
DMW disputes Arnell Ignacio's claim OWWA land deal was aboveboard
DMW Secretary Hans Cacdac said any property-related decisions involving the Overseas Workers Welfare Administration must first be presented to the OWWA Board of Trustees, where the DMW sits as a member. But the land purchase and key changes to the deed of sale were made without board approval, he said.
'We flagged it as irregular and demanded the return of the funds. Only then was the money refunded,' Cacdac told GMA Integrated News.
Cacdac pointed out that in September 2024, Ignacio altered the deed of absolute sale to shift the local transfer tax obligation, amounting to P36 million, without consulting the board. The original version of the deed made OWWA responsible for the tax.
The DMW also revealed that the presence of a tenant on the property was never disclosed. As a result, OWWA unknowingly became a 'landlord' and was not receiving rent until the matter was investigated.
'I asked him, 'Where's the rent?' He said, 'We're asking the rent collector.' I asked, 'Who?' He said, 'The former landowner.' Why was the former landowner authorized to collect rent on OWWA's behalf, without board approval?' Cacdac said.
He added that the same person who received the P36 million was also given P1.4 million in rent collections. 'And if we hadn't demanded it, the money wouldn't have been returned,' he said.
The DMW emphasized that these actions violated financial protocols and transparency standards.
In his defense, Ignacio earlier said that the board was informed and that the Land Bank of the Philippines had appraised the property. 'The price OWWA paid reflects LandBank's assessment,' Ignacio said.

With the help of the Philippine Embassy in Abuja and the Honorary Consulate in Lagos, the workers negotiated plea deals to secure their release. Their return was made possible following the August 17 visit of the Department of Migrant Workers (DMW) and embassy officials. Secretary Hans Leo Cacdac, joined by House Committee on Overseas Workers Affairs (HCOWA) Chairperson Rep. Bryan Revilla and other government agencies, personally welcomed the victims upon arrival. Each repatriated OFW received ₱50,000 in financial aid from the DMW's AKSYON Fund, temporary shelter from OWWA, and access to medical, psychosocial, and reintegration support. Secretary Cacdac vowed continued government support: 'Utos ng ating Pangulong Ferdinand R. Marcos Jr. na makapagpanimula kayong muli, at tungkulin namin sa DMW na paigtingin ang inyong tibay at lakas ng loob upang makapagsimulang muli.' Rep. Revilla added that the House of Representatives remains committed to safeguarding OFWs' rights. The DMW reminded job seekers to stay vigilant against illegal recruitment and trafficking schemes, assuring that the government will continue to uphold the welfare of migrant workers worldwide.

OWWA e-Cards for Serbisyo Caravan applicants now available at MWO-Dubai
Overseas Filipino workers who applied for an OWWA e-Card during the OFW Serbisyo Caravan can now claim it at the Migrant Workers Office (MWO) in Dubai. In a social media post, MWO-Dubai and Northern Emirates shared the full list of active members who successfully applied for the e-Card, providing instructions on how and where to collect their cards. 'Available na po ang OWWA E-Card ng mga active members na nag-register sa World Trade Center, Exhibition Hall 8 sa ginanap na 2025 Bagong Bayani Serbisyo Caravan noong August 3, 2025,' the post read. Members claiming their e-Cards are advised to bring their Emirates ID or passport as proof of identity. Marcos honors courage and sacrifice of OFWs in Al Khobar
President Ferdinand R. Marcos Jr. has extended his gratitude and recognition to overseas Filipino workers (OFWs) staying at the Migrant Workers Office (MWO) Bahay Kalinga in Al Khobar, Saudi Arabia. The President's message was personally delivered by Nina Romualdez, who conveyed his admiration for the resilience and determination of Filipino workers abroad. In his message, President Marcos praised the OFWs for their courage in overcoming challenges and striving for success. 'The President salutes you, and for him, nothing is more important than your safety. Even in the middle of the desert, you can be assured that there will always be people ready to come to your aid,' the message read. A total of 16 OFWs (eight women and eight men) are set to be repatriated on August 18 after securing their exit visas. Department of Migrant Workers (DMW) Undersecretary Dominique Rubia-Tutay and Overseas Workers Welfare Administration (OWWA) Administrator PY Caunan assured that the returning workers will receive immediate financial assistance through the AKSYON Fund and the Emergency Repatriation Fund (ERF). Each will also be provided with luggage and grocery packages. Meanwhile, Department of Social Welfare and Development (DSWD) Assistant Secretary Ada Colico offered livelihood reintegration programs to help the returning OFWs rebuild their lives once back in the Philippines.
