Azalina: Amendments to Penal Code to address harassment, insults and bullying
PUTRAJAYA (Aug 11): The government has introduced amendments to the Penal Code to address bullying, harassment, insults and identity misuse, including those committed online.
Minister in the Prime Minister's Department (Law and Institutional Reform) Datuk Seri Azalina Othman Said noted that the amendments were introduced to the Penal Code (Amendment) Act 2025 (Act A1750), which was approved by the King on Feb 25 this year and gazetted on March 7.
'It introduces new sections, 507B to 507G, specifically to address bullying committed by any means and methods, including online.
'These amendments provide for offences related to harassment, threats, bullying, insults and misuse of identity information, including situations that may lead to suicide attempts as well as cases where the person provoked attempts or commits suicide,' she said in a statement here today.
She said offenders are liable to imprisonment for a term that may be extended up to 10 years, and a fine or both.
'…it is the responsibility of every citizen to study and comply with these laws that are now in effect,' she said.
She advised the public to obtain information directly from the Legal Affairs Division of the Prime Minister's Department or the Legal Aid Department for clarification on the amendments.
'Keep in mind that ignorance of the law is not an excuse. A clear understanding of one's rights and responsibilities under the law is the first step towards building a safer, more ethical and humane society,' she added.
She also called on all ministries, agencies, organisations and institutions to consistently update their employees' knowledge of current legal developments and to ensure internal policies and procedures comply with the relevant provisions. – Bernama Azalina Othman Said bullying harassment Penal Code

Knife-wielding woman arrested after ramming motorcycles, hurting six in Kajang
KUALA LUMPUR: Police have arrested a 24-year-old foreign woman who allegedly drove recklessly, crashed into three motorcycles, and attacked road users with a knife in Bandar Kajang today. The suspect will be remanded tomorrow under Section 117 of the Criminal Procedure Code to assist investigations. The case is being investigated under Section 307 of the Penal Code for attempted murder, which carries a maximum sentence of 20 years' imprisonment if convicted. Investigations are also being conducted under Section 279 of the Penal Code for reckless driving, which is punishable with up to six months' jail or a fine not exceeding RM2,000, and under Section 43(1) of the Road Transport Act 1987 for careless and inconsiderate driving, which carries a maximum penalty of a RM10,000 fine and 12 months' jail. Police officer injured in scuffle outside Parliament
Police have confirmed that an officer has sustained injuries from the scuffle which happened during a memorandum submission outside Parliament this morning. Year 2 pupil suffers facial fractures in alleged assault by schoolmates

(Bernama pic) PETALING JAYA : A Year 2 pupil at a primary school in Kuala Terengganu sustained a fractured orbital bone and broken nose after allegedly being assaulted by a group of schoolmates on July 30. The incident came to light when the boy returned home at about 4pm with blood and bruises on his face. According to his mother, he was attacked by several pupils who held his arms and punched him in the face until he fell. 'I brought him to a private clinic, where X-rays confirmed the injuries. He was then referred to Sultanah Nur Zahirah Hospital in Kuala Terengganu,' Bernama reported her as saying today. The boy, the second of three siblings, underwent surgery this morning to repair the nasal fracture. His mother said this was not the first time that he had been bullied. In June, he suffered an eye injury after being hit with a rock, but no police report was lodged at the time. However, following the latest incident, she said she had decided to take legal action. The mother also said the school met with the parents of the pupils involved on Monday to discuss the matter. Kuala Terengganu police chief Azli Noor confirmed receiving a report, and said a preliminary investigation suggested that the incident stemmed from teasing among the pupils. 'The case has been referred to the school management and the Kuala Terengganu education office for further action,' he said.
