The collector of Madhya Pradesh's Bhind district was caught on camera slapping a student appearing for an examination at a local college, an action he claimed busted a mass copying racket operating at the centre.
A purported video of the incident that took place on April 1 surfaced on social media on Saturday (July 13, 2025), in which Bhind Collector Sanjeev Shrivastava can be seen slapping a student multiple times at an exam centre.
Talking to PTI on Sunday (July 13, 2025), Mr. Shrivastava said that his strict grilling of the boy had busted a mass copying racket.
'The incident occurred in March or April after I got a complaint about mass copying in an examination conducted by the Jiwaji University. We received information about Deendayal Danroliya College. When we reached there, everything was in order. But this boy only had the answer sheet. When I became strict with him, he spilt the beans that two maths teachers were solving the question paper outside (the centre) and will return it for mass dictation (mass copying),' the collector claimed.
About slapping the boy, he said, 'That only unmasked the copying racket. The boy was initially giving evasive replies about the question paper.'
The video shows the collector questioning a student inside the examination centre, and when the latter failed to respond, he was seen slapping him multiple times.
The student, Rohit Rathore, was later barred from appearing for the exam and accused of sending his BSc physics question paper outside the centre to get it solved and returned.
After the video went viral on social media, local reporters approached Mr. Rathore, who claimed that he had gone to the toilet during the exam and returned to find his question paper missing.
'The collector arrived suddenly and slapped me without asking anything. My ear hurt, and I wasn't given a chance to explain,' he alleged and said that a cheating case was filed against him.
The collector said he wrote to Jiwaji University, Gwalior to scrap recognition of the exam centre, which is why the college management leaked their CCTV footage.
'The college belongs to the father-in-law of the deputy leader of the opposition (in the M.P. Assembly) Hemant Katare,' Mr. Shrivastava said.
Meanwhile, the Samajwadi Party national spokesman, Yash Bhartiya, demanded an inquiry and strict action against the collector.
Taking to X, Mr. Bhartiya said, 'Six days ago, the Gwalior bench of the Madhya Pradesh High Court, while hearing a case related to the Public Works Department, commented on Srivastava's conduct, stating, 'the chief secretary must decide whether such an officer should continue to serve in the field.' Posting a video clip of the incident, he called the IAS officer violent.
Tehsildar Mala Sharma, posted in Bhind, recently accused Srivastava and Sub Divisional Magistrate (SDM) Parag Jain of mental harassment, the SP leader wrote.

The claims came as the Srinagar district magistrate on Saturday rejected the ruling National Conference's plea seeking permission to pay tribute to the 22 people who were killed by the Dogra army on July 13, 1931. In a public advisory posted on X, the Srinagar Police said, "The District Administration Srinagar has denied permission to all applicants intending to proceed towards Khawaja Bazar, Nowhatta on 13th July 2025 (Sunday)." As leaders made claims about being placed under house arrest to prevent their visits to the Naqshband Sahib Martyrs graveyard near Nowhatta, Abdullah condemned the restrictions and termed it a "blatantly undemocratic move". "In a blatantly undemocratic move homes have been locked from the outside, police & central forces deployed as jailers & major bridges in Srinagar blocked. All to stop people from visiting a historically important grave yard containing the graves of people who laid down their lives to give Kashmiris a voice & to empower them. Later, in a separate X post to pay homage to the 22 people, Abdullah likened the July 13, 1931 incident to the Jallianwala Bagh massacre. He asserted that the leaders may be denied permission to visit their graves today, but they "will never forget their sacrifices". "13th July massacre is our Jallianwala Bagh. The people who laid down their lives did so against the British. Kashmir was being ruled under the British Paramountcy. What a shame that true heroes who fought against British rule in all its forms are today projected as villains only because they were Muslims. We may be denied the opportunity to visit their graves today but we will not forget their sacrifices," the J&K chief minister wrote. Deputy chief minister Surinder Chaudhary, who was in Jammu, also claimed that his official residence in Kashmir was locked by the administration. "This is our condition. Locking a deputy chief minister, ministers and MLAs is a threat to democracy," he said, demanding the restoration of Jammu and Kashmir's statehood. 'The nation that forgets its martyrs does not last long. Those who laid down their lives in 1931 were unarmed civilians fighting for their rights. They were not driven by religion or fighting against any community,' the deputy chief minister told reporters at the National Conference headquarters. Jammu and Kashmir People's Democratic Party (JKPDP/PDP) chief Mehbooba Mufti had also posted on X that leaders of her party, who were on their way to the 'martyrs' grave, had been 'detained in police stations', while others were 'locked' in their homes. "The day you accept our heroes as your own just as Kashmiris have embraced yours, from Mahatma Gandhi to Bhagat Singh that day, as Prime Minister Modi once said, the 'dil ki doori' (distance of hearts) will truly end," she said in a post on X. As per the police, the accused used advanced AI software to generate explicit videos and images featuring the woman's face and then circulated them across social media platforms. "There was a subscription link to the adult content that he had posted, and people had to pay to access it. He earned about ₹10 lakh through it. He kept on continuing the crime as he got greedy, though he had initiated it for harassing the woman," she said. The district administration has also banned the sale of meat along the yatra route starting Sunday. Meat shops along the Kanwar route are to remain closed till July 24. Internet services have been suspended in the area and drone surveillance has been activated, an official said. The Haryana government on Sunday ordered suspension of mobile internet, bulk SMS services (excluding banking and mobile recharge), and all dongle services provided on mobile networks, except voice calls, in Nuh district for 24 hours — from 9 pm on July 13 to 9 pm on July 14. According to the State Home Department's order, the move is aimed at preventing the spread of misinformation and rumours through social media platforms such as WhatsApp, Facebook and X, and to check any mobilisation of agitators or demonstrators who could indulge in arson, vandalism or other violent activities, causing loss of life and property. According to police, cow vigilante Bittu Bajrangi has been denied permission to attend the yatra and his social media accounts have been suspended. The sale of petrol or diesel in open containers such as bottles will be prohibited at fuel stations in Nuh district from 6 am to 12 noon on Monday, they said. Additional Director General of Police (Law and Order) Sanjay Kumar reviewed the security arrangements and directed officials from the civil and police administration to coordinate closely. 'No attention should be paid to any kind of rumours. Strict action should be taken against those spreading misinformation,' Kumar said, adding that a special team will monitor social media to curb any attempts to vitiate the atmosphere. Around 2,500 police personnel will be deployed during the yatra on Monday, police said, adding that all government and private schools in the district will remain closed that day. Officials said 14 deputy superintendents of police (DSPs) will be on duty and 28 checkpoints have been set up at various locations along the route. Videography and strict checking will be carried out at these checkpoints to prevent the entry of miscreants. Additional measures include deployment of mounted police, sniffer dogs, bomb disposal squads, four drones, 21 video cameras and commando units, they added.
