He said this requirement will be part of the business licensing conditions imposed by local authorities on premises owners, in line with the Ministry of Housing and Local Government's effort to phase out single-use plastic bags.
According to him, the move is also part of the ministry's proactive efforts in managing plastic waste in the country.
'Any shopping mall that does not provide (recycling facilities) will not be granted a business licence by the local authority,' he said when winding up the debate on the Street, Drainage and Building (Amendment) Bill 2025 in the Dewan Rakyat today.
The Bill was later passed by a voice vote after being debated by 10 Members of Parliament from both the government and opposition blocs.
Nga said the Bill followed the passage of the Solid Waste and Public Cleansing Management (Amendment) Bill 2025 and the Local Government (Amendment) Bill 2025 yesterday, which, among other things, aim to empower the courts to issue community service orders for littering offences in public places.
Through the enforcement of such orders, he said, the ministry is confident that littering, which clogs and pollutes drains and waterways, can be addressed progressively, thereby helping to reduce flash floods, especially in urban areas.
Nga also stated that the community service order would apply to everyone, regardless of status, and even foreign tourists found guilty of littering in public could be subjected to the same.
'Imagine whether it's a Datuk Seri or a Tan Sri — if they are ordered to sweep the streets (under a community service order), it would raise awareness about maintaining public cleanliness,' he said.

GEORGE TOWN, July 25 (Bernama) -- The Penang government has approved over RM30 million in allocations to Tamil national-type schools (SJKT), kindergartens and Punjabi education centres statewide since 2009. Chief Minister Chow Kon Yeow said this includes RM2.42 million disbursed this year alone, reflecting the state's commitment to strengthening Penang's education ecosystem equitably and inclusively, in line with the Penang2030 vision and Malaysia MADANI values. He said, of the total, RM1.78 million was channelled to SJKTs via Parent-Teacher Associations, RM268,100 to 14 Tamil school-affiliated kindergartens, and RM40,000 each to three Punjabi education centres. 'For the past 16 years, the Penang government has consistently provided special financial assistance to SJKTs and Punjabi education centres. 'While the amount may not be large, it reflects the state's genuine concern in supporting Tamil education institutions, particularly in addressing funding challenges for small- to medium-scale repairs,' he said. Speaking to reporters after presenting mock cheques to 28 SJKTs and Punjabi Education Centres at Komtar today, Chow said the allocations were not only for upgrading physical facilities but also to sustain and strengthen vernacular education in the state. Also present at the event was State Housing and Environment Exco Datuk Seri S. Sundarajoo, who also chairs the Penang Tamil Schools Special Committee. Chow noted that the numerous infrastructure upgrades and educational programmes have helped produce not only academically excellent students but also disciplined and competitive individuals. Meanwhile, Sundarajoo said the state government's firm commitment has led to significant progress in Tamil schools, particularly in infrastructure, with most schools now equipped with basic facilities.

KPDN Makes Application For More Officers, Members To Increase Enforcement
KOTA BHARU, July 25 (Bernama) -- The Ministry of Domestic Trade and Cost of Living (KPDN) has made an application to increase the number of officers and members to further expand enforcement of the government's new policies. Its deputy director-general (Enforcement) Aris Mamat said the application was made as his department had constraints on existing members and officers when carrying out enforcement. "Last year, we added more than 200 members and officers nationwide, and this year we are also applying for more. "The recruitment of these members and officers is usually determined by the Public Service Department (JPA)," he told reporters after the opening ceremony of the Inter-Agency Sports Championship to Strengthen Synergy at the Sports and Youth Complex, in Panji here today. Explaining further, Aris said, however, this increase in membership depends on the warrant (quota) and its distribution will be decided by the JPA. "We are applying, but the decision (total) depends on the JPA and currently we have a total of 2,300 officers and members nationwide. "We need this increase in officers and members for effectiveness at all levels because we have 13 acts that require more members to assist the government, especially in terms of control when the government makes new policies," he said. He also said his party would continue to cooperate with other agencies to curb the leakage of controlled substances. "Without the cooperation from various agencies, it is impossible for us to curb illegal activities," he added.
