Google's AI Overviews hit by EU antitrust complaint from independent publishers

Alphabet's Google has been hit by an
EU antitrust complaint
over its AI Overviews from a group of
independent publishers
, which has also asked for an interim measure to prevent allegedly irreparable harm to them, according to a document seen by Reuters.
Google's AI Overviews are AI-generated summaries that appear above traditional hyperlinks to relevant webpages and are shown to users in more than 100 countries. It began adding advertisements to AI Overviews last May.
The company is making its biggest bet by integrating AI into search but the move has sparked concerns from some content providers such as publishers.
The Independent Publishers Alliance document, dated June 30, sets out a complaint to the European Commission and alleges that Google abuses its market power in online search.
"Google's core search engine service is misusing web content for Google's AI Overviews in Google Search, which have caused, and continue to cause, significant harm to publishers, including
news publishers
in the form of traffic, readership and revenue loss," the document said.
It said Google positions its AI Overviews at the top of its general search engine results page to display its own summaries which are generated using publisher material and it alleges that Google's positioning disadvantages publishers' original content.
"Publishers using Google Search do not have the option to opt out from their material being ingested for Google's AI large language model training and/or from being crawled for summaries, without losing their ability to appear in Google's general search results page," the complaint said.
The Commission declined to comment.
The UK's Competition and Markets Authority confirmed receipt of the complaint.
Google said it sends billions of clicks to websites each day.
"New AI experiences in Search enable people to ask even more questions, which creates new opportunities for content and businesses to be discovered," a Google spokesperson said.
The Independent Publishers Alliance's website says it is a nonprofit community advocating for independent publishers, which it does not name.
The
Movement for an Open Web
, whose members include digital advertisers and publishers, and British non-profit
Foxglove Legal Community Interest Company
, which says it advocates for fairness in the tech world, are also signatories to the complaint.
They said an interim measure was necessary to prevent serious irreparable harm to competition and to ensure access to news.
Google said numerous claims about traffic from search are often based on highly incomplete and skewed data.
"The reality is that sites can gain and lose traffic for a variety of reasons, including seasonal demand, interests of users, and regular algorithmic updates to Search," the Google spokesperson said.
Foxglove co-executive director Rosa Curling said journalists and publishers face a dire situation.
"Independent news faces an existential threat: Google's AI Overviews," she told Reuters.
"That's why with this complaint, Foxglove and our partners are urging the European Commission, along with other regulators around the world, to take a stand and allow independent journalism to opt out," Curling said.
The three groups have filed a similar complaint and a request for an interim measure to the UK competition authority.
The complaints echoed a U.S. lawsuit by a U.S. edtech company which said Google's AI Overviews is eroding demand for original content and undermining publishers' ability to compete that have resulted in a drop in visitors and subscribers.

Srinagar, July 14 (UNI) Chief Minister Omar Abdullah today accused a large section of local newspapers in Jammu and Kashmir of deliberately burying the 'mass detention' of the elected government along with most elected representatives on the Martyrs' Day. The administration of Lieutenant Governor Manoj Sinha denied permission for any event to mark the anniversary of the July 13, 1931 killings in Kashmir during a protest against Hari Singh, ruler of the then princely state of Jammu and Kashmir under British paramountcy. The administration also imposed strict restrictions in parts of Srinagar and warned of strict action against anyone who tried to proceed towards the Martyrs' graveyard, the resting place of 22 people who were killed during the protest. The Chief Minister after arriving from Delhi last evening alleged that he and the elected representatives were "locked up" and termed it as the 'tyranny of the unelected' in Jammu and Kashmir. The CM was also allegedly barred from visiting Martyrs graveyard. Taking to social media today, Omar expressed deep disappointment that the majority of the local newspapers have buried the news story on their house detention. 