FBR to spend Rs180m on computer stationery

In an astonishing disclosure, the Federal Board of Revenue's (FBR) procurement plan for the fiscal year 2025-26, revealed on Thursday, shows that Rs180.36 million out of a total of Rs560 million will be spent solely on the purchase of computer stationery.
According to the procurement plan documents released by the FBR, Rs5 million have been earmarked for refreshments, including tea and biscuits served during official meetings.
Fuel for official vehicles will cost the FBR Rs35 million, while more than Rs20 million have been allocated for vehicle maintenance.
Expenditures related to visits by foreign delegations have been budgeted at Rs10 million. Similarly, telephone and trunk calls will cost the FBR Rs16.7 million.
An amount of Rs180.36 million will be spent on the purchase of computer stationery alone. An estimated Rs70 million will be spent on hardware repairs, while Rs19.8 million have been allocated for FBR's security.

The event drew excitement from onlookers along the Raiwind and Canal Roads. Provincial Transport Minister Bilal Akbar Khan briefed the CM on the technical features of the electric train manufactured by Norinco International. The transit system comprises three air-conditioned coaches with capacity for 320 passengers. Designed for urban commuting, the fully electric train can travel up to 40 kilometres on a single charge. A fourth coach may be added in future configurations. The system, already operational in Turkey, China, and the United Arab Emirates, is being introduced in Pakistan as part of a push for environment friendly modernised transport. The government touts the initiative as a step forward in reducing traffic congestion and air pollution. "This project is not just about transportation — it's a symbol of progress," Chief Minister Maryam Nawaz said during the visit. "Every day now brings good news for the people of Punjab. The SART will enhance Lahore's beauty and connectivity, and similar projects are in the pipeline for Gujranwala and Faisalabad." In a related development, the chief minister announced the rollout of 1,100 electric buses across Punjab. These buses, which will serve both major cities and towns, will charge a fare of Rs20, aiming to make sustainable transport accessible to a broader population. Speaking later at a ceremony under the "Apni Chhat Apna Ghar" initiative, the chief minister reaffirmed her administration's commitment to addressing public service gaps. She pledged to end water shortage across the province within a year through major infrastructure investments. Additionally, she noted the reinstatement of free medicines for the public, reporting that 95 per cent of patients now receive medications at no charge. Specific programmes include home delivery of tuberculosis medicines and insulin for children. She said efforts to expand community health access were under way through the Clinic on Wheels programme, which was delivering free primary care to neighbourhoods.

Stakeholders from the IT industry and freelancers' community have proposed that the government establish a dedicated regulatory cell to oversee key initiatives, especially on data collection. The recommendation was discussed in a meeting of the working group chaired by Shaza Fatima, Federal Minister for IT and Telecommunication, under the directives of Prime Minister Shahbaz Sharif, in Islamabad. The participants of the group included the Chairman of the Federal Board of Revenue (FBR), Governor of the State Bank of Pakistan (SBP), Secretary of the Ministry of IT and Telecom, and others. The working group deliberated the need for targeted support for the IT sector to facilitate growth, upskilling and reskilling, based on accurate data to help develop a roadmap and to enhance productivity and export through targeted interventions. It recommended comprehensive data collection on software companies, their employees, exports, tax records, global presence, and the type of services. Additionally, details on freelancers and remote workers, including their locations, credentials, earnings, type of work, and certifications. AI policy can revolutionize Pakistan's economy, say experts The group suggested that the central bank provide analytics to the IT industry through revision of the R Form and simplifying the tracking mechanism at both the company and individual levels. Furthermore, a database should be developed in collaboration with universities on IT and other graduates. According to the proposal, the regulatory cell will oversee and promote activities of the IT industry and freelancers, support them in business expansion and attract foreign exchange through export receipts. It will also coordinate marketing events and encourage freelancers and IT companies to adopt formal channels. The cell is expected to supervise training, mentoring and certification frameworks for professionals and students, support upskilling and reskilling of human resources through free training, laptop schemes and co-working spaces. Also, the updated database could facilitate the provision of annual incentives to registered freelancers, i.e. free credits for remittance officially verified through data. The members of the working group included SBP Governor Jamil Ahmed, FBR Chairman Rashid Mahmood Langrial, Chairman of the Pakistan Freelancers Association (PAFLA) Ibrahim Amin, Secretary of the Ministry of IT & Telecom Member Zarrar Hasham Khan, CEO of the Pakistan Software Export Board (PSEB) Abu Bakar, Systems Ltd CEO Asif Peer and IGNITE CEO Adeel Aijaz Shaikh. The working group also urged the government to extend tax exemption for the IT industry and freelancers' community, which is set to expire next year. PAFLA Chairman Ibrahim Amin said that the government remains keen to promote the IT industry and freelancers' community through different initiatives and programmes. He added that remittance inflows through freelancers could increase significantly in the coming years, provided existing challenges are addressed. Amin also urged the government to provide incentives to IT companies and freelancers similar to those offered to Overseas Pakistanis under the Roshan Digital Account (RDA).

The Directorate General of Customs Post Clearance Audit (PCA) has uncovered large-scale under-invoicing and money laundering in the clearance of luxury vehicles through the faceless system. A shocking 127-page audit report has revealed what is being described as the largest trade-based money laundering scandal in Pakistan's history involving the import of luxury vehicles. According to the report, importers systematically undervalued the vehicles to evade billions of rupees in taxes. One of the most startling cases in the report involved a 2023 model Toyota Land Cruiser, which had a market value of over Rs10 million, but was cleared through customs at an absurdly low declared value of only Rs17,635, allegedly with the collusion of customs officers. The audit covered the period from December 2024 to March 2025 and reviewed post-clearance data of 1,335 imported vehicles. It found significant discrepancies between the declared and assessed values of the vehicles, with differences exceeding Rs. 1 million per vehicle in many cases. Importers declared the total import value of these vehicles as Rs. 670 million, while the actual value was found to exceed Rs. 7.25 billion. Due to this manipulation, importers paid only Rs. 1.29 billion in duties and taxes, while evading an estimated Rs18.78 billion in customs duties and taxes. According to the PCA report, not a single importer was able to provide proof that the payments for these vehicles were made through legal channels from abroad. This raised strong suspicions that payments were made through illegal hawala and hundi networks. The report further revealed that 99.8 percent of all Land Cruiser vehicles imported during the audit period were cleared using under-invoicing to evade taxes and duties. It warned that such organised under-invoicing not only results in massive tax evasion but also poses serious threats to Pakistan's financial system. These revelations come at a critical time, as Pakistan continues efforts to meet the compliance standards of international financial institutions, particularly the Financial Action Task Force (FATF) and the International Monetary Fund (IMF). The audit report has been forwarded to the Federal Board of Revenue (FBR), State Bank of Pakistan, and the Financial Monitoring Unit (FMU) for joint investigation and legal action against the network involved in this financial fraud.
