
"If he is doing politics on this, then it is unfortunate,"Haryana CM slams Bhagwant Mann for water dispute
Panchkula (Haryana) [India], May 8 (ANI): Haryana Chief Minister Nayab Singh Saini criticised Punjab Chief Minister Bhagwant Mann for politicising the Punjab-Haryana water dispute, emphasising that the issue pertains to drinking water and should not be used for political gains.
'There are many other topics related to politics. If Bhagwant Mann wants to do politics, then he should do so on those other topics. This is a question of drinking water... If he is doing politics on this, then it is unfortunate ...,' he said.
Saini further urged Mann to respect the High Court's decision, accusing the Aam Aadmi Party (AAP) of disregarding constitutional institutions by sidelining the court's ruling.
'The decision of HC will be accepted and respected, but this decision, reflect that AAP does not believe and neither respect the constitution, does not believe in constitutional institutions, they have side cornered the decision of HC, I want to request Bhagwant Mann to respect the decision of HC,' he said.
On Tuesday, following the Punjab and Haryana High Court's hearing over the Sutlej-Yamuna Link (SYL) Canal dispute, Additional Solicitor General of Punjab and Haryana High Court, Satya Pal Jain, said that Bhakra Beas Management Board (BBMB) decision should be implemented.
'BBMB is an institution that controls the flow of water. It decides the share of the water...We believe that BBMB's decision should be implemented. There is no point in deploying police there. The Punjab government should remove the deployment of police and let the BBMB do its work,' Satya Pal Jain told ANI.
Earlier today, Punjab CM held press conference in which he said that, 'Today, the BBMB chairman, adopting an irresponsible attitude, bypassed Punjab and reached Nangal Dam to give water to Haryana. But due to the protest by the revolutionary people of Punjab, he had to return. We will protect every drop of Punjab's water.'
Punjab CM announced that Punjab is providing 4,000 cusecs of water to Haryana on humanitarian grounds. He criticized the BJP for holding 'unconstitutional' BBMB meetings and accused them of making anti-Punjab decisions to 'rob' Punjab's water.
'We are giving 4000 cusecs of water to Haryana on a humanitarian basis. But instead of giving thanks, decisions are being taken by unconstitutionally holding BBMB meetings. We will not tolerate coercion of any kind. On one side, there is an atmosphere of war in the country, on the other side BJP is trying to rob the waters of Punjab by taking anti-Punjab decisions. We also know how to protect borders and also know how to protect our water,' he said. (ANI)

RTIs filed over samosas & grooms, Bombay HC irked by misuse
MUMBAI: What's eating the State Information Commission (SIC)? Frivolous RTI pleas over samosas in public offices, it appears. SIC told Bombay high court on Wednesday it had received an RTI application to know how many samosas are served in a day in a govt office. The misuse of RTI Act also drew flak from HC. It said laws are made with a beneficial purpose, but "people use them to look for sons-in-law... to find govt employees". "It's a paradox," said a bench of CJ Alok Aradhe and Justice Sandeep Marne. It was hearing a PIL by former chief information commissioner (CIC) Shailesh Gandhi and five RTI activists to direct SIC to give a roadmap for disposal of second appeals and complaints within 45 days of filing. SIC said the delays were due to vacancies. State's advocate Jyoti Chavan said there are seven sanctioned posts of state information commissioners and one CIC. Four vacancies, including CIC, were filled in April. The petitioners sought three additional posts of state information commissioners, citing nearly 1 lakh pending second appeals and complaints. Chavan said the state would decide on it. When HC asked petitioners' advocate Sunil Ahya whether "their grievances stand redressed", he said no, adding that the CIC was directed by HC in Dec 2023 to file a report on disposal of second appeals. The CJ generally commented about PIL petitioners "consistently finding fault with action of the govt". "They always come with a negative attitude and are never satisfied," he said. The judges said they cannot expand the PIL's scope and added that RTI was misused. The judges said RTI Act does not contain any time limit for second appeals. They disposed of the PIL saying they "hope and trust" SIC "shall make an endeavour to decide second appeals/complaints as expeditiously as possible".

