Egypt's Labour Ministry, GIZ establish coordinating observatory to enhance labour market insights
The Ministry of Labour, in partnership with the German Agency for International Cooperation (GIZ Egypt), has launched the Labour Market Information Coordinating Observatory, marking a significant step toward institutionalising regional labour market observatories. The newly integrated observatory will operate within the Ministry's framework, streamlining efforts to analyse and adapt to labour market dynamics.
This initiative follows a ministerial decree aimed at regulating and expanding the work of these observatories, ensuring their full integration into the national labour market information system.
The announcement took place during a special event attended by Minister of Labour Mohamed Gebran, Deputy Ambassador of Germany to Egypt Anette Kleine, and a distinguished gathering of investor association leaders, business representatives, and officials from key ministries and international organisations.
In his address, Minister Gebran urged ministries, government bodies, and private sector stakeholders to leverage the observatory's insights in shaping policies for education, vocational training, employment, and productivity enhancement. He reaffirmed the Ministry's commitment to continuously refining the observatory's work, ensuring its alignment with evolving labour market demands.
Participants highlighted the observatory's critical role in supplying decision-makers with data-driven guidance, enabling educational and employment strategies that effectively respond to local labour needs.
According to the Ministry, the Coordinating Observatory builds upon efforts initiated in 2014 under GIZ's Employment Promotion Project, which led to the establishment of five regional labour market observatories across Egypt—located in Sixth of October City, Sadat City, Alexandria, Aswan, and 10th of Ramadan City. These observatories function through a participatory model that engages representatives from ministries, investor associations, business leaders, and academic institutions.
By gathering and analysing labour market data at the governorate level, these regional observatories support evidence-based policymaking and contribute to Egypt's Vision 2030 indicators. Over the years, they have produced numerous reports and studies, helping to maintain accurate industry databases.
The formal integration of these observatories under the Coordinating Observatory represents a strategic move to unify national and regional labour market planning efforts. It underscores Egypt's commitment to fostering an adaptive, well-informed labour market that supports sustainable development goals outlined in Vision 2030.

WEC to Provide Training, Jobs for Egyptian Workers in Coordination with Labour Ministry, Says Member
Taarek Refaat -El Darwy: Exporting Egyptian workers to the EU for companies accredited by the WEC Mohamed El Darwy, a member of the Board of Directors of the World Employment Confederation (WEC) emphasized the importance of cooperation with the Egyptian Ministry of Labour and opening communication channels to support workers at all levels. The WEC member noted that the confederation will work to provide training and jobs for Egyptian workers in the countries in which it operates, in coordination with the Ministry of Labour. This came during his attendance at a meeting held at the Egyptian mission headquarters in Geneva on the sidelines of the113th Session of the International Labour Conference with Bettina Schaller, President of the World Employment Confederation, and her accompanying delegation, as well as Egyptian Minister of Labour Mohamed Gebran. El Darwy indicated that the WEC and the Ministry of Labour will draft a memorandum of understanding (MoU) to define areas of cooperation between the two parties during the coming period, particularly with regard to benefiting from Egypt's export of qualified and skilled workers, particularly to European Union (EU) for companies accredited by the the confederation. He emphasized that the Egyptian Labour market is promising and can meet the needs of several global Labour markets. He pointed out that there is a great demand from international companies to invest in Egypt, which will lead to higher growth rates and the creation of serious job opportunities, leading to a decrease in unemployment rates. Labour Min. Meets President of World Employment Confederation to Activate Cooperation in Common Areas
