Critical care centre project at Madikeri dist hosp resumes after delay
In 2022-23, a critical care centre project was sanctioned for the district hospital in Madikeri. The centre was to be built on 45 cents within the hospital premises, with the project promising completion by this year. However, the project encountered a hurdle from the Archaeological Survey of India (ASI). According to archaeological guidelines, no construction work is permitted within 300 metres of protected monuments, and in this case, Madikeri Fort is located within 250 metres of the construction site.
Consequently, the construction work was stopped abruptly due to this violation.
Nevertheless, a non-objection certificate (NOC) has now been obtained from Delhi, and work has resumed. The critical care centre will have improved facilities to address emergency medical services. Alongside a 50-bed capacity building, the centre will have 10 ICU beds, six advanced intensive care units, 25 isolation beds, two dialysis units, two operation theatres, and a laboratory.

"Due to technical issues, the project of the critical care centre was stopped abruptly. Nevertheless, the work has resumed now. A proposal to the state for Rs 6.5 crore funds has been forwarded for the purchase of equipment for the centre," confirmed Dr Lokesh, dean of Kodagu Institute of Medical Sciences (KoIMS).
100 vacancies at centre
While the district hospital is being equipped with modern amenities, the acute staff shortage, with over 100 vacancies at the centre, is still hindering proper medical care for the citizens. However, Dr Lokesh confirmed that 19 doctors have been appointed on a temporary basis to address the shortage. "Priority will be given to attend to emergencies immediately. Further, the critical care centre will have ultrasound, ECO, dialysis, and other services readily available to the patients," he added.

Tailors, weavers, clerks are under construction workers' welfare board, says CAG
Bengaluru: The Comptroller and Auditor General (CAG) Wednesday pulled up Karnataka Building and Other Construction Workers Welfare Board for irregular and unauthorised expenditure of Rs 259 crore during the first wave of Covid-19 in 2020. In a report tabled in the legislature, CAG said the board had initially proposed a preventive health training and check-up programme for five lakh registered construction workers across the state. Its first proposal in July 2020, estimated at Rs 10 crore, was rejected by the finance department, which sought more clarity. A second proposal in Dec 2020 was also blocked after the finance department demanded justification for awarding the project to three agencies directly, without following the tender process, and for seeking 4(g) exemption under the Karnataka Transparency in Public Procurement (KTPP) Act. The CAG noted, "Thus, the award of contracts from Sept 2021 to May 2022 in contravention to the act/rules resulted in irregular expenditure of Rs 258.8 crore." Responding to the audit, the govt said in Aug 2024 that the work was entrusted directly since a 4(a) exemption was accorded and that there was no contravention of rules. However, CAG rejected this defence, stating the reply was "unacceptable" as it was meant to address the Covid-19 emergency and criticised the labour department for approving work by splitting them into 30 sub-works of Rs 10 crore each despite finance department objections and without cabinet approval. The report also flagged irregularities in the registration of members. Of the board's 42.5 lakh registered workers, CAG found a significant number were not actually construction workers. A random survey of 399 applicants who registered through the Seva Sindhu portal revealed beneficiaries included tailors, clerks, weavers, and others from unrelated professions. Government proposes exempting life & health insurance for individuals from GST
Representative image NEW DELHI: The Centre has proposed exempting life and health insurance policies for individuals from the ambit of GST, the head of a panel of ministers set up by the GST council said on Wednesday, a move that is expected to provide relief to large sections of consumers. Bihar deputy chief minister and convenor of the panel of ministers on health and insurance Samrat Choudhary said the Centre's proposal is clear that individual insurance policies should be exempt from GST. "This has been discussed and the GoM report will be presented to the council," Choudhary was quoted as saying. He also said all members have given their approval for lowering rates and some states have given their own views. He said a final call issue would be taken by the GST council when it meets. Telangana deputy CM Mallu Bhatti Vikramarka, a member of the GoM , said it was made clear that the benefit of GST should go to policyholders and not companies and a mechanism needs to be worked on to ensure this. The panel includes ministers from UP, Rajasthan, West Bengal, Karnataka, Kerala, Andhra Pradesh, Goa, Gujarat, Meghalaya, Punjab, Tamil Nadu and Telangana. "The proposed reduction of GST on health and life insurance from 18% to nil (exempt) shows how GST has evolved from just a way to collect revenue to a tool for advancing national goals. It can help promote financial inclusion, strengthen healthcare, and support key initiatives like Ayushman Bharat and universal coverage," said Saurabh Agarwal, Tax Partner, EY India. "This change could be very important for both customers and the insurance industry. For individuals, especially senior citizens and low-income families, it could make insurance more affordable."
