Japan lags in closing gender gap: government report

Japan lags many other countries in addressing gender inequality, particularly in raising the share of women in leadership positions, according to a government report released Tuesday.
A task force led by Prime Minister Shigeru Ishiba to promote the U.N. sustainable development goals met at the prime minister's office the same day and reviewed the current status of efforts to close the gaps by 2030.
Referring to the 2024 Global Gender Gap Index released by the World Economic Forum, in which Japan ranked 118th out of 146 economies and last among the Group of Seven nations, the government acknowledged that its efforts remain clearly insufficient.
The index benchmarks the current state of gender parity across four key dimensions -- economic participation and opportunity, educational attainment, health and survival, and political empowerment, according to the Swiss think tank.
The Japanese government set a goal in 2003 to raise the share of women in leadership positions across fields such as politics and business to about 30 percent by 2020. But it later delayed the target to "the earliest possible time in the 2020s," as the proportion at major firms remains stuck in the low teens.
The government report says it will step up efforts to advance gender equality by ensuring women have more opportunities to participate in decision-making across a range of fields.
Gender equality and women's empowerment are among the 17 sustainable development goals adopted at a U.N. summit in 2015. Japan aims to lead in implementing the SDGs both at home and abroad.
The government on Tuesday adopted its latest basic policy on gender equality and women's empowerment, with a focus on local economies and small businesses, amid a trend of female brain drain in rural areas.
"We will advance our efforts to realize a society where everyone can live life to the fullest in their own ways," Ishiba said.
The policy cited a lack of entrepreneurial role models and advisory resources outside major cities and pledged to build a support network for entrepreneurs.
The government plans to create a database of professionals and dispatch experts to places in need nationwide through a new gender equality body slated for launch in fiscal 2026.
Other measures include sexual harassment prevention training at firms investing in start-ups, advisory support for small- and medium-sized companies in rural areas to promote women into leadership roles, and initiatives to address the gender pay gap.

Fujisaki was speaking in an interview ahead of a three-day G7 summit in Canada from Sunday, the first such meeting for Trump since he began his second term in January. "The (G7) summit is like a regular medical checkup to assess whether the global democracy and market economy systems are functioning properly, so maintaining this framework is paramount," said Fujisaki, currently head of the America-Japan Society. As the Trump administration does not respect multilateralism, Fujisaki warned that the president may start saying that his country will no longer participate in the G7 summit. "Japan and European members (of the G7) should avoid teaming up and making Trump feel isolated," the former ambassador stressed. Asked how the administration of Japanese Prime Minister Shigeru Ishiba should develop ties with the U.S. side, Fujisaki pointed out that Trump is strongly committed to defending Japan. "There are different opinions (on ways to develop bilateral ties), but there's no doubt about the need (for Japan) to maintain and strengthen its relationship with the United States from a broader perspective," he added. Regarding the ongoing Japan-U.S. negotiations on Trump's tariffs, Fujisaki said that the outcome of the talks depends on what "gifts" Japan offers the U.S. side. "Even if the talks produce a win-win outcome, the United States would likely enjoy a 'WIN' in capital letters, while Japan would be left with a 'win' in lowercase letters," he noted. Fujisaki argued that the United States reconsidering its tariff policy would be good for both itself and other countries. "The current policy may benefit some parts of the United States in the short term, but it will generally have negative (effects) in the long term," he said. "If advanced countries adopt a policy of putting themselves first, many developing countries would be left behind and accumulate frustration," Fujisaki said. "China may try to fill the void left by the United States." "In any case, the world will pursue the banner of multilateralism, the rule of law, and free trade," he noted.

TOKYO (Kyodo) -- Toyota Motor Corp. and Daimler Truck Holding AG said Tuesday they concluded an agreement to merge their Japanese truck subsidiaries under a new holding company, aiming to boost competitiveness and better respond to challenges posed by energy transition and technological innovation. Hino Motors Ltd., a subsidiary of Toyota Motor, and Mitsubishi Fuso Truck and Bus Corp., a unit of Daimler, will operate under the holding company to be set up in April 2026 and listed on the Tokyo Stock Exchange's Prime Market, with the parent companies each holding a 25 percent stake in the new firm. The holding company yet to be named will have more than 40,000 employees and be led by Mitsubishi Fuso Truck CEO Karl Deppen, Toyota Motor and Daimler Truck said. In terms of voting rights, Daimler Truck will hold 26.7 percent and Toyota Motor will have 19.9 percent, they said. "With our combined expertise, passion and resources, this new company will provide new levels of quality, efficiency and technology to our customers," Deppen said at a press conference on the same day. Satoshi Ogiso, president of Hino Motors, said, "The industry for commercial vehicles has numerous issues that need to be addressed. We will require even more speed, flexibility and investment." The merger plan originally announced in May 2023, and initially slated to be finalized in March 2024, had stalled due to a fraudulent emissions data scandal by Hino Motors. Hino Motors has reported a record net loss of 217.7 billion yen ($1.5 billion) in the business year through this March due to settlement costs related to the data falsification. The issue came to light in 2022 as the company admitted to submitting fabricated emissions and fuel economy data to transport authorities. It has agreed to settle class action lawsuits in Australia, the United States and Canada.
