Rs3.25b approved for WASA sewerage system upgrades
The Punjab Housing Department has approved five major development schemes worth over Rs3.25 billion for WASA Faisalabad, aiming to improve the city's sewerage system and drainage infrastructure.
The approved projects include the enhancement of sewage networks in the eastern and western areas, the provision of sewage systems in Niamo-ana and Nethar, and the procurement of advanced drainage machinery.
The approval was granted during a meeting of the Departmental Development Sub-Committee (DDSC) of the Housing Department, where Managing Director WASA Amir Aziz presented the development plan.
Senior officials, including Deputy Managing Director Engineering Saqib Raza, Director P&D Hafiz Hassan Naseer, Director Construction East Dr Usman Latif, and other key officers, attended the meeting.
Among the sanctioned projects, Rs755 million has been allocated for upgrading sewage pumping capacity at disposal stations, Rs800 million for improving the sewage system in eastern and western areas, Rs600 million for purchasing drainage machinery, Rs600 million for sewage network development in Niamo-ana and Rs500 million for a similar project in Nethar.
Managing Director WASA Amir Aziz stated that work on these projects will commence soon in accordance with the vision of Punjab Chief Minister Maryam Nawaz Sharif.
He emphasised that once completed, the projects will significantly enhance sewage and drainage services for over 500,000 residents in Faisalabad.
Deputy Managing Director Engineering Saqib Raza added that following DDSC approval, administrative procedures will be finalised swiftly, paving the way for the implementation of these much-needed infrastructure upgrades.

LAHORE: In another initiative aimed at promotion of livestock sector, Punjab Chief Minister Maryam Nawaz Sharif is going to launch 1st comprehensive Internship Programme for 1,000 veterinary graduates & Para Vets in Punjab. Chief Minister Punjab Maryam Nawaz Sharif highlighted, 'A substantial amount of Rs600 million has been allocated for the veterinary internship program. Under Chief Minister Maryam Nawaz Sharif's internship programme, veterinary graduates will get a monthly stipend of Rs60,000, while Para vets/livestock assistants will get Rs40,000 per month during internship.' She added, 'Veterinary graduates with a DVM degree recognised by Higher Education Commission can apply for the programme in their respective districts. Young people who have completed a 2-year LAD course can also apply for the internship programme in their respective districts.' The CM added, 'Veterinary graduates and para vets can apply from home via link: Quota for Veterinary Assistants, AI-Technicians and Lab Assistants in 36 districts of Punjab has been fixed.' The Chief Minister said, 'Livestock farmers will get animal treatment and consultation facility at their doorsteps through Veterinary Internship Programme. The aim of this Program is to promote and develop livestock in Punjab.' She underscored, 'Veterinary Internship Program will not only provide practical experience to youth in the field but will also provide them with a monthly stipend.' The Chief Minister said, 'We want to take full advantage of true potential of livestock in Punjab. Increased milk and meat production will also increase foreign exchange reserves.' Govt rejects lower gas tariff plea

