SC allows man, estranged IPS wife to part ways

New Delhi, Jul 22 (PTI) The Supreme Court on Tuesday invoked its extraordinary powers to allow divorce to a woman IPS officer and her estranged husband as it quashed several civil and criminal cases they filed against each other.
A bench comprising Chief Justice B R Gavai and Justice Augustine George Masih further directed the woman IPS officer and her parents to tender an unconditional apology to the family of the estranged husband.
The bench was exercising powers under Article 142 of the Constitution to bring the curtain down on their acrimonious and protracted legal battles after their marriage solemnised in 2015 went kaput in 2018.
Article 142 empowers the top court to issue any order necessary for 'complete justice" in any matter pending before it.
'In terms of the …observations, directions and conditions/settlement, we deem it appropriate to invoke our power under Article 142 of the Constitution of India and order for dissolution of marriage between …. The decree of divorce shall be drawn up accordingly," the top court said.
The bench took note of the submissions of both the parties wanting to amicably resolve disputes, including matters of child custody, and settle all pending cases to avoid any future litigation and maintain peace between them.
On the custody of their daughter, the bench said, 'Mother shall have the custody of the child. The father…and his family shall have supervised visitation rights to meet the child for the first three months and thereafter based on the comfort and wellbeing of the minor girl child…, on the first Sunday of every month at the place of education of the child from 9:00 AM to 5:00 PM, or as permitted under the rules and regulations of the school." It also considered the fact that the woman has voluntarily agreed to forgo her claim to any alimony from the husband.
The bench, as a result, quashed the high court order of Rs 1.5 lakh maintenance a month to the wife.
'To bring an end to the protracted legal battle between the parties and to secure complete justice, all pending criminal and civil litigations filed by either party against the other, including but not limited to those against the wife, the husband, and his family members, in any court or forum in India as mentioned in… are hereby quashed and/or withdrawn," the top court ordered.
The bench further quashed cases filed by third parties against them aside from those not in the knowledge of either parties.
It also restrained the spouses from filing litigations in future arising out of present matters in any judicial or quasi-judicial or regulatory or administrative forum or any other forum.
The wife was directed to 'never use her position and power as an IPS officer or any other position that she may hold in future, position and power of her colleagues/superiors or other acquaintances anywhere in the country, against the husband, his family members and relatives by way of initiating any proceedings before any authority or forum… in any manner whatsoever".
The bench considered the fact that the husband and his father remained behind bars due to the cases filed by the IPS wife and asked her and her parents to tender an unconditional apology.

‘We are not asking for a city like London or Paris, all we want is clean water, decent roads'
A public convention was organised by the Ballari Nagarika Horata Samithi (BNHS) at Gandhi Bhavan here on Sunday to highlight long-standing civic issues in the city and demand immediate redressal. The gathering focused on several pressing concerns, including the need for clean drinking water, proper underground drainage, road repairs, and measures to curb the menace of stray dogs and cattle. Inaugurating the convention, senior advocate R. Pandu said that Article 21 of the Constitution guaranteed every citizen the right to live with dignity and yet the right has been clearly denied in Ballari. 'Contaminated water is being supplied once every eight-10 days, roads are in poor condition and pollution levels have worsened. The municipal corporation is more focused on collecting taxes rather than addressing civic issues. We are not asking for a city like London or Paris. All we want is clean water, clean air and decent roads,' he asserted. BNHS district advisor Narasanna remarked, 'A nation is not just about its land or borders, but its people. Unfortunately, Ballari's civic issues show that the authorities have forgotten this. Despite slogans like Swachh Bharat, our streets remain filthy. If our problems are not addressed, what is the point of having a municipal corporation?' Retired inspector and BNHS advisor Murtuza Saab, who helped lead the month-long preparations for the convention, said that over one lakh signatures have already been collected in support of the demands. 'This has already forced the municipal body to carry out some minor works. This is the power of people's movements,' he noted, urging citizens to intensify their participation in future protests. Presiding over the meeting, BNHS district coordinator R. Somashekhar Gowda said that the municipal corporation is creating new civic problems instead of solving the existing ones. 'Residents must form local citizen committees and fight back. Struggle is the only way forward,' he said. BNHS advisor and industrialist Shyamsundar, executive committee members N. Pramod and A. Shanta addressed the gathering. Information on the problems affecting various neighbourhoods and possible solutions was shared. A new 47-member action committee was formed to spearhead future efforts. The committee plans to submit a memorandum to the Mayor on Wednesday. The convention witnessed participation from numerous resident welfare associations and citizens across Ballari.

