
‘We got upset, then we got angry': the couple who took on one of the UK's biggest cold-call scams
One had got a call from an accident management company trying to persuade him to make a personal injury claim. Unusually, the caller knew the make and model of the car and the date of the accident. The second man said the same had happened to him. By the time the third customer confirmed he had also got the cold call, the three of them were pulling out their phones.
'One of the guys said: 'Well, what number was it?'', says Jan, brow furrowed at the memory. 'They were just getting the mobiles out and saying this number, and then asking me if I knew it. I said: 'No, I don't know that number at all'. And they asked: 'Well, where did they get it from?''
The men did not have insurance with the same company, had used different brokers and their accidents were unconnected. 'And then all three of them turned around,' says Michael. 'They went: 'Well, it must be you guys.''
Cold callers are a nuisance, whether they are asking about repairs to your property or trying to persuade you to make a personal injury claim. But what happens when those calls threaten to bring down your business?
Last month, after a 10-year investigation, eight men were convicted for their part in a conspiracy that ran one of the biggest nuisance call operations seen in the UK. The people who precipitated their downfall? A husband and wife from County Durham, who just wanted to protect their business.
The 10-week trial at Bolton crown court, which brought to an end the largest investigation into cold calls carried out in the UK, shed light on a murky world.
A jury found Craig Cornick, 40, a well-known businessman in the north-west, guilty of stealing personal data, having earlier found him and Thomas Daly, 35, not guilty of hacking into computer systems. Daly had previously pleaded guilty to two counts of conspiring to steal personal data. Of the six remaining men, all admitted stealing data, and four admitted hacking into computer systems.
The names, numbers and details of people involved in accidents may seem like rows on a spreadsheet, but they provide lucrative spoils. That information is sold to claims management firms hoping to generate leads for personal injury cases.
The cold-calling gang targeted a million people and hundreds of accident repair garages between 2014 and 2017, according to the Information Commissioner's Office (ICO).
The Reeds' role in exposing them starts almost a decade ago, in 2015.
The couple run Alan Reed Ltd, set up by Michael's father in 1970 and joined by Michael when he left school at 15. It is a family effort: Jan is in charge of customer care, her daughter Debbie does the accounts, and Michael's daughter Megan works in parts.
After the painful confrontation with their three customers, the complaints kept coming, and the couple worried about their reputation. 'You get upset,' says Jan. 'Then we got quite angry about it, didn't we? Thinking, well, we're not to blame. We used to talk about it all the time. We were just going inside out with it.'
They were not naive about data. They worked with bluechip insurance companies, and underwent training in how to protect personal information. They got their centralised IT car logging system, used widely in the industry, inspected twice, but were told nothing was wrong. They trusted their 40 staff – they had known half of them since they started as apprentices – but thinking they were the only garage affected, they started to wonder if they had been betrayed.
After months of complaints, they had had enough. Michael remembers the exact moment. The couple were in the car and Jan was upset. 'I said: 'I can't do this any more, we've got to do something',' she recalls. But then she had a thought. 'I said: 'How about we put our information into the computer?' And Michael said: 'Right. We'll give it a go.''
They input their own numbers in spring 2016, alongside details of fictional accidents, and waited. At first, nothing happened. But then, 11 days later, Michael's phone started ringing. 'I literally walked through to say: 'Jan, I've got somebody on the phone',' at the same time Jan's phone rang, says Michael. 'I said: 'Just go and answer it,' and then we looked: it was the same number.'
Michael spoke to the cold caller, asking if they knew the date he'd had an accident. When they confirmed the date, they put him through to a solicitor. Michael eventually made his excuses and ended the call. After a letter from the solicitors arrived, they were ready to go to the authorities.
'Obviously, we thought it was going to be over in weeks,' says Michael. 'We didn't think it was going to be nearly 10 years.'
Andy Curry is the head of investigations at the ICO, which investigated and prosecuted the criminal case under powers bestowed by data protection legislation. He is not an excitable man, but when he talks about the scale of Operation Pelham, as the investigation was named by the ICO, his eyes light up. 'This is the biggest criminal investigation and prosecution the ICO has ever undertaken,' he says.