Photo: file The government has decided against granting a concessionary gas tariff to the zero-rated and export-oriented sectors. It made the decision while considering litigation pertaining to tariff reduction for such industries. In a recent meeting of the Economic Coordination Committee (ECC), it was observed that concessionary gas tariffs had already been exhausted in 2023 and considering those tariffs for zero-rated and export-oriented industries at the current stage may open the floodgates to similar cases. The ECC noted the position and directed the Commerce Division to pursue the case expeditiously in consultation with the Attorney General office. The Ministry of Commerce briefed the meeting that in 2019 Ghani Glass filed a writ petition in the Lahore High Court, praying that the concessionary gas/re-gasified liquefied natural gas (RLNG) tariff, fixed at Rs600 per million British thermal units (mmBtu) and granted to the zero-rated/export-oriented sectors, may be extended to the petitioner as well. The Petroleum Division, Oil and Gas Regulatory Authority, Sui Northern Gas Pipelines Limited (SNGPL) and the Federal Board of Revenue (FBR) were listed as respondents in the petition. However, the Ministry of Finance and the Ministry of Commerce were not impleaded as parties in the case until April 7, 2025. The court directed that the Ministry of Finance, in coordination with the Ministry of Commerce and other relevant stakeholders, within 60 days, place the case of Ghani Glass before the ECC for developing a rational policy to ensure that only the export-oriented industries receive all concessions, rather than allowing sector-based classifications that permit non-exporting industries to take benefit unfairly. The ECC was directed to consider, within 60 days, the petitioner's request for the grant of tariff concession in respect of Sui gas/RLNG, with specific reference to discrimination by excluding glass from the export-oriented sectors. The relevant authority was also directed to examine the application of lower tariff to the petitioner from the date of filing the case (ie, 2015) until the period the benefit was extended to the zero-rated/export-oriented industries. The court directed that the ECC should take into consideration the potential of the glass industry to increase its export share and earn maximum foreign exchange. Furthermore, the forum should examine whether it was feasible to charge any export-focused industry higher prices compared to rates prevalent in other countries. The Commerce Division stated that the FBR, vide Statutory Regulatory Order (SRO) 1125(I)/2011, had granted zero-rated sales tax status to major sectors such as textile, carpet, leather goods, sports goods and surgical instruments. In 2018, the Petroleum Division extended the concessionary RLNG tariff of Rs600 per mmBtu to exporters of the same zero-rated sectors. Following the withdrawal of SRO 1125 through the Finance Bill 2019, an administrative gap emerged regarding the continuation of reduced gas tariffs. Consequently, the Ministry of Commerce declared the erstwhile zero-rated sectors as "export-oriented sectors" in December 2019. Accordingly, the tariff concession remained in place until 2023 and after that it was discontinued. The Commerce Division argued that the concession had been offered to those sectors that had a significant share in Pakistan's total exports in 2011, whereas the glass industry's annual exports of $15.9 million at that time were negligible. On the advice of the Ministry of Law and Justice, the Ministry of Commerce filed a Civil Petition for Leave to Appeal on June 12, 2025 in the Supreme Court, challenging the ruling of the Lahore High Court. Keeping that situation in view, the Commerce Division told the ECC that the demand of Ghani Glass for tariff concession was untenable and may not be entertained. It sought the ECC's approval for the proposal. The ECC considered the Ministry of Commerce's summary, "Implementation of Decision of the Lahore High Court in Writ Petition No 61559 of 2019 titled Ghani Glass versus Federation of Pakistan", and noted the position presented therein. It directed that the Ministry of Commerce may approach the Attorney General office.

Traders defy new official prices
The Rawalpindi district administration and the Kiryana Merchants Association have clashed over newly fixed official prices for pulses, rice, and other essential commodities. Multiple trader associations, including grocers, mutton and beef sellers, naanbais, and milkmen, have rejected the deputy commissioner's unilateral price notification, calling it "unrealistic" and announcing a protest. Deputy Commissioner Hasan Waqar Cheema issued the new price list and ordered shops to display it prominently. However, traders say these rates are far below open market prices — for example, milk is officially priced at Rs170 per kg compared to Rs220 in the market; mutton at Rs1,600 per kg versus Rs2,400; and beef at Rs800 per kg versus Rs1,400. Pulses and rice show similar gaps of Rs50 to Rs140 per kg. Trader leaders, including Kiryana Merchants Association divisional president Saleem Pervaiz Butt and others, said the DC had earlier agreed on higher rates during a meeting but later reduced them unilaterally. They demanded an urgent meeting of the price control committee to fix rates in line with market conditions, warning that no goods would be sold at the official prices. They plan to hold a divisional traders' convention and press conference within two days to announce a protest strategy. Meanwhile, the DC has ordered price magistrates to enforce the new list strictly, seal shops, impose heavy fines, and register cases against violators.
