Min drafts policy to allow direct land buy for industries

Nagpur: Seeking to ease land acquisition process for industries, Maharashtra minister of state for finance, planning, agriculture, labour, relief and rehabilitation, Ashish Jaiswal, has moved a draft proposal to permit direct land purchases, instead of going by the Land Acquisition Act, which calls for paying a four-time rate.
Jaiswal's proposal also calls for giving full ownership of the land to an industry. The current system only allows industries to hold land on lease. At present, it's the Maharashtra Industries Development Corporation (MIDC) that does the acquisition on behalf of an industry. After paying the four-time price, the industry can only hold it on lease, said Jaiswal. As per the draft proposal, any company planning to buy huge land parcels would be allowed to buy through mutual negotiations with the landholders, said the minister.
"If the land is purchased directly, there would be no question of providing jobs to the oustees. Under the Land Acquisition Act, even resettlement and rehabilitation have to be done," he said, confirming that buying land under his plan would do away with these conditions.
Addressing a meeting on industrial relations organised by Vidarbha Economic Development (VED) Council, Jaiswal said the draft policy has been put up, and he hopes state govt would take it forward soon.

Under the Land Acquisition Act, the buyer is exempt from stamp duty, and the seller need not pay capital gains tax. It has been mooted that the two exemptions should be made available in the proposed mutually negotiated land purchase policy too, said Jaiswal.
The minister said he is also working on a policy to fix fair wages. "There is a concept of minimum wages, but there should be policy also for fair wages.
The wages a worker would get at the time of retirement can be calculated on joining itself by factoring in inflation and other aspects," he said.
Jaiswal said he is also working on a proposal to get industry status for mining, which would allow additional benefits for the sector.
"While safeguarding the labourers' interests, one has to ensure that industrialists are not unnecessarily harassed. I attended a meeting chaired by chief minister Devendra Fadnavis a couple of days ago. The chief minister said no wrongful harassment of the industries will be tolerated. Immediate action will be taken in such cases. If not, the concerned superintendent of police will face action," he said.

SHOs to act against pvt security firms without licence

Lucknow: Station house officers (SHOs) will now identify and take action against private security firms operating without a valid licence in their respective jurisdictions, according to new directives issued by the Lucknow Police. The instructions were part of a meeting held on Wednesday at the Reserve Police Lines, chaired by joint commissioner of police (Law and order) Babloo Kumar. Kumar directed all SHOs to identify and take strict legal action against unlicensed private security agencies functioning in their respective jurisdictions. In addition, they were asked to prepare a list of security firms registered outside Lucknow but operating within the city under state-level licenses. "A major highlight of the meeting was the enforcement of employee verification protocols. All licensed security agencies are now mandated to get every staff member verified through the UPCOP App or the official Lucknow Police website.
