IBA urges govt to provide concessional electricity tariff for CBG plants
In a comprehensive submission to the ministry, IBA stressed that the cost of electricity is a significant operational expense, averaging 30 per cent of overall OPEX, ranging between 20 per cent and 48 per cent, based on the feedstock used and the scale of the plant, an IBA statement said.
According to the statement, IBA has suggested that the government should grant concessional electricity rates to CBG plants, which are at a disadvantage due to high industrial electricity charges that account for as high as 48 per cent of their running costs.
The association's detailed cost study indicates that at an average industrial tariff of ₹ 7 per kWh, electricity takes up a significant portion of the overall operating costs of commercial-scale CBG plants, like 34 per cent in paddy straw-based plants, 28 per cent in press mud-based plants, 19 per cent in cow dung-based plants, and as high as 48 per cent in Municipal Solid Waste (MSW)-based plants.
IBA's suggestion to the ministry to shift from applicable industrial tariffs for electricity (average rate of ₹ 7 per kWh) to domestic tariffs ( ₹ 4.5 per kWh) would provide significant cost savings across all categories of feedstocks, and this tariff reform would make the sector much more operationally viable.
IBA Chairman Gaurav Kedia said, "The CBG industry is a keystone in achieving India's Panchamrit commitments announced at COP26. By easing the cost burden of electricity for CBG plants, we can drive our 50 per cent non-fossil energy transition by 2030 and underpin our Net Zero emissions goal by 2070. With one such policy measure, we can reverse the economics of clean energy manufacturing and bring much-needed private capital to scale the sector across the country".
The grouping underscored that high industrial tariff rates now function as a structural hindrance, having a direct bearing on profit margins and cash flows, especially in the most important formative years, when projects are consolidating.
Financial pressure deters new market players from entering and hinders the expansion of existing units.
The concessional tariff offer is set to enhance sector competitiveness, trigger private participation, and facilitate smoother integration of CBG into India's energy mix, supporting the government's wider clean energy transition goals, it stated.
IBA is the first and largest professional biogas association for stakeholders in the biogas industry, including technology providers, project developers, plant operators, planners of biogas plants, and representatives from public policy, science and research in India.
The association was established in 2011 and revamped in 2015 to promote a greener future through biogas. The motto of the association is "propagating biogas in a sustainable way".

NEW DELHI: A specific timeframe has not been finalised for Russian President Vladimir Putin's proposed visit to India for an annual summit, people familiar with the matter said on Thursday. Prime Minister Narendra Modi receives Russian President Vladimir Putin for a meeting at Hyderabad House in New Delhi in December 2021. (PTI FILE IMAGE) Putin's visit figured during National Security Adviser Ajit Doval's meetings with senior Russian officials in Moscow on Thursday. Russia's state-run media inaccurately cited Doval as saying that Putin would travel to India in late August, the people said on condition of anonymity. 'The NSA, during his visit to Moscow, said that the dates of President Putin's visit to India are being worked out,' one of the people cited above said. 'The time of end-August being reported is incorrect,' the person said. Doval did not indicate a specific date or time during his engagements in Moscow, the people said. Putin is expected to travel to India this year for the annual India-Russia Summit, following Prime Minister Narendra Modi's visit to Moscow for the summit in 2024. Though the two sides have been involved in initial preparations for the visit, they have so far not finalised any specific timeframe for the trip, the people said. Doval is in Moscow for meetings with senior Russian officials to strengthen security and economic ties. The trip had been scheduled earlier but gained importance following US President Donald Trump's decision on Wednesday to impose an additional 25% punitive tariff on India for purchasing Russian oil. External affairs minister S Jaishankar is also expected to travel to Russia in the third week of August for a meeting of the India-Russia Inter-Governmental Commission on Trade, Economic, Scientific, Technological and Cultural Cooperation (IRIGC-TEC), the primary mechanism for overseeing trade and economic cooperation.

IFC commits USD 150 mn to affordable housing fund promoted by HDFC Capital
New Delhi, Aug 7 (PTI) IFC has committed up to USD 150 million (about Rs 1,300 crore) as an anchor equity investment in H-DREAM Fund (HDFC Capital Development of Real Estate Affordable and Mid-Income Fund), promoted by HDFC Capital, in a bid to promote green, affordable housing and expand access to sustainable financing for property developers. The real estate private equity arm of HDFC Group, HDFC Capital, will manage the fund, which has a target corpus of USD 1 billion (USD 500 million with a green shoe of USD 500 million), a joint statement said on Thursday. The fund will finance projects that prioritise affordable and mid-income housing, while implementing the EDGE (Excellence in Design for Greater Efficiencies) green building framework, in line with global sustainability standards, it said. H-DREAM is among the first private credit funds globally to champion the development of green, affordable and mid-income housing, it said. IFC's commitment is expected to help mobilise up to USD 850 million (including sponsor commitment) of long-term capital from institutional investors, it said, adding that the fund will enable the development of at least 25,000 green, affordable and middle-income housing units. 'Green affordable housing delivers a dual impact: it meets the urgent need for inclusive housing while advancing sustainability in urban development. IFC's investment in H-DREAM Fund is designed to demonstrate the viability of innovative financing vehicles and mobilise long-term private capital for green housing solutions," IFC Regional Director for South Asia Imad N Fakhoury said. By empowering developers to issue green finance instruments and scale sustainable projects, the partnership with HDFC Capital aims to create jobs, build resilience, improve livability in cities and set a benchmark for the future of urban transformation, he said. On the development, HDFC Capital chairman Deepak Parekh said that housing remains a social imperative and has strong multiplier effects on the economy. The H-DREAM Fund integrates sustainability with financing, which will go a long way in addressing the housing gap and build resilient communities. IFC continues to play a pioneering role in facilitating a greener and more inclusive India, Parekh added. The buildings sector accounts for about 33 per cent of total electricity consumption globally, with residential buildings accounting for about 24 per cent. Greening this sector is crucial to sustainably bridge the housing gap, it said. This platform will channelise global and domestic capital to address the most basic social need of housing in India. We are witnessing interest from global and domestic institutions and Indian family offices with in-principle commitments of about USD 350 million in place already, HDFC Capital MD & CEO Vipul Roongta said.