State police see progress across units
1 2 Bhubaneswar: As the Mohan Majhi govt marks its first year in office on Thursday, the Odisha police has seen significant progress across several areas, including staff recruitment, equipment upgrades, technological improvements, training enhancement, digital forensics and counter-insurgency operations throughout the year, according to a booklet, titled '1 year many milestones' compiled by the information and public relations (I&PR) department. As per the govt booklet, at least 8,271 new posts were sanctioned in the home department to further strengthen the law and order situation in the state. According to police sources, of those 8,271 posts, at least 4176 are meant exclusively for the state police force across various police ranks. "Besides 2,500 new positions in the home guard division has been created. Additionally, 2,000 positions were established in the traffic division to handle urban traffic management across the state," the booklet read. The govt's priority to fortify the state police force was reaffirmed by the chief minister during inauguration of a new office building of the DCP here on Tuesday. "Our govt has accorded focus to strengthen Odisha police, which succeeded in maintaining law and order in the last one year. To improve the operational capabilities of police personnel, we have provided them with new vehicles and investigation kits. The current fiscal saw a further increase of 26.6%, reaching Rs 7,063 crore. Considering the state's expanding industrial activities and security requirements at various industrial centres, Majhi recently announced the formation of an additional Odisha Industrial Security Force battalion. To strengthen anti-Maoist operations, Majhi announced in Jan a substantial increase in the monthly 'risk allowance' for Special Operations Group (SOG) personnel, elevating it from Rs 8,000 to Rs 25,000. The SOG, established within Odisha Police in 2004, specialises in counter-terrorism and extremist operations. "Three new Odisha special security battalions have been raised to support anti-Maoist operations," a senior police officer said. Amid Indo-Pak tensions, govt enhanced Odisha police's readiness by establishing an anti-terrorism unit and acquiring two bulletproof armoured vehicles with light machine guns mounted on their roofs. The state police acquired advanced drones for the first time to enhance coastal security operations and counter potential maritime threats. "The govt has sanctioned about Rs 150 crore to strengthen the coastal security wing. At least 350 retired navy personnel have been engaged for coastal security. A command and control centre will soon be set up, adding teeth to our coastal security wing," the police officer said. Cybercrime investigation received priority attention during the past year. The govt announced 20 new cyber police stations while upgrading 14 existing ones. The police force underwent substantial modernisation during the last one year. Police stations received investigation equipment including laptops, smartphones, and hard disks to enhance investigative capabilities. For the first time about Rs 50 crore budget was allocated for officers' investigation expenses. "Each police station received new vehicles and motorcycles to ensure swift emergency response. Recently, 247 forensic officer positions were created to enhance the criminal justice system, in accordance with forensic evidence requirements outlined in the newly implemented criminal legislation," the senior police officer said.

SC junks Pakistani Christian's plea for citizenship ignoring CAA cut-off
Supreme Court NEW DELHI: The Supreme Court on Wednesday refused to entertain the plea of a Goa-born Pakistani Catholic man, who sought a direction to the Centre to allow him citizenship under Citizenship Amendment Act , 2019 citing religious persecution in Pakistan even though he arrived in India six years after the Jan 2014 cutoff date. Jude Mendes, who was born in Goa to a Pakistani national in 1987 but completed his studies at Karachi in Pakistan, arrived in India in 2016 on a long-term visa which has been extended till June this year and even got his Aadhaar card made in 2020. He married an Indian woman in February this year. Three days after the Pahalgam terror attack on tourists by Pak-backed terrorists, India on April 25 cancelled all kinds of visas given to Pakistani nationals. However, long term visas, which Mendes has, have not been revoked. Mendes' visa expires on June 20. Advocate Raghav Awasthi told a partial working day bench of Justices Prashant Kumar Mishra and Manmohan that "the Petitioner is born in India and is a Roman Catholic which being a minority community is heavily persecuted in Pakistan. He cannot travel to Pakistan to renew his passport which is expiring on 20.06.2025 due to the threat to his life and that therefore, he ought to be granted extension of his long-term visa. " The petitioner said in the event of his deportation to Pakistan, the petitioner who was born in India and now lawfully married to an Indian citizen, would face imminent threat to his life because of extreme religious persecution in Pakistan. At present he works as a chef in Goa. But the bench said that he would have to move the Bombay HC for the relief he is seeking. The petitioner's lawyer withdrew the plea to move the HC. Under CAA, India had resolved to grant citizenship to those individuals from minority communities who have been persecuted in neighbouring countries on the ground of religion. However, the law stipulated that they should have entered India prior to Jan 1, 2014.
