
Delhi Assembly to form nine-member panel for senior citizens' welfare inspired by Kerala model
He has directed the Secretary of the Delhi Vidhan Sabha to study the Kerala model and examine the feasibility of constituting a similar committee in Delhi. The initiative follows a meeting between a delegation from the Committee for Welfare of Senior Citizens, Kerala Legislative Assembly, and Speaker Gupta at the Delhi Vidhan Sabha on Monday.
The delegation's visit aimed to share insights into Kerala's framework for senior citizen welfare and discuss the possibility of adapting it in Delhi.
Commending Kerala's efforts, Gupta highlighted the need to enhance the well-being and dignity of senior citizens, recognizing their invaluable contributions to society.
The Kerala delegation detailed the structure and functioning of their nine-member committee formed under Rule 261 of the Kerala Legislative Assembly Rules. The committee monitors the implementation of welfare schemes, oversees the management of old-age homes, ensures proper utilization of government funds, and recommends measures to address policy gaps for senior citizens.
Gupta assured the delegation that the Delhi Assembly is actively considering establishing a similar body, reaffirming the city's commitment to safeguarding the rights and welfare of its elderly population.
During the interaction, Gupta also briefed the delegation on the implementation of the National eVidhan Application (NeVA) at the assembly, aimed at promoting legislative transparency, digital governance.

Delhi govt. puts brakes on fuel ban for overage vehicles amid outcry
The Delhi government will work to clean the city's air but will not allow the impounding of 'end of life' vehicles (ELVs), Environment Minister Manjinder Singh Sirsa said, citing public backlash and systemic challenges in enforcing the anti-pollution measure. Mr. Sirsa said he had written to the Commission for Air Quality Management in NCR and Adjoining Areas (CAQM), urging a pause on its directive that mandated fuel stations to deny petrol or diesel to ELVs from July 1 and allowed their impounding using automatic number plate recognition (ANPR) cameras. 'We will clean Delhi's environment, but we will not allow Delhiites' vehicles to be impounded. This is the resolution of our Chief Minister Rekha Guptaji – her promise to the people,' he told reporters. Ms. Gupta said the government would make 'all efforts' to address problems related to the ELV ban. 'The pain of Delhi people is understandable... Some are emotionally attached to vehicles gifted by loved ones, and such less-driven cars are keepsakes,' she said. An official from Mr. Sirsa's office confirmed that ANPR-based enforcement at fuel stations would not be implemented from Friday, though the government has not issued a formal order. In his letter to the CAQM, the Minister cited technological integration issues, lack of coordination with neighbouring States, and public discontent. He said the government is considering enforcement based on actual emissions, rather than vehicle age alone. The CAQM's April 23 directive had ordered that from July 1, ELVs identified via ANPR at Delhi fuel stations be denied fuel. The same rule was to take effect in five NCR districts from November 1 and across the rest of NCR from April 1, 2026. Initially, the Delhi government supported the move, with the Transport Department and traffic police impounding ELVs from fuel stations. Mr. Sirsa had announced in March that ELVs would be barred from refuelling from April 1, but the plan was delayed due to incomplete ANPR installation. Even before CAQM's July mandate, the Transport Department had been impounding ELVs spotted on the roads. The Aam Aadmi Party (AAP) claimed public opposition forced the government's U-turn. 'The BJP government was simply hiding behind a court order. But when the people united and raised their voice, it had to withdraw,' said AAP's Delhi president Saurabh Bharadwaj. Mr. Sirsa, meanwhile, alleged that the AAP government took money from new car dealers and installed ANPR cameras to target older vehicles. According to CAQM data, Delhi has nearly 62 lakh ELVs, while the rest of NCR has about 44 lakh. The National Green Tribunal banned ELVs across the NCR in 2015. Ms. Gupta announced that the Supreme Court had accepted the government's petition. In the National Capital Region (NCR), no immediate punitive action will be taken against owners of diesel vehicles older than 10 years and petrol vehicles older than 15 years, she said. 'We will continue to firmly represent the interests of the people of Delhi by actively participating in the judicial process... This decision strengthens our resolve to maintain a balance between environmental protection and public convenience as we move towards a developed Delhi,' Ms. Gupta said in a statement.

Delhi CM pitches for mini secretariats in all districts
Chief minister Rekha Gupta on Tuesday pitched for a 'mini secretariat' in every district of Delhi, saying it would spare residents the hassle of shuttling between scattered government offices. At a meeting with the Capital's 11 district magistrates, she also reemphasised her plan for a gaushala in each district, both proposals first announced in her budget speech in March. Earlier in the day, she directed officials to ensure smooth distribution of Tricolours for the Har Ghar Tiranga campaign ahead of Independence Day, and to avoid 'any negligence in public work.' The meeting reviewed the single-window complaint system, weekly public hearings, and the Chief Minister's complaint box. Gupta said these must improve continuously so that 'the general public feels assured that the Delhi government is sincerely and effectively resolving their issues.' Officials said she lauded the DMs' role during the Kanwar Yatra and instructed them to clear pending payments to Kanwar committees within three months. Some DMs flagged staff shortages and other bottlenecks, to which she assured swift redress. She also said Delhi Development Authority and Jal Board officials would now join public hearing meetings. Gupta also told DMs to identify land for gaushalas and to conduct regular field visits with subordinates -- not only to grasp ground realities, she said, but also to strengthen public trust in the administration. Earlier in the day, the CM led a flurry of patriotic events. She flagged off a 'Tiranga Cyclothon for Girls' from the Delhi Legislative Assembly, telling participants, 'When our daughters are given the wings to realise their dreams, the Tricolour will soar even higher.' Undeterred by light rain, the girls completed the ride to Rajghat. The second Tiranga Yatra, organised by the NDMC in Connaught Place, saw Gupta call for both patriotism and cleanliness, urging citizens to keep the city worthy of the flag they fly.

Govt to build a gaushala in each district
New Delhi: Delhi govt will build a mini secretariat in each district to promote a decentralised form of governance, CM Rekha Gupta announced Tuesday. She also instructed all DMs to identify suitable land for setting up gaushalas in all districts. "Resolving the problems of Delhi's people is a priority; the mini secretariats will ensure people don't have to visit isolated govt offices repeatedly," CM said. She added that DDA and DJB officials will participate in public hearing meetings. Gupta said all DMs should conduct field visits with their subordinate officers to gain firsthand knowledge of problems and help build public trust in govt.