Thanks to the information provided by the Reeds, alongside hundreds of other garages, ICO criminal investigation officers carried out nine raids in Macclesfield and Manchester in 2016. They seized 241,000 emails, 4.5m documents, 144,000 spreadsheets, 1.5m images and 83,000 multimedia files.
Among the devices taken was an iPhone, which, according to the ICO's prosecuting barrister, 'opened Pandora's Box' and provided 'a clear window into the extent of the criminality' of the gang.
Curry says: 'We uncovered a vast, murky criminal network where crash details were stolen from garages across England, Scotland and Wales and traded to fuel distressing predatory calls. It was an enormous and complex case.'

Did it make these men rich? 'We think over £3m has been obtained through this activity,' says Curry. 'So, a fairly significant amount of money.'
Evidence put before the jury painted a picture of a group of men who thought they were untouchable, boasting in texts about the personal data they could obtain.
In a conservation from September 2016, one asks: 'Do you still get insurance data? I have someone interested in purchasing off you on a weekly basis bro.' The reply came 29 minutes later: 'Don't have anything for sale atm bro but just got a new kid who can get me anything I want from anywhere so soon as he up and running will let u know bro.' A few minutes later there was another reply: 'Decent u data King now haha.'
Another key piece of evidence came in the form of a selfie video, filmed by Mark Preece, who admitted conspiring to hack computer systems and steal personal data. 'I've got the full garage list. I've got all the passwords for everything,' he says. 'All the data [...] I'm going to be rich, well, I am rich.'
Curry says the messages were a crucial aspect of building the case. As for the video, it was a gift. 'When you watch this you think, how stupid do you have to be to film yourself basically admitting to a criminal offence on this large scale?' he says. 'But great for us.'
Some of the men said they were involved in legitimate businesses. Thomas Daly and Adam Crompton, the directors of a now-dissolved company called Cheshire Finance UK, listed under 'call centres' on Companies House, had used their company to mask the 'purchase, sale and harvesting of unlawfully obtained data', the ICO argued in court.
Cornick is listed as a director of 15 businesses on Companies House since 2013; nine have been dissolved, two liquidated and four are active. His listed address, a large mock Tudor residence with an electric gate and prominent CCTV, is in Prestbury, an affluent village in Greater Manchester known for its mansions owned by footballers and millionaires.
In a statement after his conviction, Cornick said that during the period on which the trial focused 'data trading was a common industry practice' before regulations were tightened, 'reinforcing the need for businesses to closely scrutinise where their data originates'. He was 'relieved' to be cleared of computer hacking, but rejected 'any notion of wrongdoing' and said he would appeal against his conviction.
There has been a clampdown on cold callers in recent years. The UK moved to ban cold calls offering financial products in 2023, so anyone being contacted out of the blue can assume they are a scam. But people are still bombarded with billions of unwanted calls every year. According to data from Hiya, a spam blocker service, UK residents received an average of three spam calls a month between January and June last year, equating to about 195m spam calls in the UK every month.
Despite taking almost 10 years, Operation Pelham is not over. The ICO confirmed that one man, 33-year-old Jamie Munro, who is wanted on three counts related to the case, has disappeared and is thought to be overseas. And a second phase of the investigation is looking into the role of people in insurance firms and claims management companies. Curry says the ICO will continue in its efforts to 'untangle this web of illicit data trade. We will be relentless.'
So what now? What consequences will this 'vast, murky criminal network' face? The ICO says it will go after any proceeds of crime; it will probably also push for a red flag to be placed on each of the conspirators, preventing them from becoming directors of companies in the future.
However, all of the men are likely to avoid prison when they are finally sentenced next April. Offences under the 2018 Data Protection Act, including stealing data, are punishable by fines. Those convicted of hacking under the Computer Misuse Act will probably receive suspended sentences. 'We have no involvement in sentencing,' the ICO's legal team said. 'The court must sentence within the confines of the maximum sentence available in law.'
