Animal cruelty penalty as low as Rs 10 for first offence: Govt

New Delhi, Aug 5 (PTI) The penalty for acts of cruelty to animals, including killing or maiming, under the Prevention of Cruelty to Animals Act, 1960 is currently as low as Rs 10-50 for the first offence, Parliament was informed on Tuesday.
Minister of State for Fisheries, Animal Husbandry and Dairying S P Singh Baghel, in his written reply to the Lok Sabha, said as per Section 11(1) of the Prevention of Cruelty to Animals Act, 1960, any person who treats an animal cruelly shall, for the first offence, be punishable with a fine not less than Rs 10 but which may extend to Rs 50.
For the second or subsequent offence committed within three years of the previous offence, the person is punishable with a fine of not less than Rs 20 but which may extend to Rs 100, or with imprisonment for a term that may extend to three months, or with both, he said.
The minister said the subject of Prevention of Cruelty to Animals falls under the Concurrent List (List III) of the 7th Schedule of the Constitution of India.
The Bharatiya Nyaya Sanhita 2023, also contains enabling provisions for penalising acts of cruelty to animals, he said.
While enforcement primarily rests with the respective state governments, the Animal Welfare Board of India (AWBI) actively pursues complaints received from across the country by forwarding them to the state governments, district collectors, magistrates, and superintendents of police.
Over the last five years, AWBI has addressed 4,589 complaints, forwarding them to the appropriate authorities for necessary legal action, he added.
Complaints of animal cruelty are primarily dealt with by local authorities, as enforcement of the Prevention of Cruelty to Animals Act, 1960 is under the jurisdiction of state governments and Union Territory Administrations.
'AWBI does not maintain any data on penalties imposed or nature of punishments awarded," he said.
Of the 4,589 complaints forwarded to state governments, action taken reports have been received for 306 cases, he said.
The government and AWBI continues to promote animal welfare through education, training, awareness programmes, and financial assistance. Training initiatives have been launched for police personnel, gaushala workers, and honorary animal welfare officers.
Awareness campaigns, advisory issuance, and collaborative efforts with state governments and NGOs are ongoing.
AWBI has published handbooks on animal laws, supports colony animal caretaker authorisations, and provides financial aid to recognised shelters and gaushalas under various schemes — for rescue operations, shelter management, ambulances, birth control programmes, and disaster relief.
In the past five years, AWBI has received 269 complaints from Karnataka, of which 217 relate to animal deaths.
AWBI has also received complaints concerning the deaths of tigers and 20 monkeys in Karnataka, which were forwarded to the state forest department for appropriate action under the Wildlife Protection Act, 1972. PTI Indian defence production has crossed the ₹1.5 lakh crore mark, with private companies increasing their share in production and export of military systems, defence minister Rajnath Singh said on Saturday. Lauding the collective effort that led to an all-time high figure of defence production worth ₹1,50,590 crore, Singh said that the milestone is a clear indicator of India's strengthening defence industrial base. Officials said that in the 2024-25 FY, there has been an 18% growth over the previous fiscal's output of ₹1.27 lakh crore, and a 90% increase since FY 2019-20, when the figure was ₹79,071 crore. The numbers have been achieved as the government has gone on overdrive to promote Indian companies to enter the sector and has initiated programs like Emergency Procurement (EPs) that have given orders to a large number of startups and smaller companies as well. Defence Public Sector Undertakings (DPSUs) and other PSUs accounted for around 77% of total production, while the private sector contributed 23%. The share of the private sector has been steadily rising, from 21% in FY 2023-24 to 23% in FY 2024-25, and is expected to go up exponentially in the coming years as several big projects have been opened up to competitive bidding. Dozens of companies, from backgrounds as diverse as automobile component manufacturing to civil works have entered the defence manufacturing sector as opportunities grow."Both public and private segments of the industry have demonstrated consistent year-on-year growth, attributed to far-reaching policy reforms, enhanced ease of doing business, and a strategic focus on indigenisation over the past decade," officials said. There has been a surge in defence exports as well, with the figure growing to ₹23,622 crore in FY 2024-25, a 12% growth over the previous year.

2 held in cheating case involving fake US currency exchange

The Chandigarh Police has arrested two persons accused in a cheating and fraud case involving fake US currency exchange. The accused have been identified as Mohammad Hazrat (32), a resident of Mundi Kharar, Mohali, and Sangam (35), of Kajheri village, Sector 52, Chandigarh. Both are unemployed. According to the police, a case was registered on the complaint of Ashish Kumar, a resident of Zirakpur, who works in accounts branch of a Kharar-based firm. On July 31, Ashish was approached by Hazrat, who claimed to possess $4,000 and offered to sell it at half the market rate. The meeting was fixed in Burail, Sector 45, where Ashish arrived with Rs 1.70 lakh. Hazrat, accompanied by associates, allegedly showed him two bundles of $20 notes in a small bag and, after taking the money, handed over the bag. When Ashish opened it later, it was empty. The accused neither delivered the dollars nor returned the cash. Both suspects were arrested on August 7, after being identified by the complainant. Police said further investigation is underway, and the duo will be produced in court for judicial custody.
