Number of empty council homes in West Lothian 'lowest in two years'

West Lothian has its lowest number of empty council homes for two years thanks to a team set up in the autumn to tackle a backlog from the Covid lockdown.
The backlog of houses needing refurbishment - known as voids - is down by a quarter.
Councillors heard this week that the bulk of homes vacated come back needing thousands of pounds spent on them, with costs sometimes difficult to recoup except through debt recovery agencies.

Of three categories, almost 50% of homes returned to the council are in 'C' class the worst, with an average £10,000 worth of work needed to make them habitable again.
Grant Taylor, Building Services Manager told councillors on the Housing Services Policy Development and Scrutiny Panel (PDSP), the formation of a central team to deal with empty homes in all wards had made a big difference in helping to reduce the amount of time homes were out of use.
In the last year 1,348 properties were let across the county, 1,537 refurbishments were completed by Building Services and 1,346 new void properties were retired to the council.
On average 30 properties a week are being refurbished by Building Services and, in March this year, there were 100 fewer empty homes than in April last year.
The creation of one team to deal with all void homes has improved engagement with contractors and made it simpler to deal with one utility supplier, rather than dealing with the issue on a war by ward basis.
The team was created in response to a backlog in repairs and a growing number of homes lying empty for long periods, sometimes for half the year.
The backlog began to increase during the Covid pandemic, with councillors in all wards seeing their in-boxes stuffed with complaints about the number of empty homes at a time when demand for council housing was surging.
Mr Taylor said the turnaround had been achieved at a time when the number of houses in the worst condition had been climbing. This increased the amount of time spent on bringing the homes back up to standard.
Housing officers cite societal changes and problems such as addiction and hoarding among some of the issues they face in dealing with some tenants.
In 2021 there were 170 C class void homes- 27% of all voids across all nine council wards. By last year that number had climbed to 358, or 46% of all voids.
Last year the Bathgate ward alone had 138 void homes - 82 C class and 56 B class, which need around £4,500 spent to bring up to standard. There were none in A class- which need only around £1,500 spent to return to let.
Mr Taylor presented photographs to a meeting of the committee in December which showed befouled bathrooms, damaged filthy kitchens, and living rooms piled high with rubbish.

He said there had been some improvements but he added: 'we are still seeing a similar amount of work that needs to be done to bring the homes up to habitable standards. There's the repairs costs but a rental loss too so when you add the two together it is obviously well over the repair costs.'
Chairing the meeting, Councillor George Paul said: ' These tenants that leave properties in these conditions, how is the recharge process affecting them, how do we recoup the costs?.
Mr Taylor said that rechargeable items were identified at the void point and those costs added to a service account managed by the council's finance team. The process of recovery of costs then goes to a third party.
Councillor David Russell asked: 'Is there any consequence for people who leave properties in this condition for example if they don't engage would they be excluded from getting a tenancy until they did?
Alison Smith, housing management and community safety officer said the council had a responsibility to rehouse people that come forward.
She said: "We will have information about previous history and try to recoup charges. They may go out of the system for many months or years. However, we cannot bar people from the housing list.'
Mrs Smith added that sitting tenants could be taken through a legal route similar to that for non payment of rent.
Head of Housing Julie Whitelaw said: ' With regards to consequences I would say that we would follow a debt recovery process and the normal debt recovery processes and tools available to us would be followed on all occasions.'

'We've made so many memories in our dream Countesswells townhouse'

Who: Jenny Sneddon, 41, an accountant, her wife Michelle, 42, an engineer and their two-year-old daughter Ruby. What: An immaculate four-bedroom semi-detached townhouse. Where: Countesswells, only a few miles from the city centre. 'Before moving here, we were in a traditional double upper flat in Rosemount. We loved the property but got the urge to move during the Covid lockdowns in 2020. At the time, we craved having our own outdoor space and more room to both work from home more comfortably. Also, we were thinking about starting a family and wanted a property with ground floor access and dedicated parking at the front door. So this house ticked all of those boxes and more. Jenny initially spotted the house on a Facebook advert – it was the ground floor herringbone flooring which caught her eye. We viewed the house in October 2020 on a whim, and made an offer within the week. It was probably the most impulsive purchase ever. At that point we hadn't made any moves to sell our current house but within a fortnight we had marketed and accepted an offer on it so it was obviously meant to be. When we first viewed the house, we were really impressed with the size. It was much more spacious than we expected of a new build, with higher ceilings and open hallways creating a feeling of space. The rooms are all very generously proportioned and the added bonus of built-in storage in each bedroom is great to keep clutter out of sight. There's also an abundance of natural light throughout the day which adds to the feeling of space and openness. The house was already finished to a great spec when we bought it. For example, the bathrooms are very luxurious, particularly the master ensuite with the twin basins and freestanding bath. We loved the open-plan kitchen/dining /living area with the pocket doors to close off the kitchen as needed. As it was the showhome, it had a lot of added extras such as full height tiling and full width mirrors in all bathrooms, chrome socket faceplates, LED skirting lights to the stairs and a landscaped garden. The location of the house was also part of the appeal as we have the Countesswells woods on our doorstep and have uninterrupted views across the countryside from the front windows. And on a clear day you can see Clachnaben. So we moved into the property in December 2020. Inside, the house is a relatively newly built semi-detached townhouse with four double bedrooms, two public rooms and four bathrooms including two ensuites. We initially did very little when we moved in. It really was ready to move into which was handy since we got the keys a week before Christmas! Over time we have made changes to a few rooms to make it more to our taste, such as adding wooden panelling and painting the upstairs 'snug' in a darker colour. We have redecorated the master bedroom, snug and spare bedroom which previously had a Spider-Man mural on the wall. The most work we have done was to the snug where we added panelling and changed the radiator to match the dark walls. We have also installed flooring and shelving in the attic with a Ramsay ladder to create additional storage space. In terms of interiors, we liked that the house was already decorated in quite a modern style which was very different to our previous house. It opened our minds a bit to different styles and has given us ideas which we'll take with us to our next home. We painted the master bedroom and 'snug' in Farrow and Ball 'Inchyra Blue'. The paint colour was actually inspired by the colour palette of our wedding venue, The Byre at Inchyra, so it felt only fitting to use it in the house. In the downstairs w/c, we used statement wallpaper from Emma J Shipley which works so well in the space. A lot of our furniture came from our old house, but we bought new furniture for the living room from Annie Mo's and the sofas from Loaf. Luckily for us, moving into this house was so easy. It truly was ready to move into with the house fully decorated, and flooring and blinds already in place. Reflecting on our time here, we've loved that the house is so big, there is no shortage of space and natural light throughout the day. The bathrooms in particular are very generous in size and finished to a high quality, creating a sense of luxury. We will especially miss this when we move to our next home. This has been a very happy home for us, with lots of special memories made here. Our daughter Ruby was born whilst we've lived here. There were, of course, significant and well-founded reasons for the street's decline, not least the devastating fire at Bank Buildings which had a detrimental impact on footfall in the area, but also the economic impact of the Covid-19 pandemic, which saw several businesses vacate their retail units in this (once) highly sought-after location. However, in June 2025, statistics from Belfast Improvement District — Belfast One revealed that retail outlets on Donegall Place will soon be at full occupancy once again as a result of a 'retail boom' in Belfast city centre.
