Jordan: JIEC attracts $338mln in investments, generates 11,000 jobs in 2024

AMMAN — The Jordan Industrial Estates Company (JIEC) achieved 'remarkable' investment results in 2024, attracting 211 new investments worth JD240 million.
JIEC, in a statement issued on Monday, noted that these projects are expected to create around 11,000 job opportunities during various operational phases, the Jordan News Agency, Petra, reported.
JIEC said that the new investments were distributed across the industrial and service sectors.
The company signed 175 industrial investment contracts with a total value of JD224 million, including 88 contracts with existing investors expanding their operations within the industrial estates, and 87 contracts with new investors, in addition to 36 service sector investment contracts.
King Abdullah II Industrial Estate (AIE) in Sahab topped the list in terms of industrial investment attraction, securing 61 projects worth JD81 million, which are expected to generate some 1,900 jobs.
It was followed by Al Hassan Industrial Estate, which attracted 46 investments worth JD30 million, with an estimated 3,800 job opportunities.
Al Muwaqqar Industrial Estate secured 26 investments valued JD95 million, expected to provide around 4,700 jobs in their initial operational phases.
Al Hussein bin Abdullah II Industrial Estate in Karak attracted 17 new investments worth JD5 million, anticipated to create about 170 job opportunities.
Madaba Industrial Estate secured 14 industrial investments totalling JD7 million, JIEC said, expecting these schemes to offer around 322 jobs during initial operations.
Regarding the origin of investments, the company revealed that 63 per cent were Jordanian, 25 per cent foreign, and 12 per cent joint Jordanian-foreign investments, covering a variety of productive sectors including plastics, engineering, paper and cardboard, pharmaceuticals, textiles, and construction.
JIEC Director-General Omar Juwaid attributed the success in attracting investments to the investment climate, strategic locations of the industrial estates, and the incentives offered to industrial investors.
Juwaid noted that 2024 witnessed a 'strong' performance in attracting industrial investments, coinciding with the completion of expansion phases and the tendering of additional industrial building spaces in several estates in order to accommodate new investments and meet investor demand for developed lands and ready-made facilities.
He praised the ongoing government support for industrial investment in Jordan's industrial estates, highlighting specific incentives in Al Hussein and Tafileh industrial estates.
Such incentives include electricity tariff reductions of up to 80 per cent for 10 years, listing investments on the productive branches programme, and a 50 per cent discount on container handling costs at the Aqaba port, the director-general noted.
He said that the total number of industrial investments in the 10 industrial estates managed by JIEC has reached approximately 975 companies, with total investments exceeding JD3 billion and providing nearly 63,000 job opportunities.
The completion rate of the first phase of Zarqa Industrial Estate reached around 60 per cent in 2024.
The facility is expected to attract numerous industrial projects, 'positively' impacting the total number of investments, capital inflows and job creation across the estates.

The founding chairman of the Dubai-based conglomerate Al Habtoor Group will lead a delegation of senior executives from the company to the war-ravaged Arab nation in the coming days, Al Habtoor Group said in a statement on Monday. 'Syria is a country rich in culture, history, and capable people. We believe in its future potential and are eager to play a role in its revival through meaningful projects that generate employment,' Mr Al Habtoor said. The Syrian economy has been devastated by the civil war, with the UN's Development Programme estimating cumulative losses – including physical damage and economic deprivation – at more than $923 billion at the end of last year. The estimated cost of reconstruction of the country, including critical road infrastructure, ports, aviation facilities and housing, will be somewhere between $250 billion and $500 billion, according to experts. In a recent interview with Wam, Mohammad Al Shaar, Syria's Minister of Economy and Industry, estimated the total cost of reconstruction at $1 trillion. 'As an Arab group with deep regional roots, we consider it both a moral and economic responsibility to stand as a partner in rebuilding stable and thriving societies,' Mr Al Habtoor said on Monday. The move come as Gulf countries as well as Turkey announce new investments in Syria after US President Donald Trump announced the removal of sanctions on the country last month during his Gulf visit. Dubai-based DP World is among the regional companies that have taken the lead in Syrian investments, with an $800 million deal to develop the port of Tartus. A consortium of companies from Turkey, Qatar and the US have also committed to invest $7 billion in Syria's energy sector to build new power plants to help the country overcome power shortage. Saudi Arabia and Qatar also paid $15.5 million to the World Bank to clear Syria's arrears and pave the way for Washington lender's support for Damascus. The UNDP is also planning to support Syria with $1.3 billion in funding over three years to rebuild its infrastructure and back digital start-ups. Set up by Mr Al Habtoor in 1970, Al Habtoor Group is active in multiple sectors, including hospitality, automotive, real estate, education, insurance and publishing, in the UAE and in international markets such as London, Vienna, Budapest, Beirut and the US. Earlier this year, Mr Al Habtoor said he would cancel all planned investments in Lebanon due to lack of security and stability in the country.

