North Korea Demands U.S. Recognize It as Nuclear Power
She was commenting Tuesday through the state-run Korean Central News Agency (KCNA) on the possibility of renewing diplomatic talks with Washington, and laid out that any future negotiations must begin with a clear acknowledgment of North Korea's 'irreversible' status as a nuclear-armed state.
In essence she vowed to never give up nukes, amid the long-running South Korean and US-backed push for nuclear disarmament on the peninsula.
Kim warned further that attempts to deny this new reality 'will be completely rejected' and stressed the country remains resolute and ready to defend itself in any situation.
Any future talks must be premised on the fact that Pyongyang's capabilities and the geopolitical environment had 'radically changed'. This new reality must be the basis for 'everything in the future,' she said.
'Any attempt to deny the position of the DPRK as a nuclear weapons state, which was established along with the existence of a powerful nuclear deterrent and fixed by the supreme law reflecting the unanimous will of all the DPRK people, will be thoroughly rejected,' Kim said.
'The DPRK is open to any option in defending its present national position,' she added. It is by 'no means beneficial' for the US and North Korea to be in confrontation, so the Trump administration should 'seek another way of contact on the basis of such new thinking.'
Much of this messaging appeared a response and reaction to recent regional reporting that President Trump aims to achieve a 'fully denuclearized' North Korea. She also addressed the several warm, and unprecedented, visits between Kim Jong-Un and Trump during the US leader's first term:
Kim also said that while the relationship between her brother and US President Donald Trump was 'not bad', any attempt to use their personal relations to advance denuclearization would be interpreted as a 'mockery'.
'If the US fails to accept the changed reality and persists in the failed past, the DPRK-US meeting will remain as a 'hope' of the US side,' she said.
Between 2018 and 2019, Trump met with Kim Jong-un no less than three times, but which resulted in no firm lasting agreement related to denuclearization and the economic incentives reportedly offered. Instead relations were arguably improved slightly, at least in terms of opening up the possibility of further dialogue.
Pyongyang fears that the moment it gave up its nuclear arsenal, it could be subject to a regime change war – akin to what has happened with Iraq, Libya, Syria, or Iran. This fear is obviously not irrational, given recent history of countries which were persuaded to give up WMD programs.

It appears the Wednesday Witkoff-Putin meeting in Moscow has led to a breakthrough of sorts, coming right down to the wire of threatened fresh US anti-Russia sanctions set to be imposed Friday. Putin of Russia as soon as next week, and he plans to follow up shortly afterward with a meeting between himself, Mr. Putin and President Volodymyr Zelensky of Ukraine, according to two people familiar with the plan,' the breaking report says. There's as yet been no indicators from the Russian or Ukrainian sides of the plan, or even that Moscow is aware of an 'agreement' to proceed with a meeting. According to more details: Mr. Trump disclosed his plans in a call with European leaders on Wednesday, the people said. The meetings would include only those three men, and would not include any European counterparts. The European leaders, who have tried to play a coordinating role on meetings to end the violence between Russia and Ukraine while supporting their European neighbor, appeared to accept what Mr. Trump said, one of the people familiar with the call said. Anti-Moscow critics have said that the Kremlin is just buying more time with Washington while its military operations in Ukraine proceed at full pace. Will a breakthrough actually come of this? Trump has said of a fresh call with European leaders that they agreed with him that 'the war must end' – but that it must be 'an honest end'. Israel to partially reopen Gaza private goods trade
Undefined Israel will partially reopen private sector trade with Gaza to reduce its reliance on humanitarian aid, the defence ministry civil affairs agency for the Palestinian territories said on Tuesday. 'As part of formulating the mechanism, a limited number of local merchants were approved by the defence establishment, subject to several criteria and strict security screening,' COGAT said. Israel has been fighting Hamas in Gaza for 22 months and imposed a total blockade on March 2, partially lifted in May to allow a US-backed private agency to open food distribution centres. Aid convoys and airdrops by Arab and European militaries resumed last month, as UN-mandated expert reports warned famine was unfolding in the war-torn territory. The COGAT statement said private sector deliveries would be paid for by monitored bank transfers and be subject to inspections by the Israeli military before entering Gaza, 'to prevent the involvement of the Hamas terrorist organisation'. Permitted goods under the new mechanism will include food staples, fruit, vegetables, baby formula and hygiene products, COGAT said. The agency said more than 300 aid trucks entered Gaza on Monday, a larger number than in previous days, and that hundreds more were 'still queued up for UN pickup'.

UN experts call for GHF to be dismantled
United Nations special rapporteurs called yesterday for the Israel- and US-backed Gaza Humanitarian Foundation to be immediately dismantled, saying aid was being "exploited for covert military and geopolitical agendas". An exceptionally-large group of the UN-mandated experts voiced grave concerns over the GHF's operations. The private organisation began distributing food in Gaza Strip in May as Israel began easing a more than two-month aid blockade on the Palestinian territory that had exacerbated existing shortages. "The GHF ... is an utterly disturbing example of how humanitarian relief can be exploited for covert military and geopolitical agendas in serious breach of international law," the experts said in a joint statement. "The entanglement of Israeli intelligence, US contractors and ambiguous non-governmental entities underlines the urgent need for robust international oversight and action under UN auspices. "Calling it 'humanitarian' adds on to Israel's humanitarian camouflage and is an insult to the humanitarian enterprise and standards." On July 22, the UN rights office said Israeli forces had killed more than 1,000 Palestinians trying to get food aid in Gaza since the GHF started operations -- nearly three-quarters of them in the vicinity of GHF sites. "Without clear accountability, the very idea of humanitarian relief may ultimately become a casualty of modern hybrid warfare," the special rapporteurs said. "The credibility and effectiveness of humanitarian assistance must be restored by dismantling the GHF, holding it and its executives accountable, and allowing experienced and humanitarian actors from the UN and civil society alike to take back the reins of managing and distributing lifesaving aid." The joint statement was signed by Francesca Albanese, the UN's special rapporteur on the rights situation in the Palestinian territories occupied since 1967. Israel accuses her of having an "obsessive, hate-driven agenda to delegitimise the state of Israel". The statement was also signed by 18 other special rapporteurs, plus other UN experts and members of UN working groups -- a notably large number for such statements. Special rapporteurs are independent experts mandated by the UN Human Rights Council to report their findings. They do not, therefore, speak for the United Nations itself. More than two million people live in the Gaza Strip. GHF says it has distributed more than 1.76 million boxes of foodstuffs to date. "We continue to improve our operations," GHF executive director John Acree said Monday. "We urge the international humanitarian community to join us -- we have the scale and capacity to deliver more aid to the people of Gaza."
