In a statement today, the ministry said all candidates who accepted the offer would report for duty at MOH health facilities nationwide in phases starting Oct 2. The ministry said the exercise involved contract officers from several cohorts and was being carried out in phases to preserve their seniority and safeguard their welfare. "The permanent appointments must be implemented in phases as they involve officers from various contract cohorts, and are aimed at preserving their welfare and seniority,' according to the statement. The ministry said an engagement session had been held with the Ministry of Finance (MoF), the Public Services Commission (SPA) and the Public Service Department (JPA) to ensure the appointment process proceeded as planned. The MOH also expressed its commitment to ensuring the smooth implementation of the appointment process. "This is in line with the MOH's strategic move to strengthen the country's public healthcare system by ensuring that critical positions are filled in an organised and balanced manner, based on current service needs,' the statement said. CAP wants SST imposed on cigarettes in 2026 Budget
GEORGE TOWN: The Consumers' Association of Penang (CAP) has called for the 2026 Budget to include a sales and service tax on cigarettes. CAP senior education officer and anti-smoking activist N.V. Subbarow said it was high time for this as cigarettes have been exempt from sales taxes for eight years. "The last SST was imposed in 2018 on tobacco products. After that, there was no tax on cigarettes for eight years, which is a big disappointment. "Smokers spend about RM500 every month. Even healthy food does not cost that much. "As such, we expect a mandatory sales tax on cigarettes in the 2026 Budget if the government wants to reduce the current number of five million smokers," he told the New Straits Times. Earlier today, Prime Minister Datuk Seri Anwar Ibrahim, who is also the finance minister, said the government was considering a proposal to raise the tobacco tax to between 60 per cent and 70 per cent of retail prices. He said the proposal was consistent with the government's health reforms. Last week, Anwar had said the government would expand its pro-health tax framework to include tobacco, vape products, and alcohol, beyond just sugary drinks, under the 13th Malaysia Plan (13MP). Subbarow said evidence from countries across all income levels showed that raising cigarette prices was very effective in reducing demand. "Higher taxes encourage some smokers to quit and deter others from starting. They also reduce the number of ex-smokers who return to cigarettes and reduce consumption among continuing smokers. "Given that this fact has been confirmed in other countries, CAP hopes our prime minister will announce a sales tax on cigarettes," he added.

PUTRAJAYA: The government is considering a proposal to raise the tobacco tax rate, Prime Minister Datuk Seri Anwar Ibrahim said on Thursday. Anwar, who is also the Finance Minister, said the proposal aligns with the government's commitment to public health and fiscal reform, particularly given the long-standing moratorium on tobacco tax hikes. The country has no formal mechanism for periodic adjustments or revaluation of the rate, which was last increased in September 2014. 'I support the spirit (of staying healthy), not just because I don't smoke, but also due to the reach of anti-smoking campaigns,' he said in response to questions on whether the government may revise the tax in Budget 2026, to be tabled in October. Anwar was speaking after attending a Budget 2026 engagement session here today. He said the expanded tax framework aims not only to increase revenue, but more critically, to encourage behavioural change and curb the rising prevalence of non-communicable diseases (NCDs). NCDs, commonly associated with unhealthy lifestyles, include heart disease, stroke, diabetes and cancer. Anwar said healthcare remains a key government priority, noting that the public system is under growing strain from medical inflation, the dual burden of communicable and non-communicable diseases, and an ageing population.