Jordan pins hopes on desert gas field

Jordan is pinning high hopes on its key gas field in the eastern desert as it will slash gas imports by nearly 60 percent and provide sufficient supplies to its power sector. Risha field has just been expanded to produce nearly 62 million cubic feet per day (mcf/d) and the current five-year development plan will lift output to 418 mcf/d. Around 16-20 mcf/d of the produced gas is sold to local companies but the supplies are way below Jordan's growing gas needs, mainly for its power and industrial sector. The Jordan Strategy Forum (JSF), a key think-tank in the Arab country, said in a study last week that the field's output would peak in July 2030. 'By July 2030, Jordan will have enough natural gas to meet more than 60 percent of its total energy needs,' the study said. 'We also hope that the produced gas will be enough to fully cover the demand of the power sector.….Risha Field will also support efforts to convert several industrial facilities to be operated by gas,' it added. JSF said that if Risha field is efficiently managed when the expansion is completed, it will give a strong push to Jordan's economy by enhancing value-added exports, providing sustainable job opportunities, contributing to reducing the country's dependence on energy imports and ensuring the stability of energy supplies. 'This will also generate additional financial revenues for the state, supporting the implementation of development plans and expanding the production base.' Officials said early this year that Jordan has nearly completed a project to construct a gas treatment plant at Risha for use in local industries. The plan also includes the construction of a 320km pipeline to distribute gas for the domestic market from the field, which contains nearly 12 trillion cubic feet of gas reserves, of which around 4.6 trillion can be recovered. The African Continental Free Trade Area (AfCFTA) has disclosed that Governor Seyi Makinde of Oyo state has been able to grow the economy of the state by over four per cent in the past six years. Secretary General of AfCFTA, Wamkele Mene disclosed this during his visit to Ibadan, Oyo state at the weekend. He submitted that the Oyo economic growth index bested that of the average Country on the continent. 'We see the average growth rate across the continent being 3 or 3.5 per cent. To scale up above that is a testament to your leadership. 'I think it helps that you came from the private sector, you have a sense of getting things done,' he said. On the purpose of his visit, Mene said, 'We discussed this visit a few months ago when the governor and his team visited the secretariat. It was the first time that we hosted a governor. 'The purpose of us coming here is first to consolidate the collaboration between the AfCFTA and Oyo State. Second, it is for us to be aware of what investment opportunities are available in the state. 'It is very important for us to be aware. Just last week or the week before, we were in South Korea. 'We have a Memorandum of Collaboration with Korean International Trade Agency and all of the large Korean corporations are members. We meet about twice a year and the question they always ask us is where should we invest? 'There are big companies that have no presence anywhere in Africa. What we have been telling them is that they have to invest in Africa. 'This is a very important visit because it gives us a very strong investment case to make when we meet with those that are seeking to invest. 'Another reason this meeting is important is that yesterday, we had to give a report to President William Ruto on African Union climate change and we mobilized all of our development finance institutions. 'The President tasked me to bring them to the table so that we can jointly identify opportunities to invest in green infrastructure, agro-processing etc. 'We came out of that meeting with a long list of bankable projects and investment portfolio that will be spread across the continent. 'We are well positioned to support the establishment of a green industrial technology sector, we have the capability for solar or renewable energy', those kinds of projects would be supported through this syndicated financing that we are agreeing to with the development financing institutions that I have mentioned.' In his address, Makinde has assured intending local and foreign investors of adequate legislation that would enable their businesses to thrive The governor said, 'I know that political risk is something that most investors don't want to deal with. While I am here, I believe we have the opportunity to lock things up for the next 25 to 30 years and back it up by law. We have a legislative arm that is on the same page with the executive in terms of how to develop our state.' Speaking on the comparative advantage of the state, Governor Makinde said, 'Oyo State is central in the geography of Nigeria and that of West Africa. We share a common border with the Republic of Benin, which means we have access to the West African sub-region in terms of developing the market. 'We are upgrading our airport in Ibadan to international standard. Why we took that decision is not far-fetched. In Africa, you have three major airlines that go everywhere. 'The largest is Ethiopian Airline, followed by Kenyan Airline and the Rwandan Air. Oyo State is bigger than Rwanda but they have an airline that goes everywhere. Nigeria is in the centre geographically. So, how come we are connecting through Ethiopia, Kenya, Rwanda or Morocco? Wherever you are going, you first go Far West or Far East and then you try to connect elsewhere. 'We felt because of the geography and in terms of how much is spent on fuel and trying to connect, if we develop a Kigali-type of airport here in Ibadan, we may be able to attract people who don't have too much time to waste connecting. 'The air side will be ready in September; the terminal itself will be ready in the second quarter of next year. 'We have a land that is arable; you can literally grow anything here. In terms of agribusiness, we have a competitive advantage. We also have competitive advantage in terms of solid minerals. 'This is a major lithium belt. We believe that we can also develop that quickly.' The governor also said that the state plans to turn the Rasidi Ladoja Circular Road axis into a world-class environment, a city that would be planned to international standards right from the outset. He said, 'We just set up a new authority in Oyo State through which we are trying to have new towns and cities developed to international standards, a first world environment. The Circular Road is a 110-km road round the city of Ibadan and we have another 4,000 hectares into a new city, which we believe will be up to international standards. We have the opportunity to plan it right from the scratch. 'The first segment of the Circular Road will be ready before the end of the year.
