
Odisha govt doctors threaten mass resignation over unmet demands, including career progression and salary parity
The doctors under Odisha Medical Services Association (OMSA) alleged that despite several rounds of talks with the state government over their demands, no concrete steps have been taken so far.
Addressing mediapersons here, OMSA president Dr Kishore Chandra Misra said, timely DACP is of paramount importance and 18 states have already implemented it except Odisha and a few others. Delays in holding departmental promotion committee meetings and DACP have led to frustration and de-motivation among doctors, causing unnecessary administrative and professional hurdles, he added.
'The state government should strictly follow the guidelines set under the Central Government Health Scheme (CGHS) while ensuring timely promotions and career progression for all doctors and dental surgeons. Ad hoc period of service must be included while awarding DACP,' he said.
The association further demanded to restructure the OMHS cadre and dental surgeons to create more posts. The lack of a streamlined and progressive cadre restructuring system has led to a stagnation in career progression, job satisfaction, and overall healthcare delivery, it said.
Other demands included health insurance for all doctors, transfer of doctors to their areas of choice after completion of their KBK postings, post-graduation incentives for dental surgeons and performance appraisal of doctors by the director of health services instead of chief district medical officers (CDMOs).
OMSA general secretary Dr Sanjib Kumar Pradhan said, despite their selfless service, doctors lack adequate health insurance coverage. 'We demand a comprehensive health insurance scheme for all OMSA cadre doctors, providing coverage for themselves and their families, in line with the benefits extended to other government employees. This is a basic right that should be given to those who work tirelessly keeping their own health at stake,' he pointed out.
Besides demanding better working conditions for doctors, the association urged the state government to take immediate steps to recruit more doctors and ensure that sufficient medical officers are available to meet the growing healthcare demands. 'We would resign en masse if our demands are not fulfilled within a month,' the members threatened.

Negligence case: Relief for hospital and doctor
New Delhi: The National Consumer Disputes Redressal Commission recently exonerated a Delhi-based hospital and its cardiologist from allegations of medical negligence. "In light of the totality of the material on record, including the nature of the illness, the delayed presentation of the patient, the suppression of prior treatment history, the delay in obtaining informed consent, the fixed-fee CGHS payment model, and the exoneration by the Medical Council of India, no case of deficiency in service or medical negligence is made out against the opposite parties," stated the commission. Further, the commission took note of the fact that the complaint against the treating doctor was dismissed by the erstwhile Medical Council of India, now the National Medical Commission. The history of the case goes back to 2015, when the patient was admitted to the hospital, National Heart Institute, with acute chest pain. Later, he died. The doctor was booked in April 2017, and the family of the deceased also filed a consumer complaint before the consumer panel and sought compensation of Rs 5.5 crore. The hospital and the doctor denied all allegations of medical negligence. The commission noted that even though the Delhi Medical Council held that there was medical negligence, the ethics committee of Medical Council of India exonerated the doctor.

MP seeks establishment of NIPER campus in Vizag
Visakhapatnam MP M. Sribharat has urged Union Health Minister JP Nadda to establish the National Institute of Pharmaceutical Education and Research (NIPER) in Visakhapatnam. The MP met Mr. Nadda to discuss critical initiatives aimed at boosting Visakhapatnam's pharmaceutical education, research capabilities, and healthcare infrastructure. During the meeting, Mr. Sribharat highlighted that the city was a major pharmaceutical hub with over 200 manufacturing units including prominent companies like Dr. Reddy's, Aurobindo Pharma and Divi's. The presence of NIPER would significantly enhance industry-academic collaborations, promote cutting-edge research, and create substantial employment opportunities. Mr. Sribharat also drew attention to the urgent requirement for expanding Central Government Health Scheme (CGHS) facilities in the city. With nearly 30,000 Central government employees and pensioners residing in and around Visakhapatnam, he underscored the need for two additional CGHS Wellness Centres, along with the establishment of an Additional Directorate (Administration) and a Joint Directorate (Poly Clinic) office. These proposed facilities he said would provide timely and efficient healthcare services locally, addressing current challenges faced due to dependence on Hyderabad-based services. Mr. Nadda appreciated the concerns raised and assured his support for the initiatives that would make Visakhapatnam a leading centre for pharmaceutical education and healthcare.

Shivamogga MP meets Finance Minister, seeks inclusion of Kollur under PRASHAD scheme
MP for Shivamogga B.Y. Raghavendra on Wednesday met Finance Minister Nirmala Sitharaman in Delhi, discussed key projects concerning Karnataka, and sought her support for the inclusion of Kollur in Udupi distrit under the PRASHAD (Pilgrimage Rejuvenation and Spiritual Augmentation Drive) scheme. A communique released by the MP's office said that Mr. Raghavendra requested the Minister to support the proposal to tap the tourism potential of Kollur under the PRASHAD scheme. Kollur was known for the Mookambika Temple, and development of the place with an eye on tourism would ensure growth in the region, he stated. Mr. Raghavendra requested the Minister to grant funds to set up wellness centres at Shivamogga, Mangaluru, and Udupi under the Central Government Health Scheme and recruit people for the centres. The Lok Sabha member said that he had a fruitful discussion with the Minister, and he was confident that she would consider his pleas and extend her support for the benefit of people in Karnataka.
