Sindh Assembly passes universities amendment bill amid protest

The Sindh Assembly on Monday approved the Universities Amendment Bill 2025, despite strong objections from opposition lawmakers. The bill, which had been previously returned by the governor, was reintroduced and passed after a heated debate.
Members of the Muttahida Qaumi Movement-Pakistan (MQM-P) and Pakistan Tehreek-e-Insaf (PTI) strongly opposed the bill, chanting slogans and creating disruptions in the assembly. Despite the opposition's objections, Minister for Parliamentary Affairs Zia-ul-Hassan Lanjar presented the bill, which was subsequently passed by the assembly.
Opposition members, including MQM-P and PTI lawmakers, rushed to the speaker's dais in protest, voicing their opposition to the bill. The opposition also staged a walkout in response to the passage of the bill. Sindh Information Minister Sharjeel Inam Memon criticised the opposition's actions, accusing them of protesting without understanding the contents of the bill. He also remarked that MQM and PTI had formed an alliance in the assembly.
The Sindh Assembly also discussed the Sindh Civil Courts Amendment Bill (Revised), which had been previously passed but returned by the governor with objections. The assembly approved both bills, with opposition protests continuing throughout the session.
The controversial bill allows senior bureaucrats in grade-21 or above, with at least four years of experience and a relevant Master's degree, to be appointed as vice chancellors (VCs) of public-sector universities in Sindh. However, a PhD is still required for the VC position at engineering universities.
The bill also includes provisions regarding the resignation or retirement of bureaucrats seeking the VC position and sets an age limit for applicants.
This decision has sparked widespread criticism from academics and teacher associations, who argue that a doctoral degree should remain the minimum qualification for the VC position, particularly for general universities. They have expressed concerns that appointing bureaucrats with administrative backgrounds could undermine the academic integrity of universities.
Governor Kamran Tessori had previously raised concerns about the bill, stating that the Higher Education Commission (HEC) guidelines require VCs to be academicians, not bureaucrats. Despite these objections, the Sindh provincial cabinet rejected the governor's concerns and referred the bill back to the assembly for approval.
The passing of the bill is seen as part of broader efforts by the Pakistan Peoples Party-led provincial government to reform university leadership criteria.
However, critics warn that the law could potentially harm the quality of higher education in Sindh by allowing individuals without academic qualifications to take on the role of VCs.
The Sindh Assembly session was adjourned indefinitely following the heated debates and protests.

Eid teaches us not only the importance of sacrificing life and wealth but also that nations achieve greatness when they work for collective welfare and selflessness alongside individual development, the PM said. 'Today, we must especially remember our Palestinian brothers and sisters who are enduring ruthless and inhumane oppression and hunger.'

'PTI's protest movement is ineffective' says Rana Sanaullah

Speaking to the media after offering Eid al-Adha prayers in Faislabad, the SAPM said Pakistan is now on the path to economic stability and development, but overcoming existing challenges requires national unity, political consensus, and alignment on an economic agenda, which he called the most urgent need of the time. He said Pakistan is transitioning from economic decline toward economic stability — a dream of the country's founding fathers. He added that thanks to national unity and courageous decisions by the political leadership, Pakistan is once again on a path of development. He revealed that India made an unjustified and arrogant attempt to attack Pakistan last month, but armed forces, with the backing of the people, delivered a strong response and shattered the enemy's arrogance. He said that the ongoing military operation, 'Bunyan-un-Marsoos', being carried out in the name of justice, has achieved historic success, and Pakistan has emerged before the world as a strong nuclear power. COAS celebrates Eid with troops at LoC, reaffirms unwavering support for Kashmir cause
Chief of Army Staff (COAS), Field Marshal Syed Asim Munir, NI (M), visited forward positions along the Line of Control (LoC) on Saturday to celebrate Eid-ul-Adha with frontline troops, the military's media wing said. According to the Inter-Services Public Relations (ISPR), the visit began with Eid prayers, where special prayers were offered for the country's peace, stability, and prosperity, as well as for the martyrs who laid down their lives in defence of the motherland. Extending Eid greetings to officers and soldiers, the COAS lauded their unwavering commitment, professional excellence, and dedication despite persistent challenges. He stated that celebrating Eid at the frontlines, away from families, reflects the higher national purpose of safeguarding the country. The Army Chief praised the formation's performance during Marqa-e-Haq and Operation Bunyaanum Marsoos, paying tribute to the martyrs and Ghazis. 'You have befittingly avenged the loss of innocent Pakistani lives, including children, women, and the elderly, through your bold and effective response,' he said. While interacting with the troops, COAS Munir appreciated their high morale, operational preparedness, and vigilance in countering ceasefire violations by Indian forces. He reiterated full confidence in the armed forces' ability to deter and defeat any aggression. Reaffirming Pakistan's principled position on the Kashmir dispute, the COAS said the just and valiant struggle of the Kashmiri people against Indian occupation would not be forgotten. He stressed the importance of resolving the Jammu and Kashmir issue in line with the aspirations of the Kashmiri people and relevant United Nations Security Council resolutions. The Army Chief was received by the Commander of Rawalpindi Corps upon his arrival at the LoC.