Since it began, Operation Pelham has swallowed hundreds of hours of investigators' time. Asked why it took so long, the ICO said it was a complex case, and had been affected by the pandemic and a year-long adjournment. As to how much it cost, the body said it was carried out as part of its normal regulatory functions. 'We do not record costs for specific investigations,' a spokesperson said.
Back in County Durham, the Reeds say they are proud of the role they played, but mostly they just want to get on with their lives. 'Businesses like ourselves are the backbone of this country. We need to stand up for ourselves and not get swallowed up,' says Michael. He shows a black and white picture of his parents, smiling outside the original garage. 'When you've been going for 55 years and you look at all the different things you've dealt with, well, this is just something in that timeline,' he says. 'It's been dealt with, we've dealt with worse. Everything we do is challenging – if it was easy, I don't think it would suit the Reed family.'

Exposed: Palestine Action supporters plot to overwhelm police
Thousands of pro-Palestinian supporters are planning to flout terror laws in a co-ordinated attempt to overwhelm the police, The Telegraph can reveal. Campaigners have hatched a plot for Left-wing activists and members of the Muslim community to attend a demonstration on Saturday declaring support for Palestine Action, the recently banned terror group. To do so would be an offence under the Terrorism Act 2000, punishable by up to 14-years in prison. More than 200 people have been arrested for expressing support for the group since July 5. Last week, one of the co-founders of Palestine Action won the right to challenge the legality of the ban. Now, campaigners plan to confront the criminal justice system en-masse to test if the law can be enforced if thousands of protesters descend on London. The move would ramp up pressure on Sir Keir Starmer, the Prime Minister, who is simultaneously battling a 25-year High Court backlog and a chronic shortage of prison spaces. Protests are planned for towns and cities across the UK, but the main event will take place in Westminster where thousands are being urged to attend and deliberately flout the terror legislation. The Telegraph can today expose the plan, co-ordinated by a number of groups including Cage International and Defend Our Juries, after attending a pro-Palestine event last week. At the meeting, hosted by Cage International in Birmingham, Moazzam Begg, the former Guantanamo Bay detainee, called on the Muslim community to join in the act of defiance and declare their support for Palestine Action. He told supporters: 'I would urge everybody to join the action of the 9th of August. That is the first step to take for the resistance. 'Those from the Muslim community, we have a massive presence in this city, and we must engage our leaders, our Imams, our habibs, those in positions of power, to join, there is strength in numbers, stop being a coward, cowards never win battles.' The meeting was attended by about 30 to 40 supporters, some of whom wore Palestinian keffiyeh scarves and flags. The evening was billed by Shezana Hafiz, a Cage International representative, as an opportunity to 'discuss crucial matters that pertain to our movement – a movement to liberate Palestine, to crush Zionism and see an end to the genocide in Gaza'. During the meeting, Angie Zelter, from Defend Our Juries, urged people to take part in the co-ordinated action, telling attendees: 'Together we can and must face down the rising tide of fascism in Britain.' She said people were starting to see 'an arrest for terrorism as a badge of honour'. In a briefing document, drafted by Defend Our Juries and seen by The Telegraph, those considering taking part are warned: 'Joining this campaign comes with risk.' But the document goes on to say: 'It would be practically and politically difficult for the state to respond to an action on this scale. 'Even assuming it had the physical capacity to arrest so many people on the same day, the political fallout from such an operation would be incalculable, causing irreparable damage to the reputation of the Government and the police. 'Our assessment is that an action on this scale could be enough for the ban to be lifted. 