'Take a look at our local newspapers -- both from Jammu & from Srinagar, English & vernacular. You'll be able to distinguish the cowards from the ones with guts. The cowards have completely buried the fact that the entire elected government was locked up yesterday along with most elected representatives. The newspapers with some guts have put it on the front page. Shame on the sellouts who buried the story. I hope the size of the envelope was worth it,' Omar said on X. New Delhi: Maharashtra deputy chief minister Ajit Pawar, who is part of the ruling National Democratic Alliance coalition, has asked who is responsible behind the collapse of buildings and bridges whole India "becomes the third largest economy." Indian Express reports that Pawar, of the breakaway faction of the Nationalist Congress Party, was speaking at the inauguration of the Professional Structural Engineers Association in Pune, when he said, 'We have said that we will be the third (largest) economy, and that is true. But what about our buildings and bridges collapsing while we become the third largest economy? Who is responsible for that?" A day before Pawar made these comments, Prime Minister Narendra Modi had said that India is "rapidly moving towards becoming the world's third-largest economy". Many have challenged the notion of measuring the size of an economy through Gross Domestic Product when gigantic inequalities persist. Pawar's line comes amidst an astounding number of reports on road cave-ins and bridge collapses this monsoon. It also marks rare criticism of the ruling establishment by one of its members. On July 10, a truck fell into a massive crater which had developed on a Gurugram road after rains. On the same day, in Rajasthan's Jhunjhunu district, the road connecting Baghwali-Jahaj to NH 52 was washed away by the Katli river. On July 9, a section of the bridge over the Mahisagar river in Vadodara district collapsed, killing 20 people. A Rs 250-crore flyover inaugurated in Mumbai on July 4 developed potholes on which bikers skidded. On June 15, an iron bridge over the Indrayani river in Mahrashtra's Pune collapsed, killing four people. In Odisha's Sambalpur district, a Rs 60-crore flyover collapsed less than two months after being opened. Pawar said that that public works department receives notices from British companies, letting them know that certain bridges have completed 100 years and should not be operated for vehicular use anymore. 'We do not see this quality of construction anymore. New construction techniques have come up and they should definitely be used… buildings should be made stronger. PWD officials tell us often, 'this building is 40 years old, let's demolish it and make a new one'. How do they make these statements so casually?," he asked. With no unexpected price hikes and exciting color and storage options, the Pixel 10 lineup is building early momentum—even before debuting at Google's 'Made by Google' event. With flagship performance and familiar pricing, this launch is shaping up to make waves among Android enthusiasts and budget-conscious buyers alike. Google Pixel 10 launch timeline in India (Expected) There is conjecture that Google will introduce its flagship series in August, as is customary. August is when the Google Pixel 10 lineup is anticipated to debut. Google Pixel 10 expected specifications An Android Headlines story claims that the Pixel 10 series will have better speakers. But it's still unclear exactly what the improvement would be. However, according to rumours, Google is not using Dolby Atmos on the Pixel 10. However, the camera hardware from the previous year will probably be included in the Pro models, along with some software upgrades and AI capabilities. According to reports, Google plans to abandon the Obsidian and Porcelain colour options it typically uses for the Pixel 10 series this year. Instead, the pro models would have Sterling Grey, Light Porcelain, Midnight, and Smoky Green colour options, while the basic Pixel 10 might come in Ultra Blue, Limoncello, Iris, and Midnight. Google Pixel 10 expected price in India The Pixel 10 Pro Fold, Google's stylish foldable flagship, is at the top of the pricing range. The 256GB model may start at 1,899 (about Rs 1,72,000), while the 1TB model may cost as much as 2,289 (approximately Rs 2,07,500). If you can afford it, this year's top-tier storage option adds a little extra luxury. In the meantime, there has been a minor redesign of the Pixel 10 Pro XL. Google has eliminated the base 128GB variant, but the pricing are still the same as those of the Pixel 9 Pro XL. The Pro XL now comes in three different capacities: 256GB for 1,299 (about Rs 1,17,700), 512GB for 1,429 (roughly Rs 1,29,500), and a huge 1TB for 1,689 (roughly Rs 1,53,100). Technically speaking, that does indicate that the XL model's entry point has increased, but only because the least expensive variant is no longer available.
