Delhi to pilot retrofit devices in 30 old govt vehicles to cut emissions

New Delhi, Aug 13 (PTI) The Delhi government will soon conduct trials by fitting catalytic converter-based retrofit emission control devices in up to 30 government-owned BS-IV and older heavy vehicles, potentially offering a cheaper and cleaner alternative to scrapping. In a first-of-its-kind move aimed at cutting toxic emissions from older diesel vehicles, the Delhi government decided to conduct a pilot project following a presentation by a clean-tech firm at a meeting which was chaired by the Environment Minister Manjinder Singh Sirsa on August 11. The company claimed its retrofit technology could reduce particulate matter and other harmful emissions by more than 70 per cent. The trial comes in the wake of the Commission for Air Quality Management's (CAQM) directive banning the entry of non-BS-VI commercial goods vehicles into Delhi from November 1, with limited exemptions for essential services until October 31, 2026. Officials said while the order is crucial for reducing pollution, it poses challenges for owners of relatively newer vehicles that still have several years of service life left. 'Our goal is not just to comply with environmental directives but to lead the way in building a cleaner, healthier and more sustainable Delhi. This pilot shows that with the right technology, determination and governance, we can solve even the toughest environmental challenges while protecting livelihoods," Sirsa said. 'This pilot is both a trial and a statement of our vision — to deploy permanent, innovative solutions that clean Delhi's air while keeping essential transport running," the minister said. According to the officials, the device, tested on Tata Cummins' 5.9 lakh engines and validated over 9,000 km — offers durability, low backpressure and regeneration capability. Company representatives said it could deliver over 95 per cent cost savings compared to purchasing new BS-VI vehicles, with minimal downtime for retrofitting. The Delhi Pollution Control Committee (DPCC) will lead the pilot, coordinating with departments such as PWD, MCD, DJB and Health to identify suitable vehicles. The firm will bear the cost of devices, installation and testing, with third-party validation from IIT Delhi or International Centre for Automotive Technology (ICAT). If proven effective, the solution could be recommended for large-scale adoption across Delhi and potentially in other states. The Supreme Court was dealing with a plea seeking a recall of its October 29, 2018, order upholding a National Green Tribunal's (NGT's) directive. The apex court had then directed the transport departments of states in NCR to ban diesel vehicles aged more than 10 years and petrol vehicles which are over 15 years old from plying on roads in terms of the NGT's order. The NGT, on the other hand, had ordered that all diesel or petrol vehicles that were more than 15 years old not be allowed to ply on roads and appropriate action, including their seizure, be taken under the Motor Vehicles Act in case of non-compliance. Last month, the Delhi government moved the top court against the blanket ban on diesel vehicles older than 10 years and petrol vehicles older than 15 years. According to the CAQM figures, there are 62 lakh end-of-life vehicles (ELVs) in Delhi, of which 41 lakh are two-wheelers. The issue of end-of-life vehicles resurfaced last month, as the Delhi government moved to implement a CAQM directive to refuse refuelling of such vehicles from July 1. Per capita steel consumption in India at 100 kg, says steel secretary

New Delhi, Aug 13 (PTI) Domestic per capita steel consumption has hit the 100-kg mark, Steel Secretary Sandeep Poundrik said on Wednesday. India's steel industry has registered growth in terms of production against the global decline, the top ministry official said, according to a statement issued by the Ministry of Steel. Speaking at a workshop organised by Ministry of Steel in the national capital, the secretary 'highlighted India's robust 12 per cent plus growth in steel production compared to global declines, with per capita consumption surpassing 100 kg". Per capita steel consumption reaching 100-kg level is an important milestone for the country as the government's National Steel Policy 2017 aims to scale up finished steel per capita consumption to around 160 kg by 2030-31. The per capita steel consumption was around 60 kg at the time of the launch of the policy in 2017, which also aims crude steel capacity of 300 million tonnes (MT), and production of 255 MT by 2030-31. ED questions Suresh Raina for 8 hours in illegal online betting app case

New Delhi, Aug 13 (PTI) The Enforcement Directorate (ED) on Wednesday questioned former India cricketer Suresh Raina for more than eight hours in an alleged money laundering case linked to an illegal online betting app, official sources said. Raina (38) was seen interacting with CISF personnel and ED staff outside the agency's office in central Delhi before marking his attendance at around 11 am. He left the agency office around 8 pm. The federal probe agency recorded Raina's statement under the Prevention of Money Laundering Act (PMLA) as part of its investigation linked to a sports betting application named 1xBet, the sources said. Raina, who played 18 Tests, 226 ODIs, and 78 T20Is for India, is understood to have been linked to the app through certain endorsements. The ED wanted to understand his links with the app, any endorsement fee earned and the mode of communication between the two parties, according to the sources. The agency recently called representatives of Google and Meta for questioning as part of its probe. It also conducted multi-state searches on Tuesday in connection with a similar investigation against an online betting app named Parimatch. The agency is probing multiple such cases involving illegal betting apps, which allegedly duped numerous people and investors worth crores of rupees or evaded a huge amount of taxes. According to estimates by market analysis firms and probe agencies, there are about 22 crore Indian users of various such online betting apps, out of which half (about 11 crore) are regular users. The online betting app market in India is worth over USD 100 billion, which is growing at a rate of 30 per cent, according to experts. The government last month told Parliament that it has issued 1,524 orders from 2022 till June 2025 to block online betting and gambling platforms. Minister of State for Electronics and Information Technology, Jitin Prasada, told Lok Sabha in a written reply that the Directorate General of GST Intelligence headquarters is empowered as an appropriate government agency under the Information Technology Act, 2000, and the IGST Act to direct intermediaries to block unregistered online money gaming platforms, including offshore online money gaming platforms, violating the IGST Act. He said the suppliers of online money gaming are also being regulated under the Integrated Goods and Services Tax Act, 2017 (IGST Act). 'Under the Seventh Schedule of the Constitution, 'betting and gambling' is a state subject (entry 34 of the List II). Therefore, as per the provisions of Article 246 read with Article 162 of the Constitution, state legislatures have the power to legislate on matters related to betting and gambling," Prasada said. The minister also said the states and Union territories are primarily responsible for prevention, detection, investigation and prosecution of crimes, including action against illegal betting and gambling. 'The Central government supplements the efforts of the states/Union territories through advisories and financial assistance under various schemes for capacity building of their LEA," Prasada said.
