Chandigarh: While Panjab University's Central Library stays open round the clock and remains lively even late into the night, several women students say they avoid walking back to their hostels alone after dark due to poorly lit roads and lack of surveillance.
Two key internal roads, both commonly used by girls returning from the library, remain without CCTV coverage and have inadequate lighting. The first road, which starts near Boys Hostel No. 3, leads to the rear gate of Girls Hostels 1 and 2. The second cuts between the university ground and tennis court, connecting to the backside of Girls Hostels 3, 4 and 5. Despite having some streetlights, both stretches have dark patches, especially near tree-lined areas, and no security cameras.
"There is complete darkness on the left side of the road because of vegetation, and the lights barely help. Sometimes, the lights do not even function or just flicker" said Priya Chauhan, a student from Girls Hostel No. 1. "We avoid going alone. If it's too late, we stay in the library till early morning and walk back only after sunrise."
Another student questioned the university's priorities. "The Rose Garden opposite the admin block has strong, bright lights.
Why can't they fix proper lighting on roads girls use every day?" said Muskan Nehra, a former student who was in campus for over 3 years.
"The road near the tennis court looks fine from a distance, but once you start walking, you realise how poorly lit it actually is, especially behind the USOL building," said Yogini Pandita, a resident of Girls Hostel 4. "The sides of the road are almost in complete darkness. Even if a few people are around, you're constantly on edge.
It doesn't feel safe at all."
Despite the steady footfall around the 24x7 library, these two roads quickly become deserted and shadowy after a point. There is no regular security guard posted along the route to Hostels 1 and 2, and only occasional near the Chemistry canteen, the start of the road toward Hostels 3, 4 and 5.
While students appreciate the flexibility of a 24x7 library, they say it won't be fully effective unless safe, well-lit, and well-monitored pathways exist to get back to their hostels.
BOX- Phase 3 camera installation still pending
Panjab University had planned a third phase of CCTV camera installation in December 2024 to strengthen campus surveillance, covering 10 additional locations. Among these are the two roads frequently used by girls returning from the library- one from Boys Hostel No. 3 to Girls Hostels 1 and 2, and the other from the university ground to Girls Hostels 3, 4 and 5. However, despite a budget of Rs 75 lakh, the cameras are yet to be installed.
University security officials say work is expected to begin soon. Currently, PU has around 120–130 CCTV cameras, but none on these two critical routes. Chief of University Security Vikram Singh confirmed the inclusion of these routes in the third phase. "These roads will be covered in the upcoming round of camera installation," he said.

Anshika Kapoor, a student who was harassed a few months ago near the Vice-Chancellor's office around 9:30 pm, said her attempts to identify the car involved were hampered by poor surveillance infrastructure. "We checked footage from several cameras, but none of them showed the number plate clearly," she said. "Only the one near the USOL building gave a partial view. If cameras can't even capture such basic details, how are we supposed to feel safe?" Her experience has raised broader concerns among students about the quality and placement of security cameras across the campus.