‘Government-run school for children with special needs to be established in Madurai'
A government-run school for children with special needs should be started in Madurai, said a resolution of the Tamil Nadu Association for Rights of Differently abled and Caregivers. During TARATDAC's fifth Madurai district conference here on Sunday, S. Namburajan, State vice-president, TARATDAC, said that the need for a school for children with special needs, administered by government itself was essential as most of the parents with such children could not afford the exorbitant fees demanded by private schools. In addition, technical education to parents and children with special needs should be given through government institutions, he added. It would not only provide them with qualifications but also empower the parents to earn money for themselves and their children, he noted. 'The ceiling of assistance given to the guardians or parents of children with special needs should be relaxed and they should be supported with monthly assistance and a tailoring machine,' Mr. Namburajan said. 'Madurai railway station, which is currently under renovation, is being used by thousands of people from various parts of the State and the country every day. Of them, many would hundreds would be differently abled people and elders,' he noted. To facilitate seamless movement for such people, the Railway Department should ensure that ramps were made at necessary facilities, and lifts were operated for those who could not use the stairs. 'Regardless of the needs, as per the Rights of Persons with Disabilities Act, 2016, the entire infrastructure should be differently abled friendly,' he emphasized. To enhance the livelihood of people with disabilities, the district administration should consider according 5% reservation to them in government managed commercial complexes, he said. A. Balamurugan, district secretary, TARATDAC, said that under Indira Gandhi National Old Age Pension Scheme, the Union government provides only Rs.300 as its share. 'As the same amount is being given for more than 10 years, it should be revised and increased to at least ₹5,000,' he added. Akin to neighbouring States like Andhra Pradesh, and Union Territories like Puducherry, Tamil Nadu government should also increase minimum monthly assistance for differently abled people to ₹6,000, and ₹10,000 for people with severe disabilities and ₹15,000 for bed-ridden differently abled people, Mr. Balamurugan noted.

Railways targets to complete these 8 Mumbai-Ahmedabad bullet train stations by 2027
Mumbai-Ahmedabad Bullet Train Project: The Ministry of Railways is working in full swing for the completion of India's first bullet train project. The 508-km-long bullet train project stretches from Mumbai to Ahmedabad. The Mumbai Ahmedabad High Speed Rail (MAHSR) corridor is being implemented by the National High Speed Rail Corporation Limited (NHSRCL). The Mumbai-Ahmedabad bullet train project is being developed at a total estimated cost of Rs 1,08,000 crore. Out of these, Cumulative Financial expenditure of Rs 78,839 crore has been incurred on the project till June 30, 2025. The Ministry of Railways is targeting to complete Gujarat portion of the Mumbai-Ahmedabad bullet train by 2027. In a written reply in Lok Sabha on July 23, Railway Minister Ashwini Vaishnaw said, 'The Gujarat portion of the corridor between Vapi and Sabarmati is planned to be completed by Dec, 2027.' The Minister was responding to a question raised by Lok Sabha MPs Mukeshkumar Chandrakaant Dalal and Devusinh Chauhan. The Mumbai-Ahmedabad bullet train corridor will have 12 stations. These are: Mumbai, Thane, Virar, Boisar, Vapi, Billimora, Surat, Bharuch, Vadodara, Anand, Ahmedabad and Sabarmati. Thus, the national transporter will complete Vapi to Sabarmati section of the MAHSR corridor by December 2027. The Vapi-Sabarmati bullet train section will have eight stations – Vapi, Bilimora, Surat, Bharuch, Vadodara, Anand, Ahmedabad and Sabarmati. Additionally, the Railways has also targeted to complete the entire MAHSR project by 2029. 'The entire project (Maharashtra to Sabarmati section) is expected to be completed by Dec, 2029,' the minister said. Earlier this month, the first breakthrough was achieved in the 21 km long tunnel being constructed between Bandra-Kurla Complex (BKC) and Shilphata in Maharashtra, marking the successful completion of a 27 km continuous tunnel section. Out of the total 21 km tunnel, 5 km is being constructed using the New Austrian Tunnelling Method (NATM) between Shilphata and Ghansoli, while the remaining 16 km will be built using Tunnel Boring Machines (TBMs).