'Charging and prosecuting at least 500 more people, in addition to the 200 people already arrested, is likely to be beyond the capacity of the state, given the current situation in the criminal justice system.' Volunteers are told to bring their own blank placard and a thick marker pen, and when in place to write the words: 'I oppose genocide. I support Palestine Action.' They are advised: 'Although there's a substantial risk of arrest, and all taking part should be prepared for that, no-one has yet been charged with an offence and no-one has been remanded to prison.' Experts have warned that the action could create a significant headache for police forces if thousands of people deliberately break the law in a co-ordinated campaign. Graham Wettone, a retired Metropolitan Police officer with many years experience working in public order policing, said: 'There are a limited number of custody cell spaces available in London and as we saw a couple of years ago with Just Stop Oil, these can fill up quickly. 'The Met may seek to take some of those arrested outside of the capital but there is no doubt that if thousands of people turn up and take part it will test the system to the limit. Simply put, they will not be able to arrest and process everyone.' The courts backlog is running at a 25-year high, with about 77,000 cases waiting to be heard and some trials being listed for 2027. Last year, Labour's early release scheme freed thousands of prisoners who were 40 per cent of the way through their sentence, rather than halfway. Legal challenge against proscription Palestine Action was outlawed by Yvette Cooper, the Home Secretary, on July 5 after a group of its members allegedly entered RAF Brize Norton and damaged two military aircraft. Last week, the co-founder of the group won the right to bring a legal challenge against proscription, arguing that the ban breached the right to freedom of expression and protest. A judicial review over the legality of the group is due to be heard in the autumn and could see the ban lifted. Of the 200 or so people who have been arrested on suspicion of supporting Palestine Action since its proscription, none have yet been charged. It is thought that prosecutors are waiting for the outcome of the legal challenge before they make a decision on whether to put people before the courts.

Former councillor killed on road he tried to make safer
A former Labour councillor has been killed in a car crash on a road he campaigned to make safer. John Michael Duggan, 81, died in hospital after his car collided with a skip lorry on Aug 1 as he tried to join the A19 in North Yorkshire. The former Selby district councillor was taken to Leeds General Infirmary by air ambulance but was pronounced dead a short time later. The lorry driver, a 42-year-old man from York, was arrested at the scene and was assisting officers with enquiries, according to North Yorkshire Police. Mr Duggan had previously highlighted the junction on York Rd, which connects the village of Riccall with the major road, as one of several seriously dangerous intersections along the A19. Campaigner appealed for roundabout As a parish councillor for Riccall, he told the York Press newspaper in 2007 he was 'gravely concerned' about the safety of local drivers following a number of accidents, including fatal ones. He said: 'The stretch of the A19 that runs past Riccall is one of the fastest sections of the road, and the speed of traffic using this section is totally unacceptable to local people who are trying to enter and exit the village.' Mr Duggan had called for a roundabout to be built in the area and presented plans for one to North Yorkshire County Council. Steve Shaw-Wright, the Labour leader of Selby town council, said it was 'tragically ironic' that Mr Duggan died on a stretch of road he campaigned to make safer. 'John was one who would campaign for what he believed to be right for his community, whether that was within the bounds of his political group or outside. John was very determined to support what people needed in his community,' he told ITV. 'He campaigned for the roundabout to get access and ingress from Riccall for a long, long time, it's tragically ironic that that was the place where he lost his life.' 'Tragedy makes need for improvement clear' Keir Mather, the Labour MP for Selby, said the death of Mr Duggan, who was formerly a senior representative for the Unite union, highlighted the need for road safety improvements in the area. 'John was a well-known and much-loved local man, a father, uncle and a grandfather,' he said. 'He was known too for his time as a union convenor, a Selby district and North Yorkshire county councillor and, perhaps most poignantly, as a campaigner for better road safety in Riccall. 'This tragedy makes awfully clear the need for road safety improvements at both A19 junctions in Riccall.' Mr Mather said he would press North Yorkshire council to reconsider introducing a roundabout 'or at the very least a speed reduction' on the stretch of the A19. National Highways brought in a temporary speed limit of 50mph on part of the A19 in Teesside last year after a series of collisions. The A19 runs from Seaton Burn, north of Newcastle, to just north of Doncaster, and has a 70mph speed limit for cars for much of its length.

