Philippines, US launch joint drills aimed at 'deterrence'
The drills follow months of confrontations between Bejing and Manila over disputed areas of the South China Sea, with significantly larger US-Philippine air, land and sea exercises set for late April.
"Enhancing combat readiness and elevating joint mission effectiveness" would be central to the Cope Thunder exercise, Philippine Air Force commander Arthur Cordura said Monday at a ceremony to launch the drills.
Military ties between the Philippines and United States have deepened since the 2022 election of President Ferdinand Marcos, with Manila pushing back on sweeping Chinese claims in the South China Sea that an international tribunal has ruled are without merit.
The US State Department last week approved a long-mooted sale of F-16 fighter jets to the Philippines, though Manila said the deal was "still in the negotiation phase".
Speaking at Monday's ceremony, US Major General Christopher Sheppard said that "the pace of our alliance is accelerating".
Cope Thunder, which will continue through April 18, aims to enhance "asymmetric warfare capabilities", operational coordination and strategic deterrence, according to the Philippine Air Force.
"Further down the road, we look forward to the seamless transition to exercise Balikatan, which will continue to push the boundaries of our interoperability," Cordura added.
Like the majority of Balikatan's planned activities, Cope Thunder will be conducted on northern Luzon island, the area of the Philippines closest to Taiwan.
As China encircled Taiwan with planes and ships in a simulated blockade last week, Philippine military chief Romeo Brawner warned troops that their country would "inevitably" be involved should the self-ruled island be invaded.
Beijing insists Taiwan is part of its territory and has threatened to forcefully bring under its control.
While Manila later said Brawner's comments were primarily referencing efforts to retrieve Filipino workers in Taiwan, the Enhanced Defense Cooperation Agreement with Washington gives US forces access to nine bases in the country.
One is a naval facility at Cagayan's Santa Ana about 400 kilometres (250 miles) from Taiwan.
During a recent visit to Manila, US Defence Chief Pete Hegseth said Washington was "doubling down" on its alliance with the archipelago nation.
"Deterrence is necessary around the world, but specifically in this region, in your country -- considering the threats from the Communist Chinese," he said on March 28.

Undefined Israel will partially reopen private sector trade with Gaza to reduce its reliance on humanitarian aid, the defence ministry civil affairs agency for the Palestinian territories said on Tuesday. The agency said more than 300 aid trucks entered Gaza on Monday, a larger number than in previous days, and that hundreds more were 'still queued up for UN pickup'.

UN experts call for GHF to be dismantled
United Nations special rapporteurs called yesterday for the Israel- and US-backed Gaza Humanitarian Foundation to be immediately dismantled, saying aid was being "exploited for covert military and geopolitical agendas". An exceptionally-large group of the UN-mandated experts voiced grave concerns over the GHF's operations. The private organisation began distributing food in Gaza Strip in May as Israel began easing a more than two-month aid blockade on the Palestinian territory that had exacerbated existing shortages. "The GHF ... is an utterly disturbing example of how humanitarian relief can be exploited for covert military and geopolitical agendas in serious breach of international law," the experts said in a joint statement. "The entanglement of Israeli intelligence, US contractors and ambiguous non-governmental entities underlines the urgent need for robust international oversight and action under UN auspices. "Calling it 'humanitarian' adds on to Israel's humanitarian camouflage and is an insult to the humanitarian enterprise and standards." On July 22, the UN rights office said Israeli forces had killed more than 1,000 Palestinians trying to get food aid in Gaza since the GHF started operations -- nearly three-quarters of them in the vicinity of GHF sites. "Without clear accountability, the very idea of humanitarian relief may ultimately become a casualty of modern hybrid warfare," the special rapporteurs said. "The credibility and effectiveness of humanitarian assistance must be restored by dismantling the GHF, holding it and its executives accountable, and allowing experienced and humanitarian actors from the UN and civil society alike to take back the reins of managing and distributing lifesaving aid." The joint statement was signed by Francesca Albanese, the UN's special rapporteur on the rights situation in the Palestinian territories occupied since 1967. Israel accuses her of having an "obsessive, hate-driven agenda to delegitimise the state of Israel". The statement was also signed by 18 other special rapporteurs, plus other UN experts and members of UN working groups -- a notably large number for such statements. Special rapporteurs are independent experts mandated by the UN Human Rights Council to report their findings. They do not, therefore, speak for the United Nations itself. More than two million people live in the Gaza Strip. GHF says it has distributed more than 1.76 million boxes of foodstuffs to date. "We continue to improve our operations," GHF executive director John Acree said Monday. "We urge the international humanitarian community to join us -- we have the scale and capacity to deliver more aid to the people of Gaza."

Philippines' Marcos in India as navies hold joint drills
President Ferdinand Marcos arrived in India on Monday on a visit aimed at strengthening defence and strategic ties between nations as they navigate tensions with China across the Asia-Pacific. The five-day visit follows the Philippines' acquisition of India's BrahMos supersonic cruise missile system -- the first such export by New Delhi -- with deliveries beginning in April under a $375 million deal signed in 2022. The visit comes as Indian Navy warships take part in patrols of the disputed South China Sea with their Philippine counterparts for the first time. The two-day sail includes three Indian vessels and started Sunday, a day before Marcos left on a trip that will include talks with Indian Prime Minister Narendra Modi. India's naval vessels, including the guided missile destroyer INS Delhi, arrived in Manila for a port visit late last week. The patrol 'started yesterday afternoon, then it's ongoing up to this moment... the activity at the moment is replenishment at sea,' Lieutenant Colonel John Paul Salgado told AFP.
