The poll panel also said that 7.08 crore, or 89.7%, voters have submitted their enumeration forms so far.
More than 12.5 lakh voters have probably died and 17.3 lakh were likely to have permanently shifted, the Election Commission said. Over 35.6 lakh voters were not found at their addresses, it added.
The poll panel also said that 45.8 lakh, or 5.8%, electors have not submitted their forms so far.
The revision of the electoral rolls in Bihar was announced by the Election Commission on June 24.
As part of the exercise, persons whose names were not on the 2003 voter list will need to submit proof of eligibility to vote.
Voters born before July 1, 1987, must show proof of their date and place of birth, while those born between July 1, 1987, and December 2, 2004, must also submit documents establishing the date and place of birth of one of their parents. Those born after December 2, 2004, will need proof of date of birth for themselves and both parents.
If the officers are satisfied with the details provided, the voters will be re-enrolled to a new voter list by electoral registration officers. If not, they will be removed from the voter lists.
A draft roll will be published on August 1 and the final roll will be out on September 30. Bihar is expected to head for Assembly polls in October or November.
On July 2, eleven INDIA bloc parties told the Election Commission that the special intensive revision of Bihar's electoral rolls risked disenfranchising more than 2.5 crore voters, as they may not be able to produce the necessary documents.
Chief Election Commissioner Gyanesh Kumar on July 6 defended the exercise, claiming that the exercise had to be carried out as no one was satisfied with the current voter rolls.
On July 10, the Supreme Court urged the Election Commission to consider Aadhaar cards, voter ID cards and ration cards as valid documents for the revision of electoral rolls. The court will hear the matter next on July 28.

New Delhi, July 23 (UNI) Congress MP Manickam Tagore today submitted an adjournment motion in the Lok Sabha, demanding an urgent discussion in the Monsoon Session of Parliament, on what he described as a 'blatant and unconstitutional attempt' to deny voting rights to the poor, backward, Dalit, and marginalised communities in Bihar through the Election Commission's Special Investigation Report (SIR) mechanism. In his notice under Rule 56 of the Rules of Procedure and Conduct of Business in the Lok Sabha, Tagore accused the Modi government of misusing the Election Commission to disenfranchise vulnerable sections of society—a move he said amounts to a violation of the fundamental right to vote enshrined in the Constitution and envisioned by Dr. B.R. Ambedkar,' his letter to the Speaker stated. The Congress leader likened the alleged voter purging to 'colonial practices,' where suffrage was limited to the elite. 'This calculated disenfranchisement is reminiscent of a time when only the rich and property-owning classes could vote, while the masses were excluded,' he said. He further alleged that the ruling dispensation was exhibiting a 'Manuwadi mindset' aimed at reversing the gains of social justice and universal adult franchise. 'Under the guise of verifying voter identity and eligibility, official machinery is being misused to strike lakhs of poor voters—particularly from Dalit and backward communities—off the electoral rolls in Bihar. This is not an isolated incident, but part of a larger, disturbing pattern to manipulate the electoral process in favour of the ruling party by excluding sections of society that do not support them politically,' Tagore wrote. WBSSC Teacher Recruitment Exam: 5.9 lakh candidates apply for teaching jobs in Bengal schools
The West Bengal School Service Commission (WBSSC) has received nearly 5.9 lakh applications for teaching positions in its fresh recruitment drive — almost double the number recorded in 2016. Senior officials of the WBSSC informed that around 5.9 lakh candidates applied for the 35,726 assistant teacher posts at secondary and higher secondary levels in state-run and state-aided schools. The corresponding figure in 2016 was around 3.16 lakh. The Calcutta High Court on Wednesday cleared the way for fresh recruitment, stating that the updated rules are stricter and more focused on students' interests. After scrapping the appointments of 25,753 teaching and non-teaching staff in government-aided schools — calling the 2016 recruitment process 'tainted' — the Supreme Court, in April this year, directed the state government and the West Bengal School Service Commission (WBSSC) to conduct a fresh recruitment drive and complete it by year-end. In response, the WBSSC issued a notification on May 30 to recruit 35,726 teachers — 23,312 for classes 9 and 10, and 12,514 for classes 11 and 12. The initial application deadline of July 14 was later extended to July 21. The online application portal was launched as per Supreme Court directions on June 16 and the last date to register was July 21. The top court mandated the West Bengal government and the commission to complete the recruitment process before December 31 this year. 'Some 5.8-5.9 lakh candidates have applied for the posts of assistant teachers in state-run and state-aided secondary and higher-secondary schools,' WBSSC Chairman Siddhartha Majumdar said. 'While a total of 1.41 lakh candidates had applied for classes 9-10 in 2016, another 1.75 lakh candidates had registered for teaching positions for classes 11-12 that year,' an official said, quoting commission records. The increase in the number of applications this year was recorded despite the assertion of a section of disgruntled teachers – who claimed eligibility for their appointments, yet lost their jobs on account of the apex court verdict – that they wouldn't sit for fresh tests to get recruited. Commission officials revealed that a significant majority of teachers found 'not tainted' in the discredited 2016 appointment have freshly applied for jobs. 'Nearly 13,000 of the 15,403 teachers, who were 'not found to be specifically tainted' by the commission and whose names it had forwarded to the offices of Directorate of Education (DI) in districts for continuation in service till the new recruitment process gets over, have applied for the vacant posts for which State Level Selection Test (SLST) will be held later this year,' another SSC official said. — with inputs from PTI
