Train service has been suspended in some parts of the city as a state of emergency was declared for the Bronx, Delaware, Dutchess, Kings, Nassau, New York, Orange, Putnam, Queens, Richmond, Rockland, Suffolk, Sullivan, Ulster, Westchester and Contiguous Counties.
New York Governor Kathy Hochul and her acting counterpart in New Jersey said they were declaring states of emergency for areas facing the threat of extreme flash floods forecast on Thursday (July 31) for much of the Eastern Seaboard.
The National Weather Service posted flash flood warnings along parts of the Northeast urban corridor stretching from the Washington-Baltimore region north through Philadelphia, Wilmington, Delaware, and into the New York City metropolitan area.
Severe thunderstorm watches were also in effect across much of the Interstate-95 corridor.
Up to 5 inches (12.7 cm) of rain was forecast in the heaviest bands of showers expected across New York City, Long Island and the Hudson River Valley, with rainfall rates that could exceed 2 inches per hour, according to a statement from Hochul.
The Weather Service attributed the storm threat to a cold front that was bringing a combination of unstable air mass and exceptional amounts of atmospheric moisture to the region.

Delta Air Lines canceled nearly 200 flights over the weekend at the Hartsfield-Jackson Atlanta International Airport in the overnight hours into Friday morning as a result of some bad weather. According to Atlanta News First, more than 180 overnight Delta flights were canceled as a result of what Delta described as severe summer weather. Delta was not the only airline impacted, but most of the canceled flights were Delta flights. A Delta spokesperson described the move as 'proactive' due to the severe summer weather. 'Yes, there are proactive cancellations today in Atlanta due to severe summer weather,' a spokesperson for Delta Air Lines told 11 Alive in Atlanta on Friday. 'Safety for our passengers and crew is our top priority.' The mass cancellations come after a "nightmare" Delta flight sent more than two dozen people to the hospital. Delta Air Lines Flight 56 from Salt Lake City to Amsterdam experienced "significant" turbulence and needed to divert. When the plane landed, 25 people were hospitalized. A woman who was aboard the flight said that the in-flight dinner service started when the shocking turbulence hit from out of nowhere. "There was actually no warning. It was a very abrupt, hard hit," said Leeann Nash, who spoke to Minneapolis' ABC affiliate. "If you didn't have your seat belt on -- everyone that didn't -- they hit the ceiling, and then they fell to the ground, and the carts also hit the ceiling and fell to the ground, and people were injured, and it happened several times, so it was really scary." Needless to say, it seems like Delta was making safety a priority for its customers given the severe weather on Thursday night, especially after the scary incident that occurred earlier this week. While the cancellations were undoubtedly frustrating, they were understandable in context. Evacuations ordered in several areas of Carbondale as new wildfire sparks in western Colorado
Fire officials have ordered evacuations of several areas in Carbondale as western Colorado sees a new wildfire. The Carbondale & Rural Fire Protection District called for an evacuation of the Panorama subdivision and areas east of County Road 100 to Upper Cattle Creek Road on Sunday afternoon. The fire is being dubbed the Coulter Creek Fire. Air resources were en route and people with livestock can call Alpine Equine Hospital at 970-366-1320 to arrange keeping them there.