Taarek Refaat Minister of Labour Mohamed Gebran met, at the Egyptian mission headquarters, with Bettina Schaller, President of the World Employment Confederation (WEC), and her accompanying delegation to discuss areas of cooperation between the ministry and the confederation in common areas. This came on the sidelines of his participation in the 113th Session of the International Labour Conference in Geneva. The two sides agreed to form a joint committee to review and study the signing of a memorandum of understanding (MoU) between the two parties, as the Minister affirmed the Egyptian state's readiness to provide skilled and trained Egyptian workers. He pointed to the ministry's ongoing development of the vocational training system in cooperation with the private sector to qualify young people for professions needed by the Labour market at home and abroad, after granting them professional practice certificates and measuring their actual skills. He also noted that the Ministry is ready to respond to job applications using international skills. Gebran reviewed some of the measures related to employment and recruitment, including the ongoing preparations for issuing the National Employment Strategy, as well as the establishment of the Supreme Council for Planning and Employment of the Workforce to engage the government, employers, and workers in formulating general employment policy. This council will link employment to the needs of the Labour market at home and abroad, and ensure that work is compatible with the worker's experience, skills, or academic qualifications by assessing their skill level and granting them a license to practice the profession. The minister emphasized that the state should not monopolize employment and licensing agencies to conduct employment operations at home and abroad, while establishing the necessary controls to supervise and monitor them. He pointed out that employment agencies should also be encouraged to open new Labour markets abroad. The new Labour Law specifies the cases in which a company's license may be revoked, leaving this to ministerial decisions. This provides protection, guarantees, and security for companies in their work, while ensuring their compliance with the law. It also regulates electronic recruitment processes to ensure their seriousness and establishes reliable databases of their results. On her part, Schaller provided an explanation of the capabilities and services of the World Employment Confederation. She praised the Ministry of Labour's efforts in the vocational training and qualification system for youth in the Labour Market. She also stated that the Egyptian Labour market is extremely promising, given the size of its workforce, particularly among youth. 98.6% of 138K complaints received by 'Your Voice is Heard' Initiative are resolved: Minister
Complaints - file CAIRO - 5 June 2025: Egyptian Minister of Local Development Dr. Manal Awad received a report Wednesday on the efforts made by the "Your Voice Is Heard" initiative during May 2025. The initiative was launched by the Ministry in October 2018 as a direct communication tool with citizens to receive and respond to complaints and suggestions quickly, enhancing trust between citizens and local government. This is part of the government's commitment to strengthening communication channels with citizens and meeting their daily needs. Dr. Manal Awad emphasized that the "Your Voice Is Heard" initiative continues to play its effective role as a link between citizens and the Ministry, by receiving complaints and inquiries and responding to them quickly and transparently. Since its launch, the initiative has successfully received approximately 881,423 messages from citizens via various communication channels, including more than 138,600 complaints. Of these, 136,700 have been resolved, representing a 98.6% completion rate. Work is underway to complete the remaining issues. The Minister of Local Development explained that May 2025 saw the receipt of 7,456 messages, including 1,345 complaints. Of these, 1,136 were resolved, representing 84.5% of the total, while the remaining 209 are currently being addressed. She noted that the initiative's services operate through multiple channels, including the WhatsApp number (01200353111), the "Your Voice is Heard" Facebook page, email, and the hotline (15330). Dr. Manal Awad added that the most prominent complaints received by the initiative during the past month were 364 complaints related to encroachments, followed by 317 complaints related to garbage, 312 complaints related to building violations, 303 complaints related to encroachments on agricultural land and state property, 14 complaints related to corruption, and 35 complaints related to ride fares and price increases, which were forwarded to the relevant authorities for necessary action. The Minister of Local Development indicated that the WhatsApp service received 3,640 messages, including 1,104 complaints, 938 of which were resolved (85%), and 166 complaints are being resolved. The Facebook page also received 2,910 messages, including 153 complaints, 132 of which were resolved (86.3%), and 21 complaints are being resolved. The number of followers of the page reached 98,784, while the email received 906 messages, including 88 complaints, 66 of which were resolved. The hotline received 1,096 phone calls, which included reports of citizens' suggestions, inquiries about submitted complaints, reports of illegal construction, and cases of encroachment on agricultural lands, and they were directed to the competent authorities in the governorates to take the necessary action.