Police ‘cover-up' of Afghan asylum seekers accused of raping girl
Police have been accused of risking public disorder by 'covering-up' the backgrounds of two Afghan asylum seekers charged over the alleged rape of a 12-year-old girl. Ahmad Mulakhil was charged with rape and Mohammad Kabir with the kidnap, strangulation and aiding and abetting a rape of the girl in Nuneaton, Warwickshire. Police allegedly told local politicians and officials not to reveal the background of the suspects for fear of 'inflaming community tensions'. Mulakhil, who crossed the English Channel on a small boat, allegedly raped the victim at a house on the evening of July 22. CCTV footage from nearby allegedly shows a man walking with a white girl 30 minutes before the alleged rape, the Mail on Sunday reported. Mulakhil was arrested on July 26 and appeared at Coventry magistrates' court two days later. Kabir was arrested on Thursday and appeared in court on Saturday. The men, both aged 23, were remanded in custody to appear at Warwick crown court on August 26. Both men live in rented houses of multiple occupation (HMOs) on adjoining streets. Each provides accommodation for about five asylum seekers. The properties are managed by Serco, which has a £1.9 billion Home Office contract to accommodate applicants for refugee status. • A day at asylum court shows why decisions are so painfully slow Details of the alleged rape were not revealed by police until after the court appearances of the defendants. The names of the roads where the men lived, which are normally disclosed, were kept secret. One official claimed police feared Nuneaton would face protests similar to those at a migrant hotel in Epping, Essex, last month after an asylum seeker was charged with sex offences relating to a girl aged 14. There were clashes on Saturday between protesters and counter-protesters outside the Thistle City Barbican Hotel in Islington, north London, which is being used to house asylum seekers. Four people were arrested during similar protests outside the New Bridge Hotel in Newcastle. George Finch, leader of Warwickshire county council and a Reform party politician, has written to Yvette Cooper, the home secretary, and Alex Franklin-Smith, the chief constable of Warwickshire, complaining about a 'cover-up'. He asked the Home Office to 'immediately remove and rehouse all asylum seekers currently living in HMOs in Warwickshire'. Finch wrote: 'Our local community has had enough of the Home Office breaking planning regulations to turn sections of local communities into unrecognisable, ghetto-like zones.' He said local people were able to 'join the dots' to find that Mulakhil was an asylum seeker after his name was published in the local media and he was told by the county council's chief executive that Kabir 'was an asylum seeker living in an HMO'. Finch claimed a 'cover-up' of the defendants' immigration status 'risks public disorder breaking out on the streets of Warwickshire'. Writing about the rioting that occurred following the murders of three girls in Southport, he said: 'I am disgusted that one year from the social unrest that we saw in parts of the UK in 2024, the Home Office and police have clearly not learned the lessons from the handling of similar incidents last year.' Sir Andy Cooke, HM chief inspector of constabulary, wrote in the Sunday Telegraph that police 'should not be caught off-guard again' in relation to the Southport riots. He said the 'tools that amplified hatred last summer remain largely unchanged and unregulated'. Warwickshire police defended its position, saying in a statement: 'When something significant happens, we brief these partners and local elected officials on the circumstances of the crime, the investigation, the work being undertaken to arrest those responsible and how local people and partners can help a concerned community. 'Where relevant, sensitive information around locations, details of the crime and policing activity to catch offenders can be shared, with a warning that this is sensitive or confidential information and disclosure by those being briefed could affect future court hearings. 'Once someone is charged with an offence, we follow national guidance. This guidance does not include sharing ethnicity or immigration status.' Robert Jenrick, the shadow justice secretary, wrote on social media 'This is beyond politics. Illegal migration is destroying lives and blighting our country. Keep our women and girls safe.' The government announced in April that asylum seekers will be denied the right to stay in the UK if they have been convicted of sexual offences. Chris Watkins, the Labour leader of Nuneaton and Bedworth borough council, and Philip Seccombe, the Conservative police and crime commissioner for Warwickshire, have been contacted for comment.
