FHLBank San Francisco Awards $6.7 Million in Grants to Develop Affordable Housing in Arizona

Grants will add 204 units of affordable housing across Flagstaff, Pisinemo and Topawa, Prescott, and Tucson
SAN FRANCISCO, July 10, 2025 (GLOBE NEWSWIRE) -- The Federal Home Loan Bank of San Francisco (FHLBank San Francisco) today announced $6.7 million in Affordable Housing Program (AHP) General Fund grants to support the development of affordable housing in Arizona. This year's awarded grants represent a 118% increase in funding for Arizona over last year, demonstrating the Bank's commitment to deliver on its mission to address the critical shortage of affordable housing in the state. The 2025 AHP grants are being awarded to four important Arizona developments that will collectively create 204 units of affordable housing in Flagstaff, Pisinemo and Topawa, Prescott, and Tucson.
'We continue to make meaningful investments to address the affordable housing crisis across Arizona, California, and Nevada,' said Joseph E. Amato, interim president and CEO of FHLBank San Francisco. 'This funding, delivered in partnership with our local member financial institutions, supports housing affordability solutions in urban centers, rural areas, and tribal lands. We are helping to expand the supply of housing and for the individuals and families who need it most.'
According to the National Low Income Housing Coalition, Arizona sits fourth on a national list that determines which states have the most extremely low-income households in the nation, those earning 0% to 30% of area median income, who are severely cost burdened, meaning the household spends more than 50% of its income on housing costs, including utilities.
AHP grants help finance the development, preservation, or purchase of multifamily and single-family housing for lower-income people in need, including the chronically unhoused, families, seniors, veterans, at-risk youth, people living with disabilities and mental health challenges or overcoming substance abuse. Grants are delivered through FHLBank San Francisco member institutions partnering with nonprofits and affordable housing developers to submit applications for grants for specific projects in an annual funding competition. AHP-funded projects represent a wide range of strategies and solutions, from historic preservation and adaptive reuse to new construction and rehabilitation.
The 2025 AHP Arizona-based General Fund grants will support the following projects:
Flagstaff: Foundation for Senior Living's Aspen Loft Apartments was awarded a $2 million grant, in partnership with FHLBank San Francisco member Raza Development Fund, Inc., to create a 65-unit, energy efficient workforce housing development
Topawa and Pisinemo: the Tohono O'odham Ki:Ki Association's TOKA Homes VI project was awarded a $1.5 million grant, in partnership with member Western Alliance Bank, to create 30 single-family homes across two sites on the Tohono O'odham Nation Reservation serving formerly unhoused people and families earning at or below 60% of the area median income.
Tucson: Compass Affordable Housing, Inc.'s Drexel Commons was awarded a $2 million grant, in partnership with member Raza Development Fund, Inc., to create a 67-unit affordable rental community serving low-income families, with 10 units reserved for households with tenant-based rental assistance.
Prescott: USA Housing, Inc.'s Bradshaw III Senior Community was awarded a $1.26 million grant, in partnership with member Raza Development Fund, Inc., to create 42 units of fully-accessible affordable housing for seniors to age in place.
In 2025, FHLBank San Francisco awarded nearly $50 million in AHP grants, including funding from its 2025 AHP General Fund for projects in California and Arizona, and from its 2025 Nevada Targeted Fund for projects in Nevada. Since 1990, FHLBank San Francisco has awarded over $1.4 billion in grants for the construction, preservation, or purchase of nearly 155,000 affordable housing units. Collectively, the FHLBanks are one of the largest sources of private sector grants for affordable housing in the country, providing approximately $8.3 billion in grant funding to help more than one million households have an affordable place to call home since 1990. Providing resources for affordable housing is central to FHLBank San Francisco's mission, with at least 10% of the Bank's net income from the prior year committed to fund affordable housing and related community investment programs.

