
Government would not support social media ban for under-16s, minister says
The UK Government would not support an Australia-style blanket ban on under-16s using social media, the Technology Secretary has said.
Peter Kyle said he believes decisions about when children should access social media should be left to parents.
Last year, he had suggested such a ban in the UK could be 'on the table' if companies did not take action to protect children, but has since softened his stance on the issue, suggesting in January he had 'no plans' for such a ban.
Australia introduced the world's highest age restriction on social media use last year, barring children under 16 from creating accounts.
But Mr Kyle has said the UK should not follow suit.
Speaking to Nicky Campbell on BBC Radio 5 Live, he said: 'Parents need to have the flexibility to parent in a way that's suitable for their children and circumstances.
'I'm trying to get the balance right between giving parents the freedom to be parents but also having absolute backstops.
' Porn going into young children's hands – that's a backstop. Violent misogynistic content – that's a backstop.
'If government can get the fundamentals right, that can give parents the freedom to introduce children to social media and some of the developmental potential.
'Most platforms are available from 13 plus – parents should decide if it's 13, 14, even up to 18.'
In November, Mr Kyle told the Telegraph newspaper that the UK could move to to 'another level of regulation' if tech companies do not get together to enforce the Online Safety Act.
At the time, he said he did not want to pursue further law changes until he sees how the Online Safety Act works.
But he signalled he had been speaking to politicians from Australia where social media restrictions for under-16s have been approved by its parliament.
Asked if the UK could push its age limits up to 16, Mr Kyle told the Telegraph: 'When it comes to keeping young people safe, everything is on the table.'
Mr Kyle's latest comments came on the day Ofcom published its final codes of practice, under the Online Safety Act, laying out how tech firms must protect children from harmful content.
It includes requiring firms to make their algorithms safe for children by not recommending them harmful material, and pushing firms to implement age verification tools – such as ID or credit card checks – to ensure children do not access inappropriate or harmful content.

The platforms under investigation include 4chan, porn provider First Time Videos, which runs and and seven file-sharing services: Krakenfiles, Nippybox, Nippydrive, Nippyshare, Nippyspace and Yolobit. Ofcom said it received complaints about illegal activity on 4chan and potential sharing of child abuse images on the file-sharing sites. It also said none of the services responded to legal information requests. Article continues below The First Time Videos probe will examine whether it has "highly effective" age checks to stop children viewing porn, which is now a legal requirement for such sites. A spokesperson said: "We have received complaints about the potential for illegal content and activity on 4chan, and possible sharing of child sexual abuse material on the file-sharing services." If the companies are found to have broken the law, Ofcom can impose fines of up to £18 million or 10% of global turnover, and even seek court orders to block UK access. Social media giants can ‘get on' and tackle fraud cases, says City watchdog
Nikhil Rathi, chief executive of the Financial Conduct Authority (FCA), said fraud is set to be one of the most 'profound issues' facing regulators over the next few years. The boss was asked by MPs on the Treasury Committee whether he would like to see stronger guidance to technology platforms about how to take down fraud and their responsibilities in relation to the Online Safety Act. 'I think they know what to do,' Mr Rathi told the committee. 'I don't think they need guidance. There's plenty of cases where they can get on and do it.' The Online Safety Act will require platforms to put in place and enforce safety measures to ensure that users, particularly children, do not encounter illegal or harmful content, and if they do that it is quickly removed. The FCA has stepped up its crackdown on financial influencers, or 'finfluencers', with numerous take down requests on social media platforms and a handful of arrests. The watchdog's boss was asked whether tech firms were too slow to tackle fraud on their platforms. 'We have to operate within our powers, we can't force the tech firms to take down promotions that we see as problematic and we rely on co-operation from them,' he said. 'I would not say that all tech firms don't co-operate. 'There are some that have invested very significantly, they are proactive, they are responsive and once they've decided to move we've seen significant improvements on their platform.' Referring to Facebook and Instagram owner Meta, he said the issue was both the speed at which harmful content was taken down and that new accounts were being created with 'almost identical content'. Mr Rathi said Ofcom – which oversees online platforms' safety systems – was 'understandably' prioritising child protection and sexual exploitation offences and would 'get to fraud next year'. Pressed further on tech giants being held to account on fraud, Mr Rathi said: 'I think this is going to be one of the most profound issues facing financial regulation for the next several years. 'We talk about big tech firms entering financial services, well many have already entered and provide systemic services adjacent to financial services.'

Investments in UK tech sector will create hundreds of jobs, says Government
It comes as Science and Technology Secretary Peter Kyle told an audience at London Tech Week that the UK must be at 'the cutting edge' of rapidly growing technologies, such as AI. The technology sector is a key area of the Government's efforts to accelerate growth in the UK economy, in a bid to support efforts to increase spending. On Tuesday, a number of 'significant investments' in the sector were announced in areas including AI and fintech, which will see some companies setting up in the UK for the first time. Liquidity, a US-based AI fintech business, revealed it will launch its European headquarters in London as part of a plan to invest an additional £1.5 billion over the next five years. Meanwhile, Capgemini said it will expand UK operations with a new London headquarters. Netcompany, a Danish IT consultancy, will also invest £2 million to expand its Leeds office and is launching a new site in Edinburgh, which will ultimately create 150 jobs. Other investments include InnovX AI, a major European start-up hub, investing £14.7 million in a new London technology site, creating 30 jobs. Mr Kyle said: 'We have all seen over the last few years, just how rapidly and profoundly technologies like AI are transforming the economy, and our society. 'Britain can – and must – be at the cutting edge of this change. 'The era of hesitancy is over: we can be the masters of our fate, and through the measures I am announcing today, we will harness the vast potential of our trillion-pound tech sector to help remake our country for the better.' The Government said on Tuesday that it was opening its Science and Technology Venture Capital Fellowship for a second cohort and round of applications, to increase the capacity of the UK financial sector to invest in start-up businesses in the sector. Business and Trade Secretary Jonathan Reynolds said: 'Securing valuable high-tech investment is an integral mission of this government and seeing global investors put billions in the UK economy shows the plan for change is working, with more and more companies choosing Britain. 'With tech being identified as a key growth sector in our upcoming modern industrial strategy, we're not only helping attract and secure investment, but delivering long-term, stable growth that supports skilled jobs and raises living standards across the UK.'
