Railway security under scanner as intelligence bureau flags terror threats and calls for urgent safeguards

GRP leaders at the conference called for a coordinated approach to address the rise in criminal activity on the railways and to bolster inter-agency mechanisms for safeguarding millions of passengers who rely on the network daily.
One of the key outcomes of the conference was a renewed emphasis on passenger awareness campaigns to educate travellers about common scams and theft tactics used by criminals. The high-level event, chaired by RPF Director General Manoj Yadava, was attended by DGPs, ADGPs, and senior GRP officials, along with Ministry of Railways representatives.

3 Assam women run over by train during morning walk
Guwahati: Tragedy struck in Assam's Kamrup district early Monday morning after three women out for a morning walk were fatally hit by a train near Boko. The victims, identified as Rumi Das (55), Karabi Mali (60), and Uttara Das (60), were on their routine morning walk along the railway tracks when the accident occurred around 5 am. All of them were residents of Chatabari village, located approximately 200 meters from the Kamakhya–Jogighopa rail line. Khagen Basumatary, inspector of Railway Police Force (RPF), Rangiya division, said the women were walking towards Bamunigaon when they were caught between two trains. "A goods train had just passed from the Guwahati side, occupying one track. Almost simultaneously, the Puri–Kamakhya Express, traveling at high speed on the adjacent line, approached from the opposite direction," Basumatary said. With trains on both sides, the women had no space or time to escape, resulting in their instant death. The Puri–Kamakhya Express, which had departed from Puri on Saturday night, was en route to Guwahati when the accident occurred. RPF arrests culprits, recovers stolen mobile phones
The Railway Protection Force (RPF), Thiruvananthapuram Division, has cracked two cases of robbery from running trains in August. In both incidents, the culprits were apprehended and the stolen property recovered within 24 hours, as part of Operation Yatri Suraksha. According to a statement, the first incident occurred on August 10 when a passenger travelling in the front general coach of Train No. 16629 Thiruvananthapuram-Mangaluru Malabar Express was attacked near Aluva, while the train was moving at a slow speed after leaving Aluva station. While using his mobile phone by the door, the passenger was struck with a stick by miscreants lurking near the track, who then snatched away his mobile phone. When the victim alighted from the slow-moving train, a group of youngsters further assaulted him, taking away his earphones and ₹700 in cash. Despite his ordeal, the passenger managed to reach Aluva station and reported the crime to the RPF and the Government Railway Police (GRP). In a swift coordinated move, the RPF Aluva, along with the Crime Prevention and Detection Squad, the Crime Intelligence Branch in coordination with GRP and local police, tracked the culprits. Within 18 hours, all six gang members were arrested and the stolen property was recovered. The investigation revealed that the gang's modus operandi involved prowling near railway tracks at night and targeting passengers travelling at coach doors or footboards. In the latest incident on August 16, a similar case was reported from Train No. 17230 Secunderabad-Thiruvananthapuram Sabari Express, when a passenger's mobile phone was snatched by persons standing near the track while the train was passing through Ernakulam. With RPF assistance, he registered a complaint with GRP at Kottayam. A special team from RPF Ernakulam immediately launched an investigation. By 3 a.m. the next morning, three of the four suspects were apprehended from the Pullepady rail overbridge area and the stolen phone was recovered. After recording the arrest, they were subsequently handed over to GRP for further legal proceedings, said the statement. Divisional Security Commissioner of RPF, Thiruvananthapuram Division, Muhammed Haneef, urged passengers to remain vigilant, avoid footboard travel or displaying valuables near doors and windows, and immediately report any suspicious activity to RPF or GRP.

Delhi high court sets limits on initiating contempt for disobeyed directions
NEW DELHI: Delhi High Court recently ruled that the violation of every direction issued by it does not automatically justify initiating contempt proceedings. The division bench of Justices Anil Kshetarpal and Harish Vaidyanathan delivered this judgment on Aug 12 while hearing a contempt petition filed by 2002 Indian Forest Services officer Sanjiv Chaturvedi. The petition accused the Central Public Information Officer (CPIO) of the Intelligence Bureau (IB) of willful disobedience of court orders directing the production of relevant records, including the IB report, on Chaturvedi. The court had initially issued these orders to the IB on July 27, 2023, and reiterated them on Aug 21, 2024. The bench emphasised that contempt proceedings are a serious matter and should not be initiated lightly. 'The bench while hearing the appeal possesses sufficient power to compel a party to produce documents. However, the violation of each and every direction issued by the bench does not call for the initiation of contempt proceedings,' the order said. The dispute dates back to May 2014, when the then secretary of the ministry of environment, forest and climate change (MoEF&CC) requested the IB director to assess threats to Chaturvedi's life. However, the MoEF&CC declined to provide the report under the RTI Act. After Chaturvedi's appeal, the Central Information Commission ordered the IB's CPIO in April 2016 to disclose the report, but the IB challenged this order in the Delhi High Court. In Aug 2017, the HC dismissed the IB's appeal. The IB then moved an appeal before the division bench in Oct 2017, which is still pending. T he bench also noted that contempt proceedings cannot be initiated against an office when the name of the contemnor is unknown. "The contempt proceedings cannot be initiated against an office since the respondent has not even provided the name of the contemnor,' the court observed. Senior advocate Sudarshan Goel highlighted the difficulty, saying, 'When the IB has neither a website nor the name of the CPIO in the public domain, how could their name be produced before the court?' He noted that in March last year, a single bench of Justice Mini Pushkarna issued contempt notices to the CPIO of the CBI without naming him. Goel further pointed out that under Section 2(b) of the Contempt of Court Act, 1971, willful disobedience of any court order constitutes civil contempt and can lead to proceedings.