Mark Kelly, D-Ariz., acknowledged that the Democratic Party had a messaging problem on Sunday when confronted with a poll that found the party had its lowest favorability rating in nearly three decades. "We have to fix this. I don't put a ton of stock into polls, especially this far away from an election, but we certainly do have a problem, and it's a messaging problem," Kelly told CNN's Jake Tapper. The Wall Street Journal released a poll on Sunday that found just 63% of voters have an unfavorable view of the Democratic Party — the highest unfavorable rating the party has received in the WSJ's poll since 1990. "It's important to get out there and talk to people about the issues that they care about," he said. Kelly explained that he has spoken to Americans in different states about the "big, beautiful bill" and how it might affect them. "So myself and my wife, Gabby, you know, sat there in front of a large group and took some questions from them and tried to explain to them, you know, what's going to happen to Medicaid, what's going to happen to food assistance through SNAP. And there were folks here that I got the sense that these programs directly are going to affect them and their family members, and they do deserve an explanation from somebody in the United States Congress," Kelly said. The WSJ poll found that just 33% of registered voters have a favorable view of the Democratic Party. Tapper also asked Kelly about the Democratic Party's official X account attempting to describe rising grocery prices under "Trump's America" using a graph dating from October 2019 to 2025. The graph claimed that "U.S. Grocery Prices Reached Record Highs in 2025" with prices "higher today than they were on July 2024" in categories such as dairy, produce and meat. However, many X users pointed out that the graph, in fact, showed prices skyrocketing in 2021 when Biden was president and only leveling off at the end of 2024 when President Donald Trump was re-elected. "So I wonder if you think Democrats have figured out their problems, both in terms of communications and also acknowledging that Biden-era inflation, for example, is one of the reasons why your party is out of power?" Tapper asked after noting that the Democratic Party had deleted the post. He agreed and said, "Yeah, I think that's fair. There was inflation during the Biden Administration. I tracked this pretty closely." Kelly said he saw the price of eggs and ground beef increase during former President Biden's administration before warning about Trump's tariff policy. "But I think what's important for the American people to know is that Donald Trump's tariff policy is very likely to increase costs. It takes some time because the supply chains stuff from coming from, you know, in some cases from all over the planet. And his trade policy for my constituents in Arizona, there are a lot of products that come across the southern border, agricultural products that create thousands and thousands of jobs, not only in Arizona, but in the state of Texas," Kelly said. Kelly said they were experiencing job loss in Arizona.

Semiconductor packaging and testing company Amkor Technology (NASDAQ:AMKR) will be reporting results this Monday afternoon. Here's what you need to know. Amkor beat analysts' revenue expectations by 3% last quarter, reporting revenues of $1.32 billion, down 3.2% year on year. It was a strong quarter for the company, with a solid beat of analysts' adjusted operating income estimates and an impressive beat of analysts' EPS estimates. Intel Confirms Mass Layoffs, Over 24,000 Jobs To Be Cut This Year

After months of speculation, Intel has confirmed it is eliminating thousands of jobs in mass layoffs this year. The company planned to trim 15% of its global workforce last quarter and, in its latest earnings report, has confirmed that a majority of those cuts have already been initiated. Some of those cuts have reportedly impacted workers at Folsom and Santa Clara units in California, as well as Hillsboro and Aloha in Oregon. Other impacted sites include Arizona, Texas, and Israel. Intel isn't stopping there. By the end of this year, it hopes to have only 75,000 core employees. According to The Verge, the company had 99,500 core employees at the end of 2024, which means it will have reduced its headcount by one-third or nearly 24,500 people by the end of this year. Over the last few years, Intel has lost market share to rivals like TSMC and has struggled to develop products that meet the demands of the AI industry. Last year, it cut 15,000 jobs. "These changes are designed to create a faster-moving, flatter and more agile organization," Intel says. While the restructuring alone will cost Intel $1.9 billion, the company is taking a few other measures to reduce overall expenses. It will be pulling the plug on planned projects in Germany and Poland, shift assembly and test operations from Costa Rica to larger sites in Vietnam and Malaysia, and slow down the construction of its $28 billion chip production factory in Ohio. Despite these setbacks, newly appointed CEO Lip-Bu Tan remains positive about a turnaround and stated that these actions are necessary to become more financially disciplined. "Our operating performance demonstrates the initial progress we are making to improve our execution and drive greater efficiency," Tan said. "We are laser-focused on strengthening our core product portfolio and our AI roadmap to better serve customers… It's going to take time, but we see clear opportunities to enhance our competitive position, improve our profitability and create long-term shareholder value."
