Mar. 7—BATH TOWNSHIP — The latest version of Ohio's two-year budget bill uses outdated data to calculate the cost to educate a child, according to Bath schools Treasurer Joel Parker.
The proposed budget, introduced by Gov. Mike DeWine in February, phases in the remainder of the so-called Cupp-Patterson school funding formula.
But the bill freezes cost inputs used to calculate how much schools spend to educate a child at 2022 levels, while relying on 2024 property tax valuations and income data to determine how much local taxpayers can afford to contribute.
The formula would effectively decrease the state's share of per-pupil funding to Bath schools, Parker told state Sen. Susan Manchester (R-Waynesfield) during a special visit to Bath schools Friday.
Bath schools spends an average of $12,977 per student, the third lowest in Allen County.
The state's share of per-pupil funding to Bath schools would decline from 50% to 39% by fiscal year 2027, according to estimates Parker shared Friday.
If lawmakers adopt those changes to the formula, Bath schools may need to ask voters for property tax increases "sooner," Parker said.
Potential changes to federal funding if the Trump administration eliminates the Department of Education could be costly too: Bath schools receives about $1.3 million in federal funding for reading instruction, special education and school lunches.
"If (federal funding) goes away," Parker said, "it is flipped over to the local voters."

In April, the Trump administration froze $790 million in federal funding at Northwestern. The freeze affected grants from agencies like defense, agriculture, and health and human services. Northwestern was one of several universities subjected to of what the Department of Education calls "explosions of antisemitism" on college campuses in the wake of the Israel-Hamas war. The initial report cited Title VI of the Civil Rights Act, which protects individuals from discrimination based on national origin and applies to schools and institutions of higher learning that receive federal funding.

Ayotte nominates new education agency chief Caitlin Davis, a 15-year employee at the Department of Education, is Gov. Kelly Ayotte's choice to be the next commissioner of education. If confirmed by the Executive Council, she will replace Frank Edelblut who has served eight years in that post. Caitlin Davis of Concord most recently has served as the director of education analytics and resources in the Department of Education. 'Our state has made incredible strides toward helping every student reach his or her full potential, and today, I am proud to announce Caitlin Davis as my choice to continue this progress as commissioner of education,' Ayotte said in a statement. 'Caitlin will ensure New Hampshire schools remain innovative and forward-thinking, support our fantastic teachers and public schools, and strive for the highest standards of academic achievement. Caitlin's collaborative, data-driven approach will help us continue delivering a best-in-class education for all of New Hampshire's students.' Ayotte said in keeping with state law she will present her pick to the state Board of Education at its next meeting on Thursday. The Executive Council must then confirm the nomination. While commissioner, Edelblut led the campaign to create Education Freedom Accounts, an education choice option for parents to receive taxpayer funds to send their children to private, religious, alternative public or home school programs. He also promoted career-ready education programs with dual enrollment programs at community colleges and spearheaded a rewrite of the state's academic standards. As someone who home-schooled his own children, Edelbut was often a lightning rod for opposition from the state's education unions and many public school advocates. Edelbut often said his top priority was serving students and not the educational bureaucracy. During her tenure, Davis has overseen the department's Bureau of Assessment and Accountability, Bureau of Education Statistics, Bureau of Educational Opportunities, Bureau of School Finance and Bureau of Federal Compliance. She said the agency's greatest strength is its talented staff and seeks to promote a culture of collaboration, transparency and shared problem-solving. But if you applied for an IDR plan before April 27, 2025, and your servicer is Mohela, you may need to reapply. Mohela posted on its website that IDR applications before this date didn't include your income information and would be automatically canceled. If you're already on an IDR plan like SAVE and you applied to change plans before this date, you'll also have to resubmit your application. Borrowers who applied for an IDR after April 27 don't need to reapply. Your loans may be placed into a temporary forbearance while your application is processed. Last year, the US Department of Education paused processing for IDR plans while the legality of one of them, the Saving on a Valuable Education plan, was being weighed by the courts. At one point last fall, online applications for IDR plans were even taken down from the website. IDR processing resumed in November of 2024. This year, IDR plans were paused again in March and reopened in April. Mohela is one of several student loan servicers contracted to handle federal student loans for the Department of Education. Here's how to find out if Mohela is your servicer, how to resubmit your IDR application, and more options for borrowers enrolled in SAVE. How to find out if Mohela is your servicer If you're enrolled in SAVE, chances are you may not have logged in to your student loan account since before the pandemic. Between all the payment pauses and servicer changes over the past five years, you might not know who your current servicer is. You can find out by logging in to your Federal Student Aid account at Once you're logged in, you'll be able to view all your loans, your repayment status and your servicer information. How to resubmit an income-driven repayment plan application You can apply for an income-driven repayment plan online at the financial aid office of the Department of Education. Here are the steps you'll need to follow: Go to IDR plan request page. Select either "Apply for an Income-Driven Repayment Plan" or "Recertify or Change Your Income-Driven Repayment Plan." Log in to your Federal Student Aid account. Confirm your contact information, like your address, email address and phone number. Select "continue" when you're finished. You'll see which loans are eligible for an IDR plan. Select "continue" to proceed. The next few pages will ask you to confirm personal information, such as your marital status and family size. Confirm the number of dependents you have and your income information. You'll need to provide proof of income, such as a W-2, paystub or bank statement. You'll be able to review the different IDR plans you're eligible for and select one. You can weigh different options and payment scenarios using the FSA loan simulator. Review your information and confirm and certify your application. Hit "continue" to submit your application. Should SAVE borrowers move to a new IDR plan? Though the SAVE repayment plan has been shuttered, you don't have to move to a new IDR plan at this time. Currently, your payments remain paused during the administrative forbearance. Experts recommend using this downtime to explore other IDR options, like the income-based repayment plan, income-contingent repayment plan or the Pay as You Earn plan. If you're working toward debt relief through the Public Service Loan Forgiveness program or a similar program, then it may make sense to change IDR plans so you can hit your 120 payment goal faster. If you're enrolled in the PSLF and would've hit your payment total if not for the current payment pause, you can apply for the PSLF buyback program instead of switching IDRs. This program may allow you to make the remaining payments required to reach the debt forgiveness status on your federal loans.