The total amount of penalty imposed by Securities and Exchange Board of India (SEBI) for violation of various market regulations surged 11 times to Rs 813.83 crore during 2024-25, compared to Rs 74.66 crore in the previous fiscal. While the amount of penalty increased substantially, the number of entities found violating different securities regulations declined 26 per cent to 463 in 2024-25, down from 629 in 2023-24, according to Sebi's Annual Report for 2024-25. The regulator saw the highest number violations under Prohibition of Fraudulent and Unfair Trade Practices (PFUTP) category with 155 entities found flouting regulations. This was followed by 116 entities violating Listing Obligations and Disclosure Requirements (LODR) regulations. In 2024-25, direction of debarment was issued against 202 entities, both debarment and disgorgement directions were issued against 89 entities and only disgorgement direction was issued against 15 entities, the annual report showed. In its effort to unearth market misconduct, Sebi conducted search and seizure operations involving 89 entities at 71 locations covering 18 cities across the country. During the year, Sebi initiated investigations in 400 cases pertaining to various violations of securities laws and 301 cases were completed. Investigations were taken majorly for insider trading (287 cases) and market manipulation and price rigging (106 cases). Sebi said that it identified Rs 77,800.4 crore as 'difficult to recover' dues at the end of fiscal 2024-25, as against Rs 76,292.9 crore as on March 31, 2024. Sebi said it received 68,132 complaints through its online grievance redressal platform SCORES in 2024-25, with nearly 38 per cent against stock brokers. Of the 68,132 complaints received, 63,971 grievances were disposed of while 4,074 are still pending, the report showed. Further, Sebi Chairman Tuhin Kanta Pandey, in the annual report, said the regulator was looking at further simplifying the regulatory framework for foreign portfolio investors, with an aim to ensure long-term foreign capital flows into the domestic market. 'The priority of Sebi for the coming year is rationalizing and simplifying regulatory framework for foreign portfolio investors (FPIs) with the objective of enhancing the ease of operations and encouraging long-term foreign capital flows,' Pandey wrote in his statement in the annual report. He said the regulator will make efforts to streamline processes, remove regulatory frictions and strengthen engagement with FPIs and stakeholders. Foreign capital has played a vital role in the development of India's securities markets and contributed to sustained capital formation. Markets regulator has already undertaken a host of reforms to ease regulations for FPIs. Last week, Sebi had floated a consultation paper to improve ease of investments by simplifying onboarding and ongoing compliances for a specific set of Foreign Portfolio Investors (FPIs) like government-owned funds and certain regulated public retail funds – that are objectively verified as belonging to a low-risk category. In the coming year, Sebi has proposed to initiate a comprehensive exercise to rationalize and optimize existing regulations. 'To address this, the focus will be on identifying and removing regulatory redundancies, simplifying procedural requirements and leveraging technology to ease the compliance burden,' Pandey said.

Jabalpur: A day after a Rs 15 crore daylight robbery at a private bank in Khitola, police teams are yet to track down the culprits. Over 20 teams have been deployed across the region, but the gang remains at large. Jabalpur range IG Pramod Verma visited the ESAF Small Finance Bank branch on Tuesday to review the investigation. The robbery took place around 8.50 am on Monday, when three helmeted men entered the branch under Khitola police station limits. Only four employees were inside. Two robbers threatened staff at gunpoint, while the third went straight to the locker room. Within 20 minutes, they had seized about 15 kg of gold and Rs 5 lakh in cash. Two accomplices waited outside on motorcycles, and the group split up to escape in different directions. IG Verma said CCTV footage from the bank and along the escape routes was being analysed. "Over 20 teams are working on the case. All district borders have been sealed. The modus operandi appears similar to the Nov 26, 2022, robbery at a Manappuram Gold Loan branch in Katni, which was later traced to an interstate gang," he said. Jabalpur DIG Atul Singh said the suspects headed via highway routes towards Majholi–Indrana, where they changed clothes before vanishing from camera range. "We have key leads from CCTV and will nab them soon," Singh told TOI. Sources said the case has triggered speculation that an organised gang from outside the state may be involved, given the precision, speed, and similarity to past high-profile gold loan robberies in the region. The branch had no security guard, making it a soft target. A source say the timing and execution — hitting a branch without guards, right after holidays when roads are relatively empty — mirror the 2022 Katni robbery. In that case, masked gunmen stormed the Manappuram Gold Loan branch in Bargawan, and looted 16 kg of gold and Rs 3 lakh in minutes. Patna: In a major crackdown, the Danapur rail police have arrested 13 people, including one woman, for various offences, Patna rail superintendent of police Amritendu Shekhar Thakur said on Tuesday. The arrests include 11 liquor smugglers with police seizing 416 litres of foreign liquor valued at Rs 4.16 lakh at Danapur railway station. In a related operation, a joint team of the Government Railway Police (GRP) and Railway Protection Force (RPF) arrested a smuggler carrying 348 litres of IMFL. Additional raids led to the recovery of a further 57 litres of liquor. The police also arrested two men in separate theft cases — one involving a stolen gold locket and the other cellphones.
