the Kuwait News Agency (KUNA), the ceremony reflected the shared commitment of both countries to strengthen and expand cooperation across key sectors. Sheikh Sabah Al-Khaled arrived in Tokyo on an official visit to Japan on Wednesday, marking the first high-level Kuwaiti visit to the country since 2016. He is also expected to visit the Japanese city of Osaka, where Kuwait is participating in Expo 2025. An official reception ceremony for His Highness the Crown Prince was organized by the Japanese prime minister, which included a military parade and the playing of the national anthems of the countries. The prime minister also held a banquet in honor of Sheikh Sabah Al-Khaled and his accompanying delegation. After meeting with Japanese Emperor Naruhito, His Highness the Crown Prince held a series of high-level meetings with senior Japanese officials and business leaders. He received the Governor of Tokyo, Yuriko Koike, at his residence in the Japanese capital. Present at the meeting were Foreign Minister Abdullah Al-Yahya, Undersecretary for Foreign Affairs at the Office of the Crown Prince Mazen Issa Al-Essa, Assistant Foreign Minister for the Minister's Office Affairs Ambassador Bader Saleh Al-Tunaib, Assistant Foreign Minister for Asian Affairs Ambassador Sameeh Johar Hayat, and Kuwaiti Ambassador to Japan Sami Ghassab Al-Zamanan. His Highness also met with Japanese Member of Parliament and Chairman of the Japan-Kuwait Parliamentary Friendship Association, Eisuke Mori. The meeting was attended by the same members of the Kuwaiti delegation. Additional engagements included meetings with Shunichi Miyanaga, Chairman of the Japan Cooperation Center for the Middle East and Chairman of the Board of Directors of Mitsubishi Heavy Industries, and Yasuo Nishiyama, Representative Director and Chief Operating Officer (COO) of Hakuhodo Japan.